Blackstar accepted it, because by backstory we have local politicians and local populations starting to push for democratization after a ten-year war to avert extinction.

One decade has passed since the Day of Betrayal, and Danann's situation is no less precarious. Regional and corporate rivalries died with the Old Order and Generalissimo Cathuallan leads the absolutist Committee of Salvation under the mandate of saving his entire species from death on a rapidly dying world. His officers, now in charge of implementing post-war Central Policy in their assigned Emergency Districts, are more used to military command than civilian administrations. The Daoine's traditions of political participation and client-patron relations are slowly making themselves known and an opposition of intellectuals, socialites and former politicians is quickly coalescing to demand the restoration of democratic government and civic rights.

This plan has a very nice world for living but is deeply lacking in resources to encourage space exploitation. We play as an avian species that is highly dependent on machinery and its domesticated animals (which are all perfectly adapted to be great animal companions, yes, definitely nothing wrong with them.)

In terms of politics, a politically engaged single-party democratic state means that while there's only one party, it still needs to pay attention to the people (aided by the communitarian trait). It's got a lot of local adaptivity thanks to loose federal state, while still being able to do focused economic pushes thanks to the state-planned economy (decentralized) which will be very important as our biosphere starts inevitably collapsing due to the shoddy engineering that went into it.

I don't want to play a Final War quest or a militaristic species. I'm not a fan of politically jaded either, but amphibious is almost as cool as avian so it sneaks in.
edit2: Didn't notice original anarcho-catgirls had Negative Life Seeded without Multi-Planetary. That's a no-go. Upgrading to v2.
edit3: Added Planet Type, Life Seeded World doesn't count. Going for Archipelago since that should hopefully mitigate the lack of resources and also provide a degree of isolation meaning biosphere issues don't spread as easily.

Made a Catgirl plan that's not a hypermilitarized, ecologically ravaged and traumatized society led by the neko version of Mao (since a Party State generally entails that). Has lots of cooperatives and is communitarian.
