[X] Plan The Drums of War

Military

-[X] Search for weapons: The weapons of the First remain without peer, and the stories of some of the power of some of the lost devices are both chilling and incredible. With war looming, you need every piece of that power that you can find. [60%, locked 1 year]
-[X] Search for devices: Weapons were most of what the First Awoken created, but it was not all. The Elder First are said to have built many things in the first years after the awakening, all of which vanished five years later. What did they create, and why did they choose to lose it? [25%, locked 1 year] - 1 Locked Die, 1 Die

- [X] The Haft: The proposal from the SDC is well made, a new line of warships reinforced by Practice to expand their limited space presence. Individually they'll still be much weaker than Shiplord vessels, but quantity has a quality of its own. And from the looks of their plan, they've been working on the tactics and logistics involved for the last three decades. [70%, 2 years] - 1 Die
-[X] The Hilt: You really didn't expect that Restorers like yourself would have an idea for the fleet, but it years out that you'd be wrong. The weapons of the Shiplords were unlike anything humanity had ever encountered, but Practice could level that playing field. Using some of the results gleaned from Project Insight, they've designed a vessel that should be able to shield others from Shiplord fire. Each one requires fine Practice, limiting their numbers, but as a shield they will be without peer. [50%, 2 years]
-[X] The Blade: The plan created by the First is unsurprising, but exceptionally detailed in terms of costs and time required. They also seem to have known about the other proposals before you did, which raises some interesting questions. When the Shiplords came, they came in small numbers, and the workings of Project Insight lead the First to believe that they may be able to build ships capable of matching them. Not many, but if the Week of Sorrows was anything to go by you won't need many if they can match Shiplord technology. [55%, 2 years]

-[X] Walls of Steel: The new orbitals across the solar system are all armed, but their construction was never designed to hold up to Shiplord firepower; only Prometheus Station coming close. That can be fixed, but it will take time. [70%, 3 years] - 1 Die, 1 Practice Die
-[X] The Aegis: Orbitals are well and good, but Project Insight has shown that the Shiplords can be a truly spiteful people. You have some planetary defences, but nothing unified, and the planetary shield network has been stalled in the construction phase for years. If humanity is to live, you must be able to protect Earth. [50%, 3 years] - 1 Die, 1 Practice Die

-[X] Corps Discipline: The SDC are the only group that actually have a real chain of command, so building off of that will be comparatively easy. The hard part will be making sure that the other groups aren't underrepresented without making waves. [70%, 1 years]

-[X] Swift Caution: You'd love to take more time to make sure all of this will work, but there's a war on the horizon. Formalise the package, run it through a quick editing, then distribute and begin training rotations. [50%, 2 years]

Stewardship
[X] Cities of Light: Most of humanity still lives in sprawling settlements that have grown around the Institutes, but hundreds of millions have found their way to the glittering cities that the Restorer-Focused rebuilt over the last thirty years. This is long work, and will take time to come to fruition, but moving all of Earth into Practice-built cities would have many benefits. [60%, locked 1 year, requires a Practice dice] - 1 Locked Die, 1 Locked Practice Die

[X] Return to Red Sand: It had always been your intention to return in full to Mars, and Vega's Miracle presents the perfect opportunity. It will be something of a rush job, but with the advantages that she and the other Potentials have given, it should also be possible. [55%, locked 1 year] - 1 Locked Die

-[X] Overwhelming support: If Mary has continued talking to her after she explained the idea, then it has to have merit. Throw every resource you can at the project. If she needs access to the entire distributed network, she'll have it and more besides.
[Progress: 210/???]

