Pesudo-Servant. Demi-Servants (like Mashu/Matthew) and Pseudo-Servants (like Lord El-Melloi II/Zhuge Liang) are two different things.
With a Demi-Servant, the Heroic Spirit bestows some of their power to an individual, but as far as we can tell, their consciousness doesn't remain.
With a Pseudo-Servant, the Servant rides within the vessel, allowing their power to be used, but the personality in-charge may be one mind, the other, or something in between the two (this was discussed in Zhuge's profile - in his case, Zhuge's will is staying back and mostly leaving Waver's mind to take the reins).
Because the Einzberns have trust issues after how the Fourth Holy Grail War went, so they wanted to have Illya summon a powerful Servant, but one who couldn't plot against them (and hence why they specifically chose to summon a Berserker).
And it wasn't viable to put him in another class here?
