The lack of the Australian wizards or proper fortifications in particular are complicating factors for a double-grail playstyle though our lack of a Martial adviser and the subsequent probable delay on hiring security staff to help keep out infiltrators is also fairly painful.

If the intent is to open its benefits to other factions and we are going Tower, the Grail building will be the Sky Ship. The utility of said ship is to give accurate map information on areas that aren't under a Cover of Darkness(Necropolis) building(unless that limitation got removed). As the +1 stat increase/year was a holdover of a nat 100 in the first timeline and the other bonuses, being creature growth for the grail's town and some income for classic grail buildings, are respectively hard to share and not really worth fighting over.
We did not and do not need a second grail to share this information with others because a single Skyship ought to give us the map information already, unless you intended to experiment with fusing the grails for unpredictable results.
However, other factions could take a look at our having this information(and our being willing to share with those who would act against them in particular) and decide that having secrets(and/or trying to instigate conflict between other factions) has become more important to them than keeping a somewhat distant threat at bay or sharing the information. Because if Dace needs protecting, besieging Dace can hinder factions more martial/mysticism-inclined factions rather heavily.

I wouldn't describe not wanting to be an easy target the moment I realized the collapse of society/central governance followed by some form of armed conflict was inevitable as being "Martial obsessed" or "trying to force us to play like a Martial faction."
Rather, I'd call trying to cover all bases adequately "being a generalist" and "common sense."

Monique has approached Dace about his research for an Order anchor. She said that there was likely a chance of it having reappeared, but some readings from the monitoring charms indicated that something, or more likely someone, was triggering them right now.

A couple important things to remember: Once the economic system collapses, lending money wont really be a thing anymore. Once everything falls apart and things start going to hell, the value of credit is going to go way, way up and the only way to attract investment will be to become one of the new nerve centers of culture remaining. As such, while the obvious first idea is to try and populate the town this is mistaken.
As more shit goes to hell, land will become even more of a premium, and real estate will consequentially become far more expensive. This is the lowest those real estate prices are going to be for a long while yet, so it behooves us to secure more land as soon as possible for future expansion. Once we do that, we'll have more flexibility to develop the settlement further next turn. Incidentally, by making it obvious that Dace is setting up a major settlement in Wales to run counter to the mess thats going on in Ireland and the rest of the world, that will attract potential investors as well. Thankfully, Dace is now immune to corruption, so long as it remains clear that this is a purely business related venture then there's going to be no question as to the nature of his motivations.
This is our one chance to go full fucking ham without major consequence, so if we don't take it before everything comes crashing down around our ears we will have essentially crippled ourselves. We can sell Montmoremency next turn, but for now we need to go all in on laying down the foundations for the new settlement so that we have a strong economic base in the town.
Going for a new martial advisor goes without saying as well, and the fluff indicates that there will be less of a problem than usual by going headhunting for Aurors, so lets just go for it.
As far as Myriam's action goes, we need to generate a huge amount of income to fuel expansion and acquisition of resources to stabilize the settlements growth so we can afford the various research and acquisition actions we'll be taking in the very near future. Monique's action promises to unlock an excellent new unit type that seems to be independent of alignment for the moment, and we rather do need to begin recruiting stuff so this is as good an opportunity as any. Besides, Golems are immune to charm spells and whatnot from what I hear, so let's get that going ahead of time.
Spending both Intrigue actions on poaching businesses is fairly straightforward to that end as well. We need to beef up our income tremendously moving forward, and this is the best chance to do so when the winds are so clearly changing in the setting. It'll make waves, and those waves will give us opportunities to take, and risks to navigate. Either way, its something that we can use.
Aife goes into diplomacy because, frankly speaking, we need more than one diplomatic action per turn. We need to open up SLs with our advisors, or else we risk another situation like what happened with freaking Oliver of all people last Quest. Which is also why I'm spending an SL action on Aife, while also using Double Down slots on both Intrigue actions as well as that Blue Lines research thing to up it's odds to 90% as that seems like it will unlock the Fable mechanics for Dace personally, which is always a plus.
In turn, researching William Black and Scythe at the same time has an obvious symmetry, and if successful will enable Dace to likely make the connection between the two along with the nature of the Black Family and likely the foundation of Jack of Blades grudge IC.
I think, I hope.
So yeah, that's my bet.

