[X] Use the Tower to take control of the spy and Lionheart through your voice, ask them questions about their plans and once It is done ask both of them to send their locations through scroll and then make them make themselfs unconcious

Shrug. Hey, it was just an idea to throw out there and I don't know how Salem is like at all. Victim is how the Princess seems to have viewed her the most as by this juncture though.
Perhaps its not a good idea, but I do want to try to open some sort of dialogue here with her.
She's not going to turn them into broken husks, don't worry.
Now, the slight thing is that you're not sure who's on the other side of the line.

There wasn't going to be an attack right now, whoever it is that is listening was willing to wait before acting. The students are fine… for now.

The person listening in on Lionheart will know that someone on Ozpin's side is capable of strong mental influence. I'd say there are no guarantees if useful info leaks to Salem, but at least we're dealing with the infiltration. And who knows maybe Salem won't know there's new gods until much later... hopefully.

Sable notes you hesitation and advances towards you with a worried air. Your eyes are glued on Lionheart, intense enough he stops moving. You know your love will ask what's wrong, so you preempt him by mouthing *This man is a traitor*, making sure that the rest of your audience can clearly sees you, you know who was able to read your lips when all the huntsmen get tense at once, while Piettro seems slightly lost. Worried thoughts pass through you, you want to protect Penny, to recover the spy you know is in the midst of the students, to capture Lionheart….
A perspective proposes herself to solve your conundrum. She holds no doubts, no stagger. With her, this situation will be solved and you will know all you need.
You do not see the strings of connections relying her to the Apotheosis before you have already called on her.
Your current form disappears in a flurry of hands, and in her place, the world gets to behold the perfection that is the Tower. For an instant so small it may as well not exist, it would seem as if the ceiling is too low for you to stand properly, then the world realize its transgression and this stops begin the case. You reach your full height, already towering over all, then you begin floating, the ground not being worthy of touching your feet.
From the corner of your eyes, you can see that Sable has engulfed everyone except the source of your ire in his wings, creating a shield against your presence. You could break it if you wanted to, he is not using his full power, but there is no need. Let them be witness to your glory, their time will come.
"It seems we have an uninvited guest. Don't be shy. KNEEL AND LISTEN TO ME." You proclaim. Lionheart doesn't even resist, his will breaking instantly and his knees touching the ground with so much force he probably would have hurt himself without Aura. The perspective you can feel coming from the hidden listener changes, now thinking of you as a person with a very powerful mind control Semblance. You decide to correct this. "Good, it is only normal for mortals to bow before their god." There is a moment of doubt from your listener, this is enough. There are thoughts that cannot be unthought, his mind will do the rest for you.
You take a quick look at your little bird, it seems he is in the process of explaining things to Ironwood and Winter. Every the dutiful one, such reverence will have to be given recompense in the future. Of course, you will introduce them to proper glory in due time, but this will do while you take care of this so-called Lion.
Speaking of him, Leonardo is now prostrated before you, and his hope of getting away with what he did has dwindled, he is already broken and waiting for judgment. Perfect, nothing is better than a pliant mind for you to work with. The interrogation will not take much time.
"I can feel the fact that you have a bug on you, as well as your thoughts about how you were hoping I would be your ticket out of what you did. Now, I think those that worked with you would like to know how you betrayed them and why, don't you think?" You concentrate your power on him, and him alone. "I…" the pitiful traitor sends a look at those that trusted him just prior. His gaze goes to all of them and finally settle on a stone-faced Ozpin. "You have to understand, they were going to kill me! I never asked for this!" He begins to babble.
"I didn't ask for your excuses, I asked for what you did. TELL THEM HOW YOU BETRAYED THEM, LEONARDO LIONHEART."
He gulps, then begins his tale:
"I was the one that told where you intended to send Amber. I allowed a team working for Her to pretend to be some of my students so that they could spy on those working here and sabotage them. I allowed someone to listen in on this reunion, probably to further some plans to topple the school. I…" Even under the weight of your presence, he stops a little before explaining. This next confession promises to be something he considers particularly vile. "I sent several teams of Huntsmen in missions with wrong information, with the express intent of killing them to weaken Mistral." This took most of what he had, the man shuts down.
You are sure that you could get more, but this is more than enough for now. You redirect your attention to the perspective of the one listening in. They are thinking on how your commands are not something they are able to break right now. Judging by the exact feeling, they are trying methods to do so. You frown a little, such a strong will may pose problems. None can escape you at the end, but they can delude themselves enough for a temporary reprieve.
"That is enough from the cowardly lion. Now, I can feel you trying to find ways out little spy, know that this is pointless." A partial lie, you could only deduce the fact from his changes in perspective. However, the simple mention is enough to give you a very rudimentary sense for it, thanks to the spy thinking you might be telling the actual truth. "SEND YOU CURRENT LOCATION AND NAME TO LEONARDO'S SCROLL"
You barely have to wait before there is a sound from it, the lion Faunus broken enough to anticipate your desires and showing you the screen by himself, not daring to lift his head. On it is an address and the name *Arthur Watts*.
"Good." You praise both your pawns. "KNOCK YOURSELF UNCONSCIOUS." At your words, Leonardo instantly begins hitting his head with as much strength as possible, while the small sense you got from the newly named Arthur indicates that he is resisting. "How cute, you still think you can disobey. I will not be so merciful again. KNOCK YOURSELF UNCONSCIOUS." You repeat, at least guaranteeing that the man will be working against his entire body if he wants to do anything that isn't your order.