Intrigue
-[X] Visions of the Lost: There are, now that you think of it, records of the Shiplords during the battles that began the Week of Sorrows. Recorded across every spectrum that humanity knew of at that time, they could be a valuable resource that none have thought to tap. [50%, 2 years] - 1 Die

-[X] Forensic Detail: Throw the full weight of the Ministry behind the investigation into the assassination attempt, and support it on a governmental level. Autopsy the remains of the assassins, and track them back to the source. [???] - 2 Dice

Learning
-[X] Small is Beautiful: The Potentials have given many Miracles within the field of nanotechnology, and science has struggled for years to catch up to them. Some of what the first generations of Prologue could do is now in the grasp of 'regular' science, but there were those in the Red Tower who disagreed with humanity's focus on the Second Secret. [40%, 4 years] - 1 Free Die - 1 Practice Die

Practice Actions
[X] Practical Proofs: One of the reasons that she's been having so much trouble is that she's not been able to actually show her work. Bring in some Potentials and get them to Practice with her, that should get some results. [60%, locked 1 year]
-[X] 1 Locked Die

Personal Actions
[X] Music of the Soul: Even though you're back to where you were before, there's always room to improve further. And you're starting to find a real connection between music and your ability to touch the stranger side of your Potential.

[X] Power in Balance: Vega made it quite clear that you needed to heal in a way not of the physical when she met you after the attack. She also somehow got Mary to support her, and so this was less of a request and more of a notification.

Edit: Anyway, my explanation.

Most of the dice are in the military, 9 out of 17. There's synergy with The Haft and The Blade, with the few shield ships we can build protecting our few but powerful ships that The Blade offers. I'm also focusing on the biggest projects around, The Aegis and Walls of Steel before they become defunt. They'll be done by Turn 7.

Then there're the Intrigue options to gain more intel on the Shiplords. I see them as more focused versions of Watching the Stars. We're looking for info but in two certain directions, the assassin bots and the records of humanity. The same can be said of our Learning option, Small is Beautiful. It's something like Unravelling the Impossible but on nanotech.

This, Walls of Steel and The Aegis each have a Practice Die to them in the hopes that we may get a Miracle and expediate the extremely long process.

[x] Watching the Stars: When the Shiplords handed down the Directives, they said that any violation would be swiftly punished. To the suspicious minded, that would suggest that they left eyes behind. How about you go looking for them…so you can poke them out. [20% chance of more information every year]

@Snowfire - is having 4 dice spread over three Intrigue actions allowed? Reading the restriction literally it does say three "actions", but I wanted to be sure.

@pkong - I don't suppose you could have you post colored "none"? The gray you use doesn't show up well in the FlexWhite skin.

I thought so too at first, but upon consideration I'm less sure. Do we have reason to believe that the shield is single-target? What if it is an area shield?

I'm also focusing on the biggest projects around, The Aegis and Walls of Steel before they become defunt. They'll be done by Turn 7.
Could you explain why you mean by "become defunct" (I assume you missed the 'c')? I actually kind of wanted to get some other projects in first, since having these guys up and idle does nothing for us whereas three years of some others might give us three extra years of bonuses or even bonus rolls.

Okay, I was convinced by Primal's point, and swapped Practice Action: Our Enemy, Before Us for Stewardship Action: Overwhelming Support.

Just notifying the rest of you guys.

I was under the assumption that they were area shields. Either way, they're stated to defend low numbers of ships. So The Blade works best for that.

By 'defunct' I mean it'd be useless to pursue those projects by Turn 7, maybe even before that if our suspicions of an early invasion turns out true.

Anyway, I chose the two projects since I see them as incredibly important. By the inevitable war for the Solar System, Earth and the orbitals would be the foundations of our defense. They'll be the bases in deep space, our docks, our weapons platforms, and whatever other uses you can think for huge installations of steel and guns. Though we might put it off precisely because of its long duration time, that's something the plan tries to cut off by doing the projects now.

A note, the way the Shieldships are intended to be used is that they park right on top of the Shiplord vessels and then facetank them because lol Practice OP.

The low numbers can also be remedied somewhat by doing more production runs. If you had not built up a shipyard and orbital supply complex, this wouldn't be possible.

The main limiting factor on Shieldships, which will come up after one production run, is that you need Restorer Focused to crew them. Further construction will eat away at the mumber of Restorers you have available.

The Blade has some similar limitations, but not nearly so severe. There are a lot more First Awoken available then there are Restorer Focused.

