The Meowth/Copycat Duo is an amazing concept and I have zero concerns if it ends up winning, but ultimately I want Meowth to be allowed to shine on his own.

Interlude: To the Highest Bidder Part 1
The night is still young as your chauffeur drives your Assoluto Fatalia to the front entrance of the Celadon Hotel. You exit the luxury sports car and present your invitation to the two men guarding the hotel doors, verifying your identity. The guards make way, and you are allowed inside the building for the auction event.

The first thing you note upon entering the Celadon Hotel is that it's very crowded. Even in the spacious plaza, it is difficult to navigate through the cloisters of socialities and roaming employees carrying trays without bumping into anyone. Were there anyone here important you'd want to interact with, this would be the prime time to engage in networking. Of course, all you see are the typical, indulgent layabouts of little importance outside of what they've tricked themselves and others they're "worth". No one who was worth your time or consideration. Instead, you find a spot to wait next to the entrance to the ballroom, where the auction proper will be held.


You check your watch: 7:30 PM, right on the mark. You have half an hour until the auction. You elegantly reach out and grab a drink from one of the passing servers, briefly enjoying the taste of rawst berry wine before gazing out towards the plaza again.

You have a good view of the crowd from where you stand. It was why you selected this spot. While scanning the room for potential competition, you quickly assess that the crowd could be divided into three categories.

The first and largest group here are the hedonists and "plus ones", here at the auction only to enjoy the accommodations. They are the least of your concerns.

The second group are would-be entrepreneurs, who had designs of purchasing the hotel and turning its financial woes around for a tidy profit. Their personal wealth rivaled your own, but these young guns lacked your capacity to draw additional funding from Rocket's coffers in your goal of turning this property into a major foothold in Celadon. They may be willing to self-immolate their savings and throw caution to the wind if it means they'll still be bidding.

The final group are the collectors, who you've noticed are wearing the symbols of the Fuchsia Historic Preservation Society or the Pewter Museum of Science. You doubt any of them represent either organization, as only the former would have any stake in the fate of the hotel. Rather, you can easily guess that they're here for the secondary items being placed on the auction. Their own funds are far less extensive, but suitable for their own purposes. They aren't your rivals here, and will in fact be useful if their pursuits drain the resources of the others seeking the main prize.

Your observations are cut short when the intercoms turn on.

"Attention, guests. Please make your way to the ballroom for the auction to commence."


You are one of the first people to enter. The ballroom has been redesigned slightly, a platform in the back having been placed before rows of chairs. You take a seat front and center, as the rest flow into the room for the auction. The commotion dies down, as a sharply-dressed old man with a cane in one hand and a microphone in the other appears from the back of the stage. Behind him is a young man, one of the hotel employees, pushing a cart with three objects covered in cloth. You're quick to recognize the master of ceremonies as Edward, the current owner of the Celadon Hotel and the host of the event.
Edward taps the microphone several times before raising it to his mouth to speak.

"Esteemed guests," he begins. "Thank you all for coming tonight! It's no small task, to let go of one's greatest achievement, but we must all make our sacrifices in these times. It's been over a decade since I founded this establishment, with the goal of providing quality lodging to what was once the center of tourism within the zone…"

You begin to tune out the man's falsities. After all, this was only one of several businesses the man had a stake in. You have to take his sincerity with a grain of salt, considering that he's only shown an interest in selling this ailing property now that the Grimer incident has caused it's value to rise more than it has in years.
"…Now, before we begin, there are several other items we'll address first. Jin, if you could?"

The employee nods before pushing the cart into the center of the stage. He pulls the cloth off the leftmost item, revealing an art piece composed of various stones arranged in the shape of a flower. Celadon City's symbol of choice.

While aesthetically pleasing, the majority of the stones held no more value than that. Save one of the stones placed along the edge, which almost looked like flint, but possessed an uncharacteristic shine when held up to the light. Having a private interest in and a thorough knowledge of geology, you are able to identify one of the stones used in the arrangement to be a moon stone. The moon stone is a rare geological oddity, found only in the Mt. Moon region of Neo Kanto. They're believed to be related to the fire, water, and thunder stones hypothesized to affect evolutionary developments in certain pokemon when exposed to them, though research remains inconclusive. It would make for an interesting subject for your scientists to study, though it would be equally useful as a bribe for access to the resources of the Museum of Science.

The employee pulled off the center cloth and revealed a truly ancient firearm in remarkably good condition. It's almost quaint in its simplicity. Black and slim, with a straight magazine that doubled as a handle. The only trait that marks it from other museum pieces are the numerous tally marks engraved into the gun's side.