You take the small reprieve to watch your future flock. Your little bird is still protecting them, but it seems like Qrow and Winter have decided to approach you for some reasons. The man is looking at you with a frown and the woman with a mixture of disbelief and suspicion. Nevertheless, she at least recognizes your superiority to her feeble self in her mind, you can feel it empowering you.
"Care to give us the address? I think it would be better if the two of us where to ones to go capture this guy. More discreet than you right now." Qrow looks at your radiant form, the light coming from you highlighting his features. "No offense, but I think people may be wondering what new lightbulb Oz's using."
"I will allow it. Go and catch this man with my blessing." You gracefully tell. No sense antagonizing them for the moment, their mind will be easier to mold if they still trust you.
Qrow seems to see something in your gaze but a quick look at Sable shaking his head stops him from making a remark. He takes the scroll from the ground next to a dazed Leonardo and opens one of Ozpin's windows, taking flight in his bird form while Winter follows using Glyphs. You watch them for a moment, noting that Arthur seems to still be conscious by the fact he can still perceive you. Before you can correct that fact by increasing his punishment for disobedience, your little bird approaches you.
"I think this is enough for today, don't you think, Princess?" He tells. Taking a look at Ironwood and Ozpin discussing something behind him. His presence smothers all sounds that could come from there, stopping you from learning what they are talking about. "You should go back to normal, we still haven't finished our introductions. I'll make sure nobody can listen in on us."
Return to normal? To your pathetic self, not even willing to accept a single worshiper to her name?
"And why would I want to do that?" You ask your little bird, putting some power in your words to emphasize your point. "What better way to introduce my magnificence to those mortals than this form? They will have to get used to it for when we have conquered their little kingdoms. Humanity is weak and unable to change now, we can make them so much better together." You rise at your last words. "Come, little bird, join me in this. Didn't you want to help them?" You offer your hand.
Your little bird sighs. "Yep, was afraid of this." He whispers under his breath. Behind him, you can see Ironwood get even more tense, while Ozpin is frowning.
Before the situation can change, however, you hear a *ding* and turn to see the elevator door open. Strange, wouldn't Ozpin have made sure nobody could come?
A determined Penny and a worried Dorothy get out, both looking at your magnificent form.
*A few minutes earlier*
You are Penny Pollendina, and you have a feeling something is going wrong right now. The part of you that comes from your mother, a precious thing that you have carefully developed since meeting her, is reacting strangely. You cannot give a name to it exactly, it is a desire to dominate that wants to impose itself on you, some illusion of being all powerful. You have long learned that there could be some resonances between your soul and the nature of the being you call Mother, but this is the first time it is that strong. Worse, you do not know exactly where she is right now so you cannot even go see her.
You have begun searching for a solution, none of your teammates yet realizing your reaction, when there is a knock on your room's door.
"Getting care of the door!" You quickly call. Combining action to word, you get up from the chair you were in and walk precisely three steps to it, opening it in the same movement.
On the other side is a little girl, your search programs identifying her as Dorothy, Daughter of Headmaster Ozpin. She looks extremely worried, nervously wringing her hands together and not staying in place.
"You need to come with me, there's something bad happening in dad's office right now." The girl hurriedly tells. "I need you to help me stop it." You frown, she probably wouldn't have come all the way here from the office if she had been there to see anything, meaning that she has a way to learn about events remotely. The feeling in your breast pushes you to interrogate her, learn more about a potential pawn.
You crush it without a single hesitation. This may come from your mother, but nothing, nothing, controls you. The answer is not what you expected, a feeling of pride and motherly affection.
You take a decision:
"I will come." You take the girl in your arms and begin sprinting towards the elevator to Ozpin's office. She doesn't' protest in any way, simply trusting you to make sure she's not hurt.
When you arrive at your destination, Glynda Goodwitch isn't there to allow you entry, nor is anyone else. The door gives you a warning when you try it, telling that the office is off limit for security reasons. An obstacle in your path is no problem. You simply activate your Semblance and suddenly the door opens to let you in. You deposit Dorothy delicately and press the button to reach the office. The door close, you wait, and finally you hear the ding indicating you arrived. You are out as fast as possible, your eyes taking the scene in.
Your mother immediately demands your attention, an imposing figure radiating golden light, feeling almost divine. Your.. uncle? You have never talked with Sable much and the man is happy to acknowledge you without trying to impose himself in your life. Is in front of her, apparently ready to fight. You can see General Ironwood, Ozpin, as well as your father behind them.
"Daughter?" You mother says, clearly not expecting you there. She looks between you and Dorothy a few times before seemingly coming to a decision and redirecting her attention to Sable. "No, this can actually help." She takes a pensive pose. "I was just trying to convince my dear little bird that this vessel was better for the world of Remnant, you can help with this, my little one. Tell me, don't you think humanity would be better off with me at the helm? All the strife born of not understanding each other erased in glorious unity, all of them chanting my praises." Her presence is suffocating, asking you to do just what she said. You get the feeling she could do more to force you to act, but even this is enough to have you reflexively use your Semblance to purge the effect.
How do you answer?

