They of course weren't the biggest game in town, but that is still a gigantic difference in size.
Econ also represents spare manpower and food, both of which we have in abundance.

Codified law required culture to unlock, so it'll likely need culture to build.
We can not get any culture. Our Perm is 1, and our only way of getting it is venerating the Gods, an action that wll take us dramatically over max stab/legitimY.

As such, it is imperative we take the theater, to get another source of culture production.