"Here we have a genuine piece of Earth memorabilia! While our experts in the audience may recognize this as an MP40 submachine gun used by the Nazis during the Second World War, Fuschia City's finest have verified it as being one of the many weapons wielded by war hero William Blazkowitcz during his one-man infiltration of Castle Wolfenstein during the twilight years of that famed conflict. While historians can and will debate the details of what happened during Operation Eisenfaust, none will argue about the part this gun played in history."

The weapon is of little interest to you on its own, though it may have significant value to others.

The final cloth is pulled up, revealing a stone fragment encased in glass. An aged, alien mural. Partially damaged by erosion, but complete enough for one to interpret the faded image of a feudal army with shining weapons and all-concealing armor. The soldiers surround a great monster, a tusked demon with a trident whose size eclipses them all.

Above the battlefield, a gilded triune of angelic goddesses judge the proceedings of the realm below. You vaguely recognized the symbolism, as the iconography of the ancient Hylian civilization was most famously appropriated by GD Tech.


"For our final item of the night, we have a Hylian mural depicting a fantastical scene of battle in the far-flung past! You may have the chance to own your own piece of Old Hyrule's exotic culture tonight!"

Let's see...

Currently, we have 9 in term of Liquid Funds. Judging from last turn's options, there isn't many that actively demand the usage of funds, so we can take this in consideration for our plans. The only one that will likely need us to use them from the get-go is the Secret Base one, but it's good to keep a reserve.

Now, we need to consider the merits of each item:

The stones...they are an interesting item, for sure. Especially because we are a Ground-type specialist, and this is an item key to evolving the Nidorans to their final form. That said, I give, max, 2 funds for that one.

The gun isn't really that special. Sure, it probably has Nazi tech or smth like that, but guns ain't really something that actively interests us. Pass.

The mural...I dunno, it's something that sounds important, but I'm unsure how-

Wait...GD tech? Oh, need to read the lore, but it seens a certain Ganondorf Dragmire is still active, eh? (Or maybe it's for Gerudo Desert, dunno...) Hm...At least let's attempt a bid at it. Something like 2 fund too, but won't cry much if we don't get it.

And the hotel. Man, it would be nice to get the hotel. I say we should take the -10 malus and invest smth like 3 or 4 fund together, because having it will be a boon for us. Brightflame, do we need to set on a value from start or can we give ranges of what values are we offering?

If I am understanding you right, you can give values so long as the max potential value of each bid combined does not go over Gio's available funds + whatever you take from Rocket's budget for the hotel, the funds you gain from deriving from Rocket's budget will also be the first to go in the Hotel Bid if you decide to go that way.
 
The Moon Stone could be good for research, possibly even a potential create artificial evolution stones research tree. As well as the base use of evolving certain pokemon such as Nidorino.

Blazkowitcz's gun may be downright supernatural, and something we could give to Surge as a backup weapon. If it's used for killing Nazi's it might be super, although considering the situation I'm not sure how many Nazi's we'd find. Even if it's just a normal gun Surge might get a Loyalty boost for giving him such a collectors item anyways.

I'm not entirely sure what the Hyrule Mural will give us, but considering its here, and that it's about such a critical event as the heroes and the goddesses fighting Ganon, it's probably important. Maybe clue us in to the more supernatural parts of the setting? Early warning that we're about to enter another part of Hyrule's infinite death loop? Something else entirely? Who knows. I'm tempted though.

And of course, the main event, the thing we actually came here for, the Celadon Hotel. Major foothold into the city and a source of income. Well probably get a lot of influence with it, and depending on what we convert it into, as a hotel isn't much use in a quarantine zone. Needs no further explanation.

I'm willing to spend up to 5 of our currents Funds on the Celadon Hotel, and 2 more for one of the minor items. How about you guys?

I'm willing to spend 6 Funds on the Hotel and 3 on one of the minor items. I did some calculations on National Actions that we wanted to do and even with an added 10 their DC's we should still be fine with most of them.

My priorities for the minor items are the Moon Stone, and I still don't know whether to focus on the Mural or the Gun. Leaning towards the Mural here.

A Moon Stone would be interesting. Even if we have no use for it, it could help us launch our research into Evolutionary Stones and Evolutionary Methods. And we have sort of neglected a lot of express Pokemon research.
That said, I give, max, 2 funds for that one
I agree, that's worth bidding on!
I could see this maybe being useful to Surge. I'm sure he could appreciate a piece of history like this, and being able to glack people with a proper firearm. Even if it's old, if ol' BJ used it then it'll probably still work fine.

