A Little Trouble in Big China - A Chinese Warlord Quest

Going to sleep now, but posting the base of this turns plan I'll write; happy to hear any other opinions and suggestions from other people/voters, though I won't be able to respond till tomorrow.

There seems to be 2 Mao plan with 1 vote each, overall there are more votes to the southern areas than north. Haven't seen the K-KMT yet, odd.

I'm curious how it'll be resolved. I think Dadarian said that for competing plans for the same character the majority vote is taken, but here it's dead even. Roll a die? Enact both only as far as they don't conflict? Mix and match? Whichever Dadarian prefers?

I'd roll a die, odds vs evens on a 6 sided.

  • Tang Jiyao is gone, and while his loss is a substantial setback there is no time for grieving nor usurpers, least the K-KMT wishes to join him. Li Liejun will attempt to assume command for as smooth of a transition as possible to ensure minimal momentum is lost. Liejun would stress that the enemy is at death's door and when the issues in southern China were settled once and for all, more discussion will be made.
  • As the various powers bend the knee to foreigners in gross amounts, the K-KMT will work on being extensively becoming self-sufficient. Due to the war it will mostly for now work on the administrative aspects, particularly governance to present a sort of normalcy to those within K-KMT controlled areas to present a reliant, effective and most importantly of all an independent regime free of foreign taint. Other areas such as industry and creating a competent bureaucracy will be of the highest priority with others such as education being secondary due to the war.
  • Despite this path, Liejun and the gang are no fools, they will need to speed up their modernization efforts to catch up to others and in order to do this, they WILL need some form of outside assistance. While the K-KMT willl accept supply aid from certain elements of the Qing in order to continue to grind the Reds into the ground, the Warlords will turn to an unlikely source: America. The request would be airplanes and even trucks to increase both the mobility and logistics of the armed forces.
  • A Robust intelligence service will be created (If not strengthened) to improve its espionage and counter-espionage capabilities aimed directly at the continued destabilization of the Reds.
  • A propaganda campaign will be launched with a two-pronged approach: To show the self-reliance of the R-KMT for the local populations and to give those whose allegiance is faltering in the C-KMT to switch sides while they can. Those could always be prodded by men of a certain skill set.
  • The K-KMT will continue its war against the Reds, stepping up the pressure seeking to break the morale of their former comrades. K-KMT forces will seek to isolate remaining C-KMT areas from one another while sapping their communication and supply structures to further demoralized their war effort.

For more fun, let's see how well the Qing have been managing in modern times.

Here is the Qing in 1820, not much over a century ago from the present time of the RP. Lots of tributaries, very mighty, although maybe not so much real control over places like Sakhalin but whatever. If you squint and see Treaty of Nerchinsk in the Northeast, that actually took land from Russia rather than the other way around in the Amur area although it let Russia hold onto the Trans-Baikal area. Though, that had been quite a while previous, in the 17th century.

Here in the gray and green areas is what we started with in the quest, what China was left with after experiencing 87 years of what is called the "century of humiliation". Not all the stuff outlined in green is under much Chinese control to speak, of course, even if nominally recognized by other governments.

Now, here is the Qing when they were revived in 1918 update. You'll see the map in China is mostly the same except that now the Japanese own some things that Russia used to and that the then-united KMT managed to chip away up to Japanese-occupied Fujian.

And finally, here is the results of nearly a decade of revived Qing rule in 1926. Not depicted are more recent events such as three minor colonial concessions that were returned as well as Sheng Shicai's Soviet-backed state that's now fighting the Xinjiang Triumvirate and the loss of Canton. Note that while Mongolia is outlined in green here, it is recognized as an independent state by the nations of the world whereas in previous maps that had not been the case.

  1. Prince Chun will attempt to put together a relief force to help the Xinjiang Triumvirate deal with the rebellion.
  2. Prince Chun will attempt to improve Qing's infrastructure near its important coastal or river cities in a attempt to better connect them with their hinterlands and thereby getting easier acces to both trade goods and raw ressources. The best way of do this is believed to be by railroad, and therefore will prince Chun attempt to secure the Jehol Clique's support for the project.
  3. Prince Chun will attempt to support a general industrialization of Qing with a focus on the machine tool industry and other forms of industry that will make the establishing of new industry both easier and better. This he will do both by using the means of the state, but also by attracting foreign investment and expertise.
  4. Prince Chun organize a meeting at the Imperial Court to address the current status and situation of Qing. The meeting will serve to connect the Emperor with the other members of court by hearing and discussing current issues and plans for Qing now and in the future. There will be two main topics of the meeting, the first topic will be about how to handle the new rebellion. The second topic will be about the harmonizing of Qing, making sure that the different groups work together for our goal of restoring China to former glory and that there is a proper understanding of whom answer to whom.
  5. Prince Chun will attempt to improve and standardizing the public education system with a focus on giving as many children as reasonably possibly a basic education in reading, writing and math, but also a healthy dose of cultural and historical education that supports rule of the Qing empire.
  6. Prince Chun will attempt to secure a permanent supply of the material aide, that Alexander von Falkenhausen pointed out that the new Imperial army of Qing was lacking, while ensuring that the army had a proper logistical system in place.
I did change the focus of my infrastructure action in point 2, as I had previously mentioned.

I don't see ZealousThought's plan in the tally, for some reason. That was definitely made beforehand, though.

Edit: the problem there is a lack of brackets, just as with Terrafirma's first draft.
