Yeah, and she even was on the same ANBU team as Kakashi and Itachi. Ended up as 2nd in Command after Itachi was promoted to Captain. Also given she was still in ANBU in Shippuden, that means in canon she was in ANBU for more than half her life. :V
Anko was such a great character with a lot of potential that canon just kind of...did nothing with.

She trained with one of the Sannin, and is Jonin level (but permanently special-jonin for political reasons, as the higher ups don't and will never trust the former apprentice of Oro-chan).

She's also a signatory to the Snake clan, which is a big deal given the Snakes seem to be one of the most powerful Spirit Courts.
Yeah, I have a lot of ideas for Anko. Though tbh it's not hard to do better than canon did, where her sole appearance in Boruto is "lol look who got fat"

That looks like bad writing causing an example/clarification to look like a rule. They're treating "static value" like it means "DV"; that rule makes sense for DVs, because they're divided in half already, but not for feats of strength or exhaustion.
Or it's a stupid additional rule that should be disregarded. Take your pick, really.

I completely agree. There are a lot of stupid bits with regards to Excellencies and static values. For example lets say you have (Attribute 5 + Ability 5) and so can spend up to 10m on either the First or Second Excellency. Now spending 10m on the Second Excellency is fine since it guaranties an increase of +10 to your pool, the problem is spending 10m on the First Excellency. With the First Excellency you add +2 to the pool for each success you roll, so theoretically if you rolled successes on all 10 dice you'd increase your pool by +20, +40 if tens are counted double.

Given we are told repeatedly that no Charm can add more then (Attribute + Ability) dice this is a problem. If you cap it at (Attribute + Ability) then the First Excellency becomes mathematically inferior to the Second Excellency when dealing with static values. However if you don't cap it you get weird results like someone with (Strength 5 + Athletics 5) having a 5.56% chance of acting as if they had a (Strength + Athletics) pool of 28 or more when using the First Excellency.


The worst part of all this is that in my opinion none of this complexity was even necessary. It could all be solved by simply saying the First and Second Excellencies directly increase your final static value by the number of successes they generate. It retains the trade off of risk vs. efficiency between the two Excellencies and avoids any weird mechanical issues.

The last three of the Sage's Tools must be spoken of as one, for their power is only fully manifested when used together. The techniques available to one capable of wielding them together is immense, for they are weapons that scar the soul. It is known that the spirits of men can be rendered in language, and that this use of language gives one power over the one whose soul you speak - the three final treasures are the proof of this.​

The Golden Canopy Rope is a think coil of heavy gold rope, capable of stretching and splitting endlessly to give the user unmatched range, despite a weight unsuited to being a flail. Upon being struck by the Golden Canopy Rope, the victim's word-soul is drawn into the metal coils and made known to those holding it. This grants the wielder divine insight into the soul of the enemy, baring their most basic flaws to be exploited; a powerful enough effect on its own, and one which was enough to kill many a skilled ninja. This also makes it a useful interrogation tool, much like Yamanaka techniques.​
Creepy. Someone knowing that much about you... it'd have to be someone you trusted with your life.
The Sage was said to have had the knowledge of all souls, and could extend the golden rope across the world.

The Seven Star Sword is unwieldy and hardly sharp - only its supernatural durability makes it useful as a weapon on its own.​

To one that knows the soul of another, its true power is revealed. A wielder can speak and debilitate those whose word-souls they know, their proclamations writing themselves on the Seven Star Sword. It is known that these curses cannot be impossible or suicidal to obey - a proclamation to suicide or not defend oneself will drain the wielder dry of chakra before it is enforced, and so use of this weapon is (pardon the wordplay) a double-edged sword.​

The number of people effected, however, does not seem to have an effect in what few cases this author has managed to find word of - though the cost of finding so many word-souls in one battle would be tremendous. To even consider breaking a proclamation is said to inspire great dread and fear.​
Wouldn't it be something though, to just order an opposing army to surrender? BOW BEFORE ME, I AM TENTEN BLAH BLAH.
It is said the Sage, who knew all things, used the Seven Star Sword to impose order upon demons and other wickedness.

The last treasure is the Crimson Gourd, and it is a terror indeed. Should one break a proclamation of the Seven Star Sword, the Gourd will consume them entirely, sealing them into a blackness where there is no escape.​
Wait how would anyone know that if nobody can escape?
It is whispered that one might seal any whose word-soul is known to the wielder, but all those who have attempted this have been sealed themselves, and so it is forbidden.​
 
On the spending of willpower...might want to consider that we probably don't NEED to spend willpower here and should conserve it for when the challenge is likely to fail. Remember she initiated this meeting, and thus is likely to want it to succeed without too much bonuses on it.

Whilst I appreciate the writing of it, and Tenten's little notes, you don't need to make the Sage's Tools more powerful than they are in canon. I realise they're unbalanced, what with three of them together just doing the job that one of the others can do on its own, but still.

It was less about balance and more about 'why would anyone make this, assuming they didn't have some reason to specifically make a party game weapon?' :V

I don't think that you should ever be rolling the dice from the First Excellency separately; it adds an extra layer of complexity that's really not necessary. It's also weird to take DVs, which are actually basically simulated rolls and were introduced so you don't need to roll every time you defend yourself, and add dice rolling back in.
Just having it directly increase whatever dice pool it's effecting is mechanically smoother and doesn't require introducing extra rules. You just... add the dice.

Um, as noted not really up on Exalted mechanics. I saw we had plenty of Willpower, considered how Tenten would overcome social akwardness and what I came up with was bad jokes, poor attempts to deflect, or sheer bullhededness. I went for the final option. She does not know how to handle the situation, socially, so she tries to just do the best she can. The willpower spending was more to represent that Tenten would take talking to a dead shinobi family member or lover seriouslly and try and give it her all. Even if she is really not the best person for it, this senior ANBU ninja asked her, and she would do what she could to honor that.
