  1. The Purchase Of The Dragon - Having seen the efficiency of naval superiority in the evacuation of Canton (even if ultimately the militia sent were lost), Wu has learnt respect for the possibility of Naval Support on any coastal campaign and the importance of Naval Superiority should any coastal cities come under siege. To that end he will reach out to his contacts in Britain, France and America and look towards the purchase of more modern ships that the powers might be marking for decomission. This will look towards purchasing older ships comparative with the Japanese to avoid seeming any real threat but will allow the Beiyang Fleet to be expanded and cemented as the premier naval power in China. Alongside this Wu shall also look to arrange for the hiring of trainers for this newer, larger set of vessels and the push particularly will be for the purchase of a Pre-Dreadnought (Something in the Formidable through King Edward VII Class Range).
  2. Strength Is In Bending.....And Not Breaking - The complaints and sulks of the Little Tiger of Jehol to the North in reaction to the Jade Marshal utilising solid economic theory to ensure that the predatory industry of Jehol didnt dominate China have led to the Emperor calling a meeting in the Capital. Always a leal subject and knowing his actions were merely preemptive to ensure that the modernised industry of China would not be focused solely along the border with a Japanese puppet, the Jade Marshal was happy to attend. Having utilised the possibility of the meeting to push his further agenda, Wu shall arrange a strong propaganda campaign throughout the Central Plains and the Greater Zhili Clique that the meeting is the pre-cursor to the appointment of a Pricy Council-style Triad of Prince Chun, Wu Peifu and an unnamed third. This will also go hand in hand with the expectation that a clear framework towards full integration of the Qing state with all current positions of Warlords being offered the choice of preserving their Imperial Titles Or take a position as Governor of the Province they were an independent Warlord for at the time of the meeting with the Emperor. To this end, Wu will make it obvious he is willing to be the impetus to push for this knowing that Zhang Xun and his Clique are also interested.
  3. To Grow Industry The Central Plains Must Be Protected - Wu and the Greater Zhili Clique will begin to build and provide funding for investment in further industry moving inland from the Greater Zhili holdings in the North and Nanjing in the South. To aid in this in the South, Nanjing will be utilised and in the North the port of Tianjin. From these locations rail lines and improved roads will be started to link to the countryside and cottage industry throughout their province. Where possible the jobs available in manual labour for this undertaking will be advertised throughout Qing and the stories of wealth the average man has managed to attain in the Great Ports will be spread far and wide. A message of safety and cities not geared solely towards feeding a bloated army.
  4. A Sprinkling Of Pride Goes A Long Way - In line with Wu's ongoing 1:2 rule (for every twice that the Little Tiger raises more troops that he cant afford then Wu will expand his forces once in a manageable fashion), Wu will undertake a new recruitment campaign with a difference, advertising the education in reading and writing that NCOs and those who rise in the ranks will get. Advertising the uniform and pay that soldiers recieve regularly without relying on other Warlords to have enough money to pay. Advertising the United Banners as the Emperor's undefeated protectors and the elite of the Imperial Army. This will entail a 60,000 man expansion of the United Banners in total. Fang and Zhang Xun instructed to raised 10,000 men each, Zhili Province to raise 25,000, Nanjing 10,000 and the Western Banners 5,000. The key thing here will be twofold, emphasising the chance to serve the Jade Marshal and through him the Empire and second the painting of a life in the military as a true service to the nation that will reward them.

Absolute Bureaucratic Rule - Recognising the position of any absolute ruler as being transitional at best due to the limitations of a human life span and knowing that to make a system of rule into an insitution then an edifice must be build to support it the focus within the Greater Zhili will be the beginnings of an absolute bureaucratic monarchy. In the initial phases this will involve the transition of educated veterans of Wu's armies into bureaucratic roles throughout his territory. As well as this shall be the ability for vetted educated individuals to be appointed to the roles of local governance within the Greater Zhili. The goal of this is to expand the number and size of those holding power within the Clique and increase the number of people with a vested interest in continuing the system as opposed to that of the more......fluid government structures to the South. Alongside this will be the expanding of existing schooling systems and to support this, Wu will send out letters to the European churches and religions and state that the opportunity to reside in his territory will remain only a long as they open schools alongside. This opportunity will be extended to existing religious structures within the Greater Zhili as well as hiring trade specialists from Europe and America to open trade schools to help feed growing industrial demand.
  6. The Nanjing Fleet - River gunboats are to be purchased to protect the Yangtze and two corps of men raised to be trained as water based cavalry to be the initial spearhead in any future conflict that might occur with the south.

@Terrafirma , @Jeeshadow , @Stewart9 , are any of you still up to wave the banner for the Right-KMT in the wake of the coalition leader's passing? It seems to be going well so far, and Qing doesn't seem to be in a state to dispute the prizes of war with its continued domestic turmoil.

@Shaseyu , you were acting with the communists, right? There's a ton of new (yet classic!) figures in the CPC toolbox this turn, and an exciting power struggle that could create a communist power in China that actually borders the Soviet Union. I'd have difficulty choosing where to focus.

@HanEmpire I also recall you being here but not what factions you were interested in, but I'm sure a position is open if you are.

I think that's most of the more committed/recent posters who weren't here already.

I'm having difficulty understanding what you mean. Are you saying that you have a choice between, say, staying Marshal or being "governor" of Zhili, but cannot hold both?
 
perhaps you should combine 2 and 3 into one point since both are focusing on the industrialization of Qing.
Edit: It would also probably be best to focus more on railways then roads but still better the roads of Qing.

