I think everyone's dreading the prospect of a massive wave of global warming starting after the nuclear winter dust settles out of the atmosphere.

On the other hand, with the scale to which population's been reduced and with various other factors in play, I think we can avoid the worst of that or mitigate it into irrelevance.
Or we can just let Dr. Warcrimes loose on geoengineering. Have her design an organism that consumes CO2 and shits out something useful in large quantities. Assuming that is that her algae don't do that already.

That was what I meant by "mitigate into irrelevance."

Though we really, really want to keep her engineered microbes out of the overall ocean biosphere if possible, because they're very likely to eat whatever of that biosphere is left alive and be very difficult to eradicate unless specifically engineered not to survive well outside 'captivity.'

I'm not so worried about engineered microbes eating the remaining ecosystem (because we are using photosynthetic algae for starch and bio-polymers), but more about the rest of the ecosystems collapsing due to rapidly growing, engineered algae colonies. The problem would be widespread algal bloom rather than ocean grey goo.

She will be long gone by the time warming is an issue, either being shot by whoever takes over of having fled and changed her identity.

Also, we are a planet where every little island has Saudi Arabia oil and Pennsylvania coal tier deposits, we will probably let warming get real bad and then slap a bandaid. We will have Greens, but those are almost always a joke so I don't expect them to do much. I wouldn't worry about that too much until then.

Your actual orbital force can't really self sustain and won't be able to for a long while. While they can do some specialty manufacturing they are very much not a complete industrial system.
 
Space is hard, even like a 8C warming scenario with hypercanes is more habitable and less logistically challenging than space. Having an atmosphere, tolerable temperatures, water and soil you can grow on is an advantage that can't be understated.

Yeah, I get that. Though I think just using this metaphor could lead people to take it literally, and analyze potential ecosystem disruption by asking themselves: "Will this literally eat the ecosystem?" Occasionally spelling out what a metaphor means instead of just using the short-hand is good for clarity.

It's conceivable, though I really can't imagine everyone missing out on the idea that a rapidly replicating photosynthetic organism could cause problems all by itself even if it doesn't, say, eat fish alive.

I mean, the possibility of genetically modified organisms doing this is hardly new; see Dr. James Lovelock's little parable about the notional fictional Dr. Intensli Eeger.

The economic system is booming, development is occurring faster than ever before and the construction of the democratic mechanism has saved society from its own tendencies. While some defeatist elements have discussed the lack of sustainability from this current development, they are no different from the old ecological activists of old, pontificating on warming and pollution for their corporate masters. Intensification has brought us this far and it can only bring us further as more and more of the citizens are mobilized and educated in correct thinking, forming a decisive front for a true breakthrough in the reconstruction of the economy.

Social defeatism itself has been steadily defeated at every front with education intensification for adult cadres and the nascent lower education programs eliminating it from the popular conception. The respectable minister of development has already pushed for core state programs to build up patriotic commitments for those materially motivated, leaving those acts as one of the highest priorities. If neither the truth nor the correct morality of the cause of democracy is sufficient, then providing actual services can ensure that treasonous ideas do not find root in politics.

Progress towards direct construction of democracy can even likely be accelerated as there are now no obstacles that cannot be overtaken and stormed. The old oligarchs are money-less savages on the periphery or shot by their own agents in the struggle for power. The land itself has been cleansed of the ideas of the old world and brought into a new age. Every element of the state stands ready and able to continue the struggle towards its destination of a first general election towards the confirmation of the developmental mandate, furthering the cause. Education and state construction itself will steadily become more of a priority after the initial phase of stabilization. At that point, a second look at the population problem can be taken, as by then resources should be sufficient for almost any industrial effort for mass production.

If leadership refuses to be democratic and act according to the popular will, local militia organs can ensure they take a correct track. Armed paramilitaries can be disastrous if a larger conflict occurs, but as long as they are representatives of the people's will, they can only improve the situation compared to oligarchic infiltration.

