I'd argue there are 6 steps in the 64 palms, 2->4->8->16->32->64 with each step functioning as a single hit in the flurry. Tenten does not have Dipping Swallow Defense yet. (Unless you guys want to pay more XP to finish it early that it).Tenten doesn't think so, but Tenten also doesn't realize Dipping Swallow Defense lets her shut down Neji's attack flurries, which rely upon overwhelming defense with multiple attacks as he slaps on more and more debuffs.
Neji can win, but not if he doesn't take the fight seriously. Tenten can win as well, but she'd need to start glowing.

The former would be a [Fire Element] Seal, the latter a [Wind Elemental] Seal. I'll probably spend today working on revamping the Fuinjutsu system to go along with the Ninjutsu/Genjutsu revamp,so stay tuned for that. Going to keep the general idea of building techniques from components, but I'm largely going to change the costs and such.Here are a couple of ideas for Fuinjutsu/Ninjutsu combinations. Other fire based ninjutsu could potentially be substituted without the techniques changing much.
Playful Dragon Technique

A pair of smoke dragons begins to circle the opponent. The ninja (repeatedly?) releases a small volley of fireballs at the dragons, which playfully bat them between each other and down at the opponent.