A/N:
It was funny to see all the speculations on who was the mastermind, Salem wouldn't care enough to do this in person, and Cinder took such a hit to her ego that she isn't really going to be the one in charge of missions anymore.
Of all the members of Salem's council, that left only Arthur, as Tyrian is… Tyrian and Hazel isn't really built for spy work, doesn't have the mindset for it.

I didn't point it out in the update, but Arthur is one the other side of vale, that may have had effects if you tried to push stranger that far.

I have a suspicion that Ozpin won't want Stella as a counselor anymore. Who knows when she'll bust out Tower and try mind controlling students?
Ozpin knows that if there was a risk, it is long past, he won't react like that, like, you had months. The thing with counselors is that they don't need mind control powers to fuck people up, just enough trust and a very fucked up mind to be willing to breach that trust. A number of students trusted you with some of their fears and hopes, you probably have potential blackmail material on at least some of them, not necessarily because what they did was illegal, but because they are very afraid anyone would learn that, I don't know, they have a crush on a teacher... one of their own gender, and a Faunus to bout or something in these lines.
Now, Ironwood may want some talks, contrary to Oz, he:
-Never saw the old gods and thus can't compare how much better you are (you barely made anyone lose their mind right now, that may not seem like much, but trust me, it is).
-Saw only a fraction of your power, enough to realize you are not mortal, but not the totality that Oz did. Oz knows that if you want something, really want it, nothing except Sable can even slow you down, let alone stop you.
-Didn't have months to internalize what's above.