[]Leave it to the CSS: The internal service is not the most reliable nor the most capable of ensuring that messaging doesn't deviate from the cause of democratic construction. This would enable problematic agitation of the general public to be removed earlier and more effectively, preventing the massive mistakes of the past regime. Some may not trust the interior system, but with a comprehensive system of oversight and integration, such concerns can be easily minimized.

[]Maintain the Military's Role: The protection of democracy is a hard question and as in the current constitution maintaining the military's highest duty as keeping the government clear of oligarchy and infringement on the democratic mechanism is only sensible. Laying this out explicitly will serve to provide cover at ensuring oversight of the media and social apparatus, and ensure that another oligarchy can never rise.

The effort to count the people will take time to accomplish and some funding, but it will at least provide accurate numbers under central control. This will allow a consolidation of state services to those fully willing to be conscripted and joining in the struggle for democratic construction. Some may decry it and some will lose their opportunity for state services, but only those willing to serve should be supported.

They will not receive much training, but being able to use a gun and being a patriot is training enough to resolve most possible issues in democracy.

With a rigorous drill of a combined physical and social educational program, the forces can be knowledgeable and prepared for their essential role. Equipment can come after the training programs, as once the militias are prepared to do their duty in protecting democracy, only then must they be armed.

By transferring the massive piles of obsolescent non-mobilized equipment to them and ensuring that they can serve as combat units, the democratic will of the people can be brought to bear against any enemy assets. Set Budget: The nation is facing yet another crisis as the newer parts of the economy age out and become impossible to maintain. The people are currently barely organized at a local and district level, but far more is needed in order to build a successful democratic state. These laws will serve to benefit any political organizing done on the people's behalf and formalize the importance of grassroots organization.

Soldiers for this task will be picked for their vigor and commitment to democracy, as they are the only ones that can be trusted with such an important task.

Actually filling them will be the work of most of the next few years, but having them will form a first step towards the reclamation of lower orbits.

The overall largest goal for the program however is the buildup of freighters capable of semi-brachistochrone trajectories into and out of the lower orbit, providing a number of resources outside the gravity well for larger projects.


Military Command: Prioritization for the army is further reorganization now that the Northern situation has been rendered a tolerable crisis. Further movement of personnel and the replacement of the dispersed lower personnel with actually trained officers will serve to improve the army and generally help provide a basis for leadership. The drafting of officers into administrative roles early in the crisis provided an essential transition for economic control but the process has utterly gutted the military. New personnel are not being produced to either a sufficient quantity or quality, the elevation of NCO's leaves experienced officers with little training, while ad-hoc training from general soldiers leaves much to be desired. If the army is to function outside a few formations and without horribly over-worked mid ranking staff, training needs to start again. []Rationalize Orders of Battle: Current divisional and corps organization schemes continue to not be suited to an environment where spare parts and equipment limitations are the predominant issue. Shifting around equipment and moving more towards simpler assets can maintain a degree of combat power using old hulls while scraping some of the newer assets for parts to maintain everything else. These changes will not be popular in the overall army but things need to be kept running as population discontent has increased.

[]Restart Officer Training: Promotions under wartime conditions have come as a matter of necessity, but with the steady dilution of officers to a number of secondary posts, new educational systems are needed to restore the gutted lower ranks. These will in practice be a shortened version of basic pushing mostly enlisted towards lower officer posts so as to stabilize the situation until a more formalized system can be constructed. These junior officers will be worse then even the wartime standards, but personnel with leadership experience are in massive demand all across the state.

Limited production runs of secondary parts, engine components, and critical high-tolerance parts can be initiated to keep stored vehicles in fighting condition and to head off any failures. Production isn't going to be sufficient for quite some time, but at least it will provide a baseline of quality parts and replacements and stop current reserves from declining as quickly.