Adviser-wise Miriam should give us enough actions per turn. If not? We can flip somebody else to Stewardship should we actually need it. Which we probably won't because the city will make us filthy rich through tax money.
But Dace sucks at people so doubling up on Diplomacy Advisers seems like a pretty good idea.
The Mingle option explicitly says that it's a case of Dace walking among the people and hoping it does something. It's Dace trying to People when he just got an Untouchable Heart..
Probably better to leave this until we have an adviser as the fluff makes it clear that Dace doesn't really know what he's supposed to do here.
Meanwhile, the Ministry option mentions a possible Legal issue involving the city state, which seems like a job for [Manipulation].
Plotting to poach an Auror and some businesses have my approval, though poaching the Auror only has a 40% chance of success so I'd rather try for synergy with infiltrating the English ministry(which has an 80% chance) and supervising to make sure we get to poach aurors(and maybe some other stuff if the infiltration goes well) and get off relatively scot-free. Though I am of course, open to arguments.
The Academy has a resale value of 2 million Galleons, I want that thing safe. Also, relocating it paves the way for upgrades and GASL has been kind to us so far. If nothing else? It seems more pressing than learning about the Black Family of over a thousand years ago.
If you're asking "why go so heavy on the Anchors?"
Last turn we failed to get an Anchor because we rolled below Dumbledore and he managed to grab it before we could get to it.
This turn somebody seems to be trying to destroy the Order Anchors if the Chaos Anchors were anything to go by.
If we want Order? We'll want to beat that roll.
Nature in case the Order Anchor still gets disintegrated before we can plant it. Worst case we go Fortress(Rampart is Life secondary and seems to value Empathy more), best case we can set up somebody like Aife as a Rampart vassal in an attempt to get Nature's Bounty to spread across Wales, keep Land of the Dead from encroaching on Wales.
Attempting to SL not!Junko because Dace has his misgivings about her and because she traumatized Aife with the goat. Might want to talk to the both of them.
Acting on the Rumour mill hasn't cost us a Social Action so far, it just takes an Intrigue action to activate.
As for the City project... The "Once Settled" qualifier seems rather important when there's a "settle" option right next to it.

If nothing else, getting an extra year's worth of tax money is probably better at snowballing ourselves into something worthwhile even if it were possible to go half a million into debt this turn while delaying getting it settled until the next.
Though on a side-note, looting, riots, doomsday cults and the government collapsing to the point where it will struggle to enforce property rights tend to be rather rough on real estate values. A case of "there goes the neighbourhood."
The downside of this is of course that people are less willing to sell unless you're offering security yourself. For which Dace would probably needs a Militia at least.
Given that Dace currently has no armed forces to speak of, that option isn't on the table yet, so may as well try and get the real estate legally. It has nice synergy with setting up a vassal if nothing else.

The problem with going all in on infrastructure for now means we're losing out on the opportunity to snatch up the various parties scrabbling in a panic before an equilibrium is reached before the market crash begins in earnest.
There are at least two factions better at the money game than Dace in Reaver and the Malfoys, so playing catch up with them is a losing effort. They'll simply be more attractive when all things are considered.

Its not that I disagree, but we have to do risk management and that means letting some things fall by the wayside in favor of stuff thats more immediately urgent.
Blue Lines are necessary because thats Daces body, which we can leverage into a counter to HBS potentially. The Anchor is necessary for the infrastructure and research applications. And so on and so forth. Economic stuff is necessary to be able to keep our heads above water once the crash hits. Things of that nature, you know? Those are probably our most pressing concerns, tbqh.
