It's also likely a factor of falling real wages. Less buying power means prospective parents have to work more to support themselves, let alone kids. Given ME's canonical bonkers industrial capabilities, I'd imagine (or hope, at least) that a lot of those constraints don't exist anymore. If everyone has at least their most basic needs met (food, water, shelter, medical care) and work stops being necessary for survival, then a lot more people are going to make the choice to raise kids.
E: pretty sure that's borne out in the books; I know that in one of them even a poor family is able to own and operate a starship and supplement their income when necessary with automated mining probes.