Reconstruction programs towards critical docks have mostly finished now, as what could be dredged has been. Navigation channels are still thin from the unfortunate sinking of shipping in the initial bursts, but the situation has improved about as far as it is affordable to improve. Shipping tonnage itself has continued to fall at an accelerating rate, as attrition has taken its toll. The nuclear fleet has fared better due to staying towards military standards, but while the power plants are still burning their poisoned cores, the spare parts for turbomachinery and essential modular components practically don't exist. Trucking attrition has also steadily picked up, but slower as the shortages there are more towards complete units rather than spare parts as tolerances are generally loose enough to make do with printed systems. [//]Yard Restarts: Several smaller shipyards and drydocks have endured the war, with only large portions of their facilities destroyed, but not entirely destroyed. By adapting several of the more viable ones towards the section building of cheap fuel oil powered section built cargos, the overall cargo fleet can start being restored, replacing ships that were lost in port and starting the buildup of an entirely new generation of barges. These would be primitive in technology and fortunate to float for more than a few hundred transport runs, but every ship made now is a massive gain in transportation capacity. Yields aren't expected to pick up until the next year, but the recovery of the planet will need the recovery of the navy before the press-ganged nuclear-military transports entirely break down.

Dedicated efforts towards resuming the production of similar models with a few simplified control systems and far lower engine tolerances should be achievable at marginal cost. Rail restoration is still progressing far slower than expected, but it is progressing in a number of important areas. Actually building the plant should also help establish a timetable for the resumption of activity, ensuring further investment.

[]Logistical Rationalization: Breakdowns of most vehicles have only intensified in the last year as high quality spare parts have become nonexistent while salvaged ones have gotten scarcer. Shifting a few areas from automotive transport and attempting the laying of temporary single line track would shorten a few routes and contribute towards overall reconstruction. The truck fleet itself can also be restructured to only run the shortest priority of routes, favoring barge and rail traffic in order to minimize equipment load.

[/]Internet Reconnection: Internet has served as a constant and critical service on which every aspect of the modern economy and informational system has been based. Starting to rebuild it outside of select areas will be impossible, but starting the re-laying of major cable systems across the ocean should steadily improve communication across the planet immensely. Most of the year is expected to be spent constructing out the system, but the advantages to economic coordination and general civilian morale are expected to be massive.

Current heavy tracked vehicles have either been monopolized by the army, or consumed in industrial and mining efforts. By constructing some dedicated plants for their production and ensuring that some new builds and components are made, capacity can be recovered. This is less pressing of a priority then most, but it would help in reducing costs across a number of proposals.


Ministry of Development: The current economic situation has not developed necessarily to our advantage. Lonach is busying himself with pulling every last bit of scrap out of the earth no matter the cost while Faolain is operating on a strange delusional image of a world that hasn't existed for a decade. Throwing funding around towards essential businesses that are attempting their own paths towards circuit and precursor production while getting the state arms ready is an essential step towards overcoming the current shortages, at least in time. Education is also a considerable priority, as getting Lonach proper labor to use combined with limiting his press ganging capabilities can go far to stabilize the situation. Unfortunately, the state is so far unprepared to serve in its necessary role of fighting the cultural encroachment of oligarchic thinking, and needs dedicated departments to secure any natural monopoly that can strike at more critical organs and poison the popular consciousness. The implementation will be scattered and the current allocations will not be enough to provide even stable services to the general public, but by tying services to the state rather than to the debt-state of the population, a national consensus can be manually constructed.

[]Selective Luxury Agriculture: Food as a rewards system is a logical extension of the Or in terms of what backs it. By ensuring that a few small farmers resume very limited scale production of high efficiency meats and a few fruits, a massive gain can be secured for the state providing another currency control. Select goods can also serve to contribute towards biosphere preservation, as a greater variety in core crop species will be preserved to a far greater extent across the planet.


