@Hoyr, I know that votes aren't being collected for research at this time, but is there particularly a reason why conventional stealth technology a la modern F-22 Raptors/ B-2 Spirits is not on the research tables? Given that it would'be been around almost 200 years at this point in the quest, it would seem to be fairly mature tech that wouldn't take much effort (or RP) to combine with Conrad's The Invisible Man project to get something with 99% of the effectiveness of TIR shielding far faster.

Conventional stealth is basically radar/lidar scattering paint slapped onto a low radar profile shaped aircraft.
The invisible man stealth takes it one step further by defracting incoming and outgoing radiation, which includes the users emissions, hopefully away from any passive sensor.
Basically it bends both light, radar and heat around the user and away from observers so it becomes a blur or hard to make out shape against the background.

While working on your advanced ceramic, you've had some ideas of your own on how to incorporate digital camouflage at a fundamental level. (Make near-invisible versions of your vehicles. Sound, thermal and radar detection will still be issues, but issues exist to be solved!)

Hell, we are going to have so much cash sooner rather than later that we can either outsource less critical research or build plenty of research facilities and hire people for them.

The problem with our tech is that pretty much everything on the table is either groundbreaking or extreme refinement of existing concepts. Outsourcing won't work, as every project needs our (or in some cases, our research hero's) "touch" and might also be too dangerous to release outside our company. I think there are also some limits on research facilities concerning how fast or how many we can build them. Our planners are probably pushing the absolute limit here on how fast we can expand.
Ah-ha! See, this is why we need to give them training before sending them off into combat situations! So, right now I'm voting we either spend the entire (current eg. 2173-Q4) quarter training them, or send them off on a 1-year contract to guard random colonies until they're up to +3.
I think we should also double our security teams' compensation, maybe add to their training now that we know they'll be potentially subject to attacks by random super-biotics, but that'll have to wait for next quarter's Company Actions.
Speaking of, @Yog@Sylvire We're getting a little premature in talking about Personal Actions and RP Allocation; we need to close out 2173-Q4 before we start planning out those and our Company Actions for 2174-Q1, after all. That said, per the tech document, I'm suggesting that what we need to invest in this upcoming quarter is multi-core eezo drives and Flawless BB:
Multi-core eezo is a huge gain for logistics. It, along with Repulsors, are the two techs that will let us at least attempt to keep up speed-wise with the Reapers, and massively reduce our dependence on Relay tech. It's also something that we need to get finished now, firstly because our Starships factory is going to be complete at the end of 2174-Q1 and we want to spend a lot of 2174-Q2 building our space yacht/mobile lab, and secondly because we want to get started building a fleet of super-fast transport ships.
Flawless BB can be completely finished by 2174-Q3 if we make big investments in it for the next 2 quarters. Besides the somewhat questionable use of keeping key tech like high-powered weapons-grade lasers secret, Flawless BB's real benefit (@Hoyr permitting) is that it should make is much harder to hack our hardware. The rationale behind this BS wireless-hacking-from-a-distance SR4-style hacking is that the red team's omni-tools are essentially doing super-TEMPEST attacks on our hardware; that should be much, much harder if the red team has no idea how our hardware works.
As for Invisible Man, we have some high priority targets we need to hit first: Flawless BB, Multi-core eezo, QE Comms, Advanced Xeno, gigajoule lasers (for mining applications). We have the flex to get to it at the end of the year (2174-Q4, estimated finishing date 2175-Q1), the same time I have the Mk. II suit, Miniturized Energy Weapons, and Superalloys scheduled.
Invisible Man is a part of invisiblity combo - near planets or in atmosphere TIR doesn't work as stealth, after all. As to the other thing: Multi-core system is more revolutionary in terms of warfare - it allows ships to bypass the bottlenecks of Mass Relays everywhere. This is going to make waves. Big, barely controllable ones. It will also cause an exploration rush. We need QEC by that point, lest we (as society) suffer lots of lost colonies. QEC is also less revolutionary (by itself, without combos with TIR and multi-core systems). It won't cause quite that big of a stir. Thus, I want to get it first. It increases the impact of multi-core drives, increases the surprise factor of Cabiras, makes communications untraceable and impossible to intercept by Reapers (due to non-reliance on Mass Relay network). It's worth it.

I follow your plan mostly. Only two things:
1. Tell SA about the planned QEC as well.
2. Keep all the teams at base for training until they are familar with their new equipment. Or maybe do a monck fight with the Security who had already used them in combat.

I have a really bad feeling about trying this now. Maybe later when we've had time to get to know Mordin better and have scouted the political situation better, but not now. This might aggravate the hostilities more than mitigate them, as Gaven Dor is kind of rarity. I would expect the Krogan Science Council consisting more of old krogans, who remember the time of war against the Citadel and the genophage.
We need a better plan to approach this issue than just good intentions. If anybody comes up with something more detailed I might change my mind, but I'm not voting for this as it is now.