Here we go. It's in another way then my memory served, but the usage will still be limited, because of their low numbers.
The number of shieldships will be limited, sure. That doesn't tell us anything about their scope of use, though. It could be able to protect a single ship, or a fleet. Or neither; if these ships were meant to be used independently as mobile walls, then the best you could do was park them in from of a more vulnerable ally, and that doesn't work against ships attacking on multiple vectors or using attacks that don't move in straight lines (e.g. missiles).

I'm on break so I'll have to type fast.

First, I changed the color of my plan so I hope it's easier to read, though I did not actually see a change on my computer.

Also, it seems like Pyro's plan is going to win again, so I just want to put up my thoughts about certain actions. Hopefully I can persuade someone too... IDK vote for my plan? For Pyro to change his? Whatever comes first.

We all agreed this would be the time to focus on military, yet I disagree with Pyro's priorities. You seem to be wasting dice on fast, easy, unimportant items, rather than starting the long hard projects that will be vital to our defense. I understand your love of infrastructure, but at the rate your plans are going we will have no defenses when the shiplords get here. Especially since the previous event seems to say we can't trust the time table. For example:

The Hilt: You really didn't expect that Restorers like yourself would have an idea for the fleet, but it years out that you'd be wrong.

Why this option? these ships are cool but they are ultimately for support, they cannot win the fight on their own. There is no point in having support ships when we don't have a military. Of all the options under military this is the only one we could ignore completely. If you want to build ships this turn, start building The Blade instead.

Eyes to See: You can't hit an enemy you can't see coming, so a network of sensor platforms at the edge of the heliosphere has been proposed. These should give you some early warning of the Shiplords' arrival and help you secure the system. [65%, 1 year]

This is also useless right now. We need to get it eventually, but whats the point of seeing our enemy coming if we have no defenses? We need to start Building the big options under Shield while we still have time or we will be destroyed. Take this option later.

Swift Caution: You'd love to take more time to make sure all of this will work, but there's a war on the horizon. Formalise the package, run it through a quick editing, then distribute and begin training rotations. [50%, 2 years]

Another option we need, but another option that can wait until we build proper defenses and a military.

Extend the Department: Turning the new department into a fully-fledged independent affiliate will take time and resources, but will allow for swifter expansion and redeployment down the line. [60%, 2 years]

Ditto. Last turn you, Pyro, said we will reach the point where we must take military actions over infrastructure. This is that time. I say delay this and replace it with a more bread and butter defense option, like city shields, or orbital cannons.

Small is Beautiful: The Potentials have given many Miracles within the field of nanotechnology, and science has struggled for years to catch up to them. Some of what the first generations of Prologue could do is now in the grasp of 'regular' science, but there were those in the Red Tower who disagreed with humanity's focus on the Second Secret. [40%, 4 years]
-[X] 1 Standard Die, 1 Practice Die

I like this option and it should be taken, but not at the expense of the military. It takes so long, and projects that use it will probably take longer. The invasion will likely be over by the time we can use this. Again, i would replace this with a military option or a shorter term research option, like [] A Gift of Blood and Soul

So these are my thoughts for you Pyro. Please let me know what you think. If you make even one or two of these changes, I'll change my vote to your plan.

You know @pkong, my plan puts a lot of focus on the military. With two votes, The Drums of War would just be trailing by one. It even coincides with your ideea that we should be focusing on defense, seeing as it has both The Aegis and Walls of Steel.

Also, I'm convinced with your point about Extend the Department. As much as a new Department is shiny and filled with new options, we're already flowing with enough as is. I'll be putting its die into a Military option.

Guys... It appears you are missing part of the description of the Eyes to See action.

Eyes to See: You can't hit an enemy you can't see coming, so a network of sensor platforms at the edge of the heliosphere has been proposed. These should give you some early warning of the Shiplords' arrival and help you secure the system. [65%, 1 year]

and help you secure the system

I'm hoping this means we have to deal with fewer assassinations and easier detection of Shiplord sensor platforms.