That said there ARE a lot of interesting things here and we only have so many funds. If anything, we should keep an eye out for who buys this thing.

I say we don't bid on the gun, but I'm open to counter-arguments.
While we might not see any explicit value in it, we COULD buy it to hawk it off to GD tech or use it to bargain with someone who's super into art. Of course, this is an auction.

Artwork always tends to go for stupid high amounts, so I can only imagine the people here will dump a lot to get a hold of it. Plus, for all we know a representative of GD tech or the wide man himself might be here incognito to bid on it. And if that's all they want they could easily crush our bids.

I'm hesitant on getting this one, but I'm open to hearing suggestions.

YES! I've been waiting for this for so long! Even if we have to buy a tidy sum, it'll be worth it. We can change the Hotel into pretty much anything. I'm still shooting for a hospital, since that would have a ton of advantages and be supported by our medical tech pretty well.

If we bid 2 for the Everstone, then I suggest we bid 4 of our Remaining Funds on the hotel and use half of the next bi-month budget on this bid.

So 4+7!

It'll be a lot, but there's no guarantee it'll run that high. After all this is bidding, it could go lower.

We'll be using a lot of our funds and take a bit of a penalty, but we don't have anything overwhelmingly urgent at the moment. And money has to be spent to be made, especially on anything involving the purchase of land.

This Hotel will be a very valuable asset, I've believed that since we've heard of it!

We can definitely pick up another moon stone if we play our cards right, I'm not too worried about that just yet. Now as much as I love Wolfenstein I want the hotel, it's just too good of a staging ground. Personally? I'm willing to throw whatever we need to at it.

Also definitely a nice car, if not what I would've pictured Giovanni in at first.
 
The upside to picking the stones is that we're going to be contacting Brock soon, and therefore bring us in closer with the Pewter City society.

Unfortunately a Moon Stone is basically the one stone we don't have an immediate use for.
 
The Hyrule Mural might be important, might be very important for the quest at large if that's a plotline the quest is going down besides our fued with Silph Co and the hunt for Mu2.

I for one think it could lead us down the path to unlocking Occult actions, and perhaps more crucially, potentially let us know about Ganon and his plans to go hot and start waging a war with the rest of the planet again. Keep an eye out for blood moons.
 
No real need to echo what everyone else has been saying but I agree. The Stone is of the most immediate use and interest for us since it could be used for research purposes, evolution purposes, or as a later bargaining chip. I say we bid for it, but there's no need to press too hard. Just 2 or 3 funds.
The gun is neat, Surge would like it and may even keep it as a weapon. But it's of no immediate use to us.
The mural is also neat. I can't think of any way to immediately use it, but it does carry a lot of implications. We could try bidding on it but, I'm not going to say we have to.
The hotel is the big one in my opinion. It's a staging area, a potential money maker, and a big property slot that can be bent to whatever we need it to. The potential it holds is immense.
As for our budget? Cutting into the next turn's actions may slow us down a bit, but if we can get our hands on the hotel and another prize I say it's worth it.
Oh also, I'm working on an application for the Bounty Board. Loyalty and Love.

That's a lot of money, but reading back through the description, I figure the people here are about as equally as swanky. We did manage to get pretty loaded due our shenanigans.

And, if Wind Waker's bidding system taught me anything, bidding is about being just slightly richer then your competitors. And stunning them, but I don't think that's an option here.

However, I'd like to revise my buying suggestion.

We bid 7 of our Liquid Funds (that remain after the rock) and take the "Only a portion of the budget will be used". Which will provide a +3 to the funds we can bid, giving us a max of 10 Funds to bid.

As much as I want the hotel, I think 10 is the max one could reasonably ask for it. Anything else might be a bit much, even for the rich folks to bet on it I guess. And if there is someone with that much cash to go over we should probably rob them.

If we end up spending less, good. If we end up spending our max, then we still get the hotel!

Plus, Paradox has a good point that I missed. A -10 is a lot easier to manage then a -20.

Using our Liquid Funds foremost and only dipping into the monthly budget a little is the smarter option.

We can get more money, but we might not necessarily be able to eat -20 to rolls for a turn as easily.

A surprise Golem Explosion is a pathway to many abilities some consider to be unethical.

But seriously. If we play it safe, I'm pretty sure we'll walk away from this with nothing. Which would suck with all the cool possibilities this property would give us.

We don't have to financially hamstring our organization, but we need to be willing to spend big bucks and dive a little into the budget. That's just the crime boss thing to do!
