This is intentional, as when the towns were founded language was still very basic for the Dromaeid. Unlike the other races which at least had some prior history. This is also why the government forms are so basic compared to the Minotaur Republic, for example.

It should be said that Dromaeid do not intentionally hunt thinking creatures for food, it being too close to what Discord did to them, but they are usually happy to scavenge bodies they didn't make. It's not like the previous owner is using it. Nor do they have an established culture saying that is bad.
You'll have a Main Character either way, they'll just be first among equals at lower Centralization. It was a core part of the last game so I can't just ignore it and it does open up good opportunities for story telling.Will we be controlling whatever government type we choose or a main character? Or would we only have a character if we chose the town with 1 person at the top?

So High Grass and Descending Light both have Zebra competitors, but what about Dark Waters? It's a little weird that it seems to be the only one without its own major problems (maybe that's the ocean predators?)