I'm willing to consider swapping the Haft for the Blade if the other guys think that's a good idea.

I'm pretty sure he means secure the system from outside invasions. After all the sensors are "At the edge of the Heliosphere" That's kind of far away to find spy satellites.

But even if your right you still have two intrigue options to help catch spy's. That's more than enough.

So yes I would still like you to change some of the options I listed earlier.

I'm conflicted over my vote. Blue's plan has everything I want but Pyro's plan is more likely to win...
Should I support Blue and risk wasting my vote or hold out and hope Pyro changes his plan?!? Quests are hard:confused:

Um. Your plan does this too?

I would take no issue with pushing this down the line by a year or three. Honestly, if the shiplords arrive within the next three years, we are basically fucked regardless.

I actually approve of starting this ASAP. It probably unlocks options for tweaking the tactics / integrating special options / etc. later on, and we need to have it ready soon if we want enough time remaining to manage it.

Okay, swapping Eyes to See with Walls of Steel actually.

@Snowfire When Eyes to See says 'Secure the system' does this mean against external foes, or does it mean against all? Because I'd think, even if they are far out, having that many sensor platforms giving data, that you can then analyse against each other and with each other means you'd get an extremely good picture of the inner system as well. After all, 100 poor sensor returns is worse than 1 excellent sensor return, but 50 poor sensor returns combined together is probably better than 1 extremely good sensor return.

Um. Your plan does this too?

Yes, but my plan doesn't start it practically alone. Taking The Hilt only works when accompanied by other military projects. And honestly, my plans not that good. I'm thinking of axing it and voting for a different one... I'll try again next turn.

I'm ambivalent to it. I have no problem with this option as long as it's accompanied by other military options. Right now we have too many options to choose from already, we don't need more right now. Same goes for Extend the Department. I'm leaning against that more and more. Lets do some of the existing, basic, really important options before looking for more.

Guys? The biggest reason I'm doing the Swift Caution, is that it actually makes our potentials a cohesive military force!

I mean, there's an option that allows us to have the Potentials being squad leaders and the like in our army, which is probably very good because it means every units got some potential firepower, but it's 40%. I'm hoping by actually having a cohesive Potential Training plan, we get better military Potentials, and boost any military action that requires potentials because we've got potentials more suited to fighting as an army.

Like I said this isn't a problem as long as we take other options too. Doesn't matter how good our army leadership is if they get bombed from orbit.

So pyro's plan seems like the compromise plan, and in its current state, I'm almost happy with it. I would just like everyone to consider one last change, then I swear I will be happy.

I would love to find a way to fit The Aegis in this turn. It's a rather big 3 year project so its important to start early and it's essential to any defense plan. It sounds like it will cover our population centers with shields and add surface- to - orbit guns to deny landing operations. This is important.

Maybe switch The Hilt out for The Aegis? Then we can do the hilt next turn.

Oh hey, someone knows how multi-platform resolution works. Good to know.

That would be a yes to the against all option.

Okay... so far we seem to agree that my plan is a good 'base' to use.

We've just got two questions:
Do we swap The Hilt for The Aegis?
Do we swap Walls of Steel for Eyes to See?

Whichever one doesn't get picked will be started next turn. I'd probably prefer to have The Aegis and Eyes to See done because they give us a secure system, and planetary shields, which mean we don't need to worry about Shiplord planetary bombardment as much. However, if we don't pick Aegis this turn, it gives me a chance to put a Practice Die on it next turn. I want the Aegis as good as possible, because that means even if we lose orbit, we might survive this wave without paying any real price.

And guys? About the complaints how I'm not putting half our dice on Military Actions? I'm including Forensic Detail in my count of Military Dice. Because if that wasn't there, those dice would be in the Military Actions. That's the only reason more dice aren't on Military.

We are at the point where we focus on Military Actions, we aren't yet at the point were we dedicate ourselves to Military Actions. That's two turns away I'd say... just in time to start pumping out whichever ships we've started designing this turn.