Yeah, seems like a good idea. And maybe do this later on because as I said, we have known Mordin for only a very short time. It feels kind of strange to do this immediately after hiring him. I would wait at least for one quarter before trying anything, so that we might get a better grip on his character (or the character he presents to Revy, him being a spy and all that).
I mean look at the last update. The only mechanics thing in the whole update that would effect things from the point of view of @Hoyr would be the ParSec contract figures and value figures for CCI and DSB.
Pretty much everything else was flavor text. A lot of flavor text to be sure but then that is basically what most quest updates are after all.

IMO we should continue training them until they hit their potential +3: more profit and less chance of an embarrassing failure than sending them off to guard colonies for a year. Plus we should be able to give every team a pair of Tigers and a small fleet of drones next quarter, which should massively increase their effectiveness.
+1 is what you'd expect from some one that passed introductory training, both basic and advanced combat schools. The teams will average out to +2 after this quarter regardless. +3 would require a trip or three to badass school.
Ah. I guess that works. I was thinking of the guarding as milk-run stuff that doesn't have a notable risk while Anhur would be a mixture of WWII invasion of German cities and Iraq/Afghanistan anti-insurgent duties.
Considering the changes to pirate activity and the location of the colonies... those spots aren't going to be milk-run any more, close due to tech and stuff. (Lets put it this way your bonuses will come out to ~+17 vs a raiders +4 to +8, so a 92.85% to 98.74% chance in your favor) I could add an actual milk-run option, but would you actually take it? (And would it pay enough?)
What sort of training rate can we expect? Given that we are aiming for the best we can I figure getting them up to +2 would really just be a matter of familiarity with PI methods and tech so 1 training session should be enough for that. Bringing them up to +3 level would be harder. SEAL training takes up to 2.5 years however a good chunk of that is probably for getting fresh recruits up to the +2 level. I figure the 18 months of pre-deployment training is closer to what we'd want. So roughly:
Hire Date -> End of Quarter = Soldier (+1)
Soldier + 1x Training Action = Veteran (+2)
Veteran + 6x Training Actions = Elite (+3)
With anything above that not being acquirable through training but special events where the team performs exceptionally.
Well it depends on the bases skill of the soldier(s). I was going to have them average at plus one because new stuff. But over time they'd get to their normal unpenalized levels of skill. So you were requiting veterans on average (+2) with a few elites (+3) mixed in. I'd expect them to get themselves in order after having the gear for a quarter so they go back to their usual bonus. So call it the n00b penalty (-1), lasts one quarter.
As for training people up... lets see this is what I'm thinking (This is assuming normal methods of training)
Trigger Puller (-1) Random recruit, usual minimum base level
Basic Training (+0) 1 Quarter
Soldier (+1) 1 Quarter
Veteran (+2) 2 Quarters (Or significant engagements)
Elite (+3) 3 Quarters (Or significant engagements) does not have a guarantied pass rate.
Master (+4) 3-4 Quarters (Or significant engagements) very low pass rate

Pilots will, for the foreseeable future, be human only since fighters and other ships are more valuable, easier to steal, and simply produced in lower numbers.
And your troopers will probably be Asari or human because the Legionary fits them. Unless you wanted to maybe hire Batarians. That said making a non-human legionary disign would not be a major challenge, you just haven't.
The only issue might be keeping track of security. Individual cities would be basically impractical at that level. Probably easier to just say "Earth Security" and divide the number by the number of cities we are in and assume it's distributed uniformly.

Except it really won't. The Gen II Arc Reactor does nothing special compared to the Gen I. It quadruples the power and gives us a self-destructive 10x boost mode. That might sound useful but right now we just don't have any tech that could benefit from it. For stuff like the Tiger or Gladius the Gen I is small and light enough to simply add more as power is required.

Calling it a grenade is a major disservice. It was closer to a bunker buster. He bought them to blow up buildings. Plan B for him was charge, drop timed bomb, charge, timed bomb, etc.

Seriously I rolled a little in the background of this update. For example the interviews, I rolled negotiation 13d6 (5s and 6s scoring a "hit") with 6s being an extra roll for more hits. I got 4 hit and 5 hits (about average) then I rolled for the Interviewer, the Matriarch got freaking 9 hits! 9! It's a good thing she's not hostile. Basically that translated out to you eloquently spilling out the better part of your motivation and though process, but since that's what you wanted...

Its done already inside and outside the tech tree. Adv. Materials allows you to make the sort of modern stealth materials and you just have to make a stealth thingy. Also Revy bought the rights to a product that is basically a next get stealth material. Arcane Blur armor. Makes the armored object immune to all forms of active detection that use Violet and higher spectrum (so radar, most Lidar etc). In addition, it makes targeting systems using lower quality passive sensors miss around 20% of the time.