Ministry of Agriculture: The people themselves have so far failed to realize the necessary compromises needed to re-establish the general scientific base. While there is currently a sufficient number of citizens for most basic works, far more must be spent on ensuring future viability. High population-consumption during the war years and the aftermath have had their impact and if anything close to the old speed of progress is to be maintained, far more citizens are needed. With the commitment of yet more funding, moderate improvements to farming and industrial production can be under-taken, providing further assets for core economic sectors and contributing towards improving stocks of luxuries. Ministry of Industry: Due to the shortages caused by the politicking of the ministries and failures in personnel acquisition, costly modernizations of the mining system have proven necessary. The constant liberal protection of cadres specializing in useless liberal arts that failed to make themselves useful during the war sapped our capability then and continues to do so now. So far, there are enough workers to make do, but this will not always be the case and as shortages mount the situation will only worsen. Production expansions across the general industrial sector are currently planned to ensure sufficient supplies, but these will take time to have an impact. State circuit production at actual scale will take a massive amount of preparation and funding, but even local experts have confidence that the capability can be built up. Alright, analysis time.
Gal has swung into being incredibly optimistic, viewing the oligarchs as powerless (good) and the current pace of development as sustainable (wrong). The latter might very well lead to unsustainable expenditures on quality of life, so I would recommend care what we promise right now. Any promises of welfare from Gal might be far more than we could actually provide. Give him another turn to cool off before promising anything.

Governmental recommendations:
- Convening of Regional Councils [][]: Gal isn't paranoid, so building regional democratic structures is the right move now. I would strongly advise to take this opportunity, we might not get it again.
- Civic Organization: Giving locals the ability to fund small comforts will improve public moral, and help people to feel socially connected. All of which is helpful for improving our public perception, and to build trust for a more democratic society.
- Rights for the Councils: Establishing rules about what the city council can do is also important. Without any rules, the local major can easily misuse their power for various types of corruption.
Not recommended:
- Loyalty review: From what we can tell, the military factions are fairly content. This action would likely be done by the CSS, and the perfect pretext to softly purge elements that protect Gal from a coup. I don't see the need to spend one action here when we can further build democracy instead.

CSS: They are shifting in planning from finding oligarchs to preventing opposition from forming. While I am interested in some actions relating to creating a proper investigative police force instead of military beat cops, this isn't a priority. I think the resources are better put into economic development, as crime prevention doesn't appear to be that important.

OrbCom: Their supply situation seems to be sustainable, though not great. A big emphasis on clearing orbits, presumably for eventual satellite manufacturing + deployment. While this is important in the long-term, I think our resources are better spent on planet-side development.

MilCom: I strongly recommend restarting officer training. To get military factionalism under control, we must ensure a new generation of military officiers that aren't apprentices to current clique members. This is a fairly cheap action that will be vital for getting a more stable government in the future.

MinInfra: We need to start producing replacements for our logistical machinery. Restarting the Yards will be mandatory, if the attrition rates are to be believed. Entire regions depend on occeanic food transfers, this isn't something we can afford to put low effort in. I would like to start locomotive production too, if it fits into our budgets.

MinDev: The development ministry is fixated on the shortcomings of the other ministries, and pessimistic. Likely due to education failures in the previous turn. The whole field warrants strong investments, I ould like to finish server-network linkages.

MinAgri: Obsessing over technocratic solutions to the low population, which isn't an immediate concern. I would be interested in using our focused action to get Seed Quality Improvements for two resources, as that might revitalize our rural areas more.

MinInd: Complaining about keeping some sociologists and educators out of the mines, which means he now needs to automate. Good! Building up to chemical industries seems like a reasonable investment right now.

MinFin: Wants more funding to create a money-based economy. I consider a lot of that to be superfluous waste right now, though Public-Private-Partnerships might be worth the cost.