Xueliang will make it clear that he have no ambition in high politics and just want to keep the displaced Manchurian people happy. Point to the productive working relationship with the Prime Minister years past and stress that Xueliang did not discriminate. (Leave sealed order with Xu Shichang that the clique will swear allegiance to the Emperor should Xueliang gets killed.)

I do not think that the emperor is going to like the idea of a Regency Triad, mostly because the part of it being a regency would suggest that he is somehow not fit to ruling.
I would therefore suggest that you called the triad something different.

I would therefore suggest that you called the triad something different.
The emperor doesn't necessarily have to like it. This triad's known members have incredibly powerful forces in or near Beijing (Beijing is in Zhili) surrounding the Emperor, I don't think that the forces loyal to him which IIRC are less in number and more distributed anyway would stand up in a fight. The real question is whether or not Prince Chun would be on board with extending his power as regent rather than letting his son act as he pleases.

So I went and changed my plan, to include the infrastructure project I was talking about.

  1. Prince Chun will attempt to put together a relief force to help the Xinjiang Triumvirate deal with the rebellion.
  2. Prince Chun will attempt to improve Qing's infrastructure near its important coastal or river cities in a attempt to better connect them with their hinterlands and thereby getting easier acces to both trade goods and raw ressources. The best way of do this is believed to be by railroad, and therefore will prince Chun attempt to secure the Jehol Clique's support for the project.
  3. Prince Chun will attempt to support a general industrialization of Qing with a focus on the machine tool industry and other forms of industry that will make the establishing of new industry both easier and better. This he will do both by using the means of the state, but also by attracting foreign investment and expertise.
  4. Prince Chun organize a meeting at the Imperial Court to address the current status and situation of Qing. The meeting will serve to connect the Emperor with the other members of court by hearing and discussing current issues and plans for Qing now and in the future. There will be two main topics of the meeting, the first topic will be about how to handle the new rebellion. The second topic will be about the harmonizing of Qing, making sure that the different groups work together for our goal of restoring China to former glory and that there is a proper understanding of whom answer to whom.
  5. Prince Chun will attempt to improve and standardizing the public education system with a focus on giving as many children as reasonably possibly a basic education in reading, writing and math, but also a healthy dose of cultural and historical education that supports rule of the Qing empire.
  6. Prince Chun will attempt to secure a permanent supply of the material aide, that Alexander von Falkenhausen pointed out that the new Imperial army of Qing was lacking, while ensuring that the army had a proper logistical system in place.

Does this mean regular imports or setting up local sources?

Also might want to put something that will prevent the mass education from being hijacked by other parties, the mess in South had that as part of the reason.

I was thinking on local, but that really depends on how complex kind of material aide, Falkenhausen was talking about.

When it comes to education, then I fell the part about standardizing it, does that to a certain extent.

Keep in mind that building railroads takes a lot of expense and commitment. The Trans-Siberian took ~25 years and >10% of state budget annually for most of those (and that was building as cheaply and quickly as could be managed with many disastrous results stemming from it), and for some time to come it was still a fairly garbage railroad until it could be used to improve itself for a sustained period of time without the Japanese rolling in and tearing it up. You have the advantage that you're not building over such a long distance ("only" ~3000 km from Beijing to Kashgar rather than ~9000 km from Moscow to Vladivostok) but much of that way is still over terrible terrain, population drops off sharply as you venture west and in many ways the Russian Empire managed to be a more competent government than Qing in these matters. Furthermore, there's a lot of political stability and trust that you need to put into figures such as the Ma Clique, and it remains to be seen how well that ambitious warlord will take the centralization campaign. And the destination is presently a warzone.

It's a start if you're wanting to invest in the west, but don't necessarily expect results in time to aid the relief expedition when it's starting from almost nothing in terms of infrastructure. It may be a more judicious use of resources to focus on eastern affairs for now.

He didn't say that they're the reason the H-KMT have ammunition. He said that on the occasions when the H-KMT have ammunition for the Howell Rifles, they prove a useful tool that help the H-KMT to stay in the fight.

This now brings another question to my mind.

Is the Right KMT now producing Howell rifles themselves, in captured factories and in their own factories, after tasting the effectiveness of said rifle from the opposing side?

I never meant it to be finished or useful this turn, but still you might have a point that simply focusing on the east would be a better idea.
I am thinking perhaps rewriting it into the start of railroad network simply connecting the coast area with central China or perhaps a railroad network going the whole way down along the Qing control coast line.

Well as you can read part of my plan is to turn my international ports in nascent railway hubs to the interior.

1. The Peasant Struggle Above All! - In light of the recent defeats, the CPC has experienced fighting conventionally against reactionary forces Mao Zedong will begin to push for the CPC to abandon its attempts to use conventional armies to win the war. Instead, Mao Zedong will push the party to adopt the use of a partisan army rooted in the villages and towns in which they operate in order to bring down the KMT government through attrition.

2. The Furnace of the People - The CPC army is unique in China in that its main function is to serve and protect the common people instead of oppressing them. This is a new concept to many of the soldiers we capture and because of it many of them eventually join our ranks. Yet, it is important to impress our values onto them. Therefore, Mao will organize several classes a weak for both his partisans and the enemy troops they capture in order to impress upon all of them the reasons for our struggle and to encourage captured soldiers to join us. All of this can be accomplished while raising morale.

3. The Hunan Campaign - Mao's army will continue to operate as partisans throughout Hunan. Retreating when we are outmatched and striking the enemy when and where he is exposed. We will use the terrain of Hunan to our advantage and use its mountains to shield us from assault by the enemy. Our only military objective is to endure another year as a fighting force while expanding as much as is possible.
