Not a fan of an immortal permanently ruling over any parts of our civ too be honest.

So, we are currently an extremely centralized and stratified society.
I think that when we start the Law megaproject, we should focus on lowering those two values (or at least lowering hierarchy).
I don't want for our people to have to go through layers and layers of governance to get in contact with those who actually have power.

Right now, it is effectively autonomous for Queen Eira to rule as she wishes as she answers directly to the Cadlon. This effectively unchecked authority is one of the reasons the priestesses and the elders are pushing Codified Law because they want to put limits and checks on Queen Eira's authority.

Multiple layers are needed, but I feel that a hierarchy of 6 is far beyond what is "needed"

As an example, the Ymaryn (a quite famously hierarchical society for civ quests) had a hierarchy of 8 at their peak.
I'm not sure how much Oshha took from PoC in this regard, but being anywhere close to how isolated people are from the levers of power as the Ymaryn were is a very bad thing.

Why are people voting for this? It's a bad value to have.

It's going to increase stratification, increase hierarchies, render the nobility (, the royal family, who have divine blood) even more superior from the people they're supposed to be managing.

It creates and encourages despotism.

Edit: Also Divine Smiting is not a proper check and balance. It's hugely disruptive for society, especially a theocratic one. We need rule of law, not rule of petrification.

Come now, our leaders have divine blood. Obviously they won't do anything bad and people will be fine with whatever they do. And if something goes wrong, surely the gods will intervene!

But seriously now, combine this with the cons of Safe Haven....

I'm not sure which level of Hierarchy meant in PoC, but in CoN, it represents one level within the civ's leadership hierarchy.

Right now, Hierarchy 6 represents the following:
1 - Peasants
2 - Village Elders & Priestesses
3 - Regional Elders & Priestesses
4 - Greenbay Elders & Priestesses
5 - Sacred Guardian-Generals
6 - Cadlon of the Arthwyd

This means we absolutely need an admin hero to limit her powers then.

Effectively this means she's an independent vassal nation, and vassal nations have a long history of breaking away. That's without an immortal ruler who wants to be independent.

@Oshha How dark skinned exactly is the blessing Nalnir given? Are they coal black? or more of a brownish? just trying to pick this in my head. Also is this the result of the Mystic genius who defected? and how intelligent are the royal family? are they instantly genius or hero level? or just smarter on average?

Varies. A slave is basically normal while peasant or farmer is tanned. As you get higher up in society, it gets steadily dark until you get the coal-black Forluc royal family.

No, it is a divine blessing. Talfryn has died of old age.

You don't know. It isn't automatic Hero or Genius however because that is OP. However Evatine is sure that the female members of the Forluc royal family are supernaturally smart to some degree.

If its anything like our other legacies, it'll give a bonus to a stat. its not a value at all. Here's the list of other legacies.
Agricultural Innovators: +1 Temp Econ to Farming actions,
Ancient Centre of Civilisation (Great Bay): Extra Innovation Roll at the start of each turn,
Chosen of Arthryn: Gain +1 to all Innovation Rolls,
Chosen of Ymarn: Gain +1 to all Innovation Rolls,
Rush Builders: Extended Projects take less actions, but each action is more expensive,
Bronze Blooded: +2 Temp Econ to Econ Generation Actions,
Ancient Centre of Civilisation(Great Bay) was what we got from the last epic age. Which means if this one is anything like that, it'll give an additional positive roll. Legacies don't have negatives.

I don't think this is a good idea btw. We want it fast, so we'll get barely any benefit from the slow burn of Codified Law. Slow burn is best for non-priority megaprojects.

I somehow managed to miss it was a legacy, not a value.

Still, probably has something to do with culture spread.

I feel like that would be worth it, since most of our advantages require others to emulate us (sacred warriors, massively blessed population, communal living, etc).
At this point we don't really have any secrets to get out that no one else already has, so I'm not seeing too much of a downside.