Military is downsizing, they're very insistent on training and I agree, we should get that started. CSS actions have a solid one first, but I hesitate to use the militias for anything. I kinda just want to let them sit there and make gap feel good before he gets voted out then quietly disbanded so I'd rather not turn them into our secret polices goon squad

MinInf we definitely need the first project, maybe the second one idk id our industry can support them. I'm glad MinDev learned Galspeak, all their projects are good. We should at least get to certification programs as we very much need skilled labor. Dr. Warcrimes seems intent on doing a spicy project, let's just fund it and hope she puts the stuff that makes number go up before the artificial wombs.

MinInd seems salty as hell, mechanization is good though and until the economic crises is over they'll still get a bunch of funding. MinFin still laying groundwork to actually make sure our economy doesn't bring about more oligarchs, lite investment time, maybe we go for the partnerships and hope it works.

It was basically confirmed to us that the promise of free everything that Gal has in the docket would fuck over the next government or be very toned down if they manage it well politically.
 
Looks like MinInd had the sanity to drop petrochemical intensification for now. He also seems to have learnt we're not on board with all his shock labor schemes, and is trying to actually modernize the 'manpower hungry' industries. The last scrapping action is of course useful, and mining is one thing where no other ministry can take up the slack. Chemical Industries do sound quite useful too, but maybe we can use MinAg's actions instead.

Speaking of which, Caolfionna is putting her zany schemes above actually useful stuff. Shame we can't do both Bio-Factories and Seed Quality at once via free action.

I'm inclined to give Ministry of Infrastructure lots of money this turn, everything there is good! MinDev's certification program also seems very important for formalizing matters of skilled training.

Party Laws should get started this turn aswell, preferably. If we actually want an election to happen then we need to fund the parties that are supposed to be voted for.

Plus, they are better at navigating the local social ecosystem and invite less discontent when dealing with unrest. Less risk of escalation, and less of a problem for the global government.

This would be relevant to reduce Gal's paranoia, but this isn't needed this turn. He is optimistic, so we should use his good mood for further democratization.

I dont see any option to hand the miltias over to civilian control, are you misreading the census decision?
 
My read is that the militias are basically cultural revolution style red guards, Im very hesitant to let them have any real power beyond what keeps Gal from turning into a full hybrid of Mao and Thermidor

If we are unsure, then it is better to be on the safe side and not introduce a third factor into our balance of power. Might be smarter to keep them minimal for now, there will be other options to harden the civilian government against a coup. If VonVonson is right, it's better to leave them as a vestigal organ.

I chose militias for the political enforcement thing because they'll be easier to get rid of than the military or police once someone who isn't insane ends up in power. The government decisions set up legal political parties and regional governments, bringing us closer to elections/getting rid of Galchobar. I decided to go heavy into industry and development since they seem to be the most important. The choices in development will give us actual worker training (massively reducing deaths) and a basic telecommunications network, while industry gives us mechanization of mines (reducing deaths further), a total +3 to both resources per turn and resource floor, and actual integrated circuit production. I also chose to do the first action for infrastructure since we've been getting multiple warnings about ships breaking down and have had that as our highest priority infra project for a year or two now. While it doesn't give much towards finance or anything towards agriculture or space, those are lower priority right now, and the industry and development projects will let us maintain a large enough economy to afford those in the future.
 
I think we need to make defending democracy []Duty of the Militias, it's the least bad option. The CSS would rather we not have real opposition, and giving it to the army is a pathway towards frequent military coups. Speaking of the CSS, Database Reconstruction is a good idea but the rest of their actions seem to be setting up for a surveillance state. Do not do.

With census making an office is probably going to work, but Leave to the Councils could work also. IDK how centralized we want/need to make things. For militia standards, giving them heavier equipment would be a waste, we perhaps should deepen training to make sure they actually have a fair degree of discipline and are actually able to fight if needed.

Seriously MinFin, tax breaks? Public-Private Partnerships seems to be the only thing remotely useful at this point in time. But I suppose anti-monopoly methods will mollify Gal.
