You'd need like, 10 Crit fails on RER in a row, and I'd probably just do something like 'All the Necrons just woke up and the C'Tan are loose.' instead. You know, something you could conceivably deal with, but would really screw everything up. I'm not going to just pull 'And then the universe died.' out of thin air.

Do you use the current codex where each dynasty fights for itself or the older ones where Necron were just a mass of unitied killer robots with hate for the living?
 
should we perhaps divert 7 actions from webway clearing to minor actions as well to raise education with 14 more AP for

160/160/160 in divine tier education for a addition of
divine 100: +800 to all Checks. +16 Major Actions. +16 Minor Actions.
divine 150: +850 to all Checks. +17 Major Actions. +17 Minor Actions.
Total minimum gain: +6300 to all checks, +143 major actions, +143 minor actions
then next turn convert 168 major to 336 minor actions for 541 minor actions to train our skills like psyker/tactic/combat/invention/forging skills? 541 should let us reach divine in 5 skill trees

edit: or just dump it all into education and psyker skills
double edit: think divine level psykery with divine education/electronics/forging would let us mass produce fleets faster than shipyards?

Yes.

To be less of a smartass, the rank-and-file Necrons, sort of like basic Nobodies, have so little of themselves left that they're basically a swarm of killer robots under their masters' command.

Their masters, on the other hand, were strong-willed/souled enough to retain their senses of self, though more than a few have started to loose their marbles from sheer age and/or having a few screws loose before bio-transference. Trazyn for instance. His hibernation module malfunctioning and leaving him experiencing a second for every year that passed didn't help. 752 years in isolation is not good for your mind. Even if you're a soulless skeleton robot.

This leads to the factions, though the Silent King could reliably unite most of the Necrons under his banner if he worked for it. The Maynarkh dynasty is one of the most famous of the 'Kill literally everyone who isn't a Necron.' faction, for instance. They're basically the 'Hate the xeno!' warcry of the in-universe Imperium but with Necrons. They use the simple logic that contact with alien life has never ended well for the Necrons/Necrontyr. They aren't exactly wrong, even if a lot of it was the Necrons/Necrontyr's fault.

[ ] Consumption. With the ludicrous resources available to The Bastion now, allowing even the dumbest projects and most expensive things is feasible. Some of them might even have major benefits. Allow massive resource consumption by anyone with an even remotely plausible idea. Per planet resource consumption increased by a power of 10. Research Coordination Bonus increased by a power of 10. +1000% Morale bonus. Major increase to Mechanicus projects.

I'm torn between building more ships and shipyards or education. On the one hand, immediate expansion is good, but on the other, it would be cool to suddenly jump up in education by several tiers. Then again, science is always fun.

Major correction it's 15 major to 30 minor actions not 14 major actions to 30 minor actions. Now if you're saying that one major action to a space hulk i'd vote for you :V

I would prefer not to spike in one particular skill like this new plan wants to. It just seems too much of a munchkin for me to vote for it.
