I actually think that switching the "Inheritor" action with a third round of talking with ministers could be a good idea.
This way we have talked to all of them in the same year, so no one is going to feel neglected, and we will have one last turn to react to any wishes/input they have/give.

Today, I am here to announce that I will be stepping down as your President, after over a decade of duty. Here's why. Even with my approval ratings, which are very heartwarming, I feel that it is time for a fresh start. Out with the old, in with the new.
That said, I am not going to go completely out of the picture. I will continue to serve as an advisor of sorts, and will continue my pursuit into the studies of the Potential. All I do, I do for Humanity.

The origin of the whole Red Truth thing that Baughn was referencing is Umineko No Naku Koro Ni.

For various hard to explain reasons, the witch Beatrice is trying to convince the main character to accept that magic exists. She does this by setting up various murder scenarios. The main character then tries to explain away how they could happen without magic.

The main character eventually starts making Blue Hypothetical statements such as "There could be a 10th person. This person X was the murder" that the witch must either accept or rebut. The witch on the other hand makes proclamations of absolute fact via Red Truth statements such as "Nobody entered the room between the time the meal began and the time of the murder".

It's also got a kick-ass opening

The fact that AI creation is a Secret is, by itself, exceedingly suspicious. We know it doesn't need to be.
The universe of the Practice War is very different from the one we're living in. In particular, souls exist. Also, Void Secrets exist, fundamental laws of the universe that make zero sense in terms of conventional physics, and yet are written into the universe so indelibly that the process of discovering them reveals an unmistakable ordinal number; take a moment and consider how completely bizarre that is.

What all that means is that, even if AI is possible without a Secret in this universe, it may not be, and indeed likely isn't, possible in the Practice War universe. Indeed, given that everything that can be considered truly powerful and world-changing has so far turned out to be a Secret of its own, it stands to reason that AI creation, that is, being able to create an ensouled AI, would also be gated behind, and possibly be enhanced, by a Secret, and it's even possible that creating a soul-less AI could be a different Secret, or it might instead be a disaster that could possibly destroy all life in our solar system and be the reason the Shiplords go around annihilating primitive races who are on the cusp of doing AI research before they can accidentally build a galaxy-destroying paperclipper AI.

Anyway, the data has changed, and therefore so must my plan. I'll have a quick look and see if I can make a few quick tweaks.

While I agree that Amanda does need to talk to Lina and Marcus, I don't think it's quite as urgent in either case. Marcus for one is certain to stick with his job as Security Minister; after all, he's basically shaped his entire life into taking on that role, and it's truly his calling in a way that I don't think any non-Awakened person can really understand. I'd expect Vision to build herself a robot body and take up farming before I'd expect Marcus to want to be anywhere other than the Ministry of Security. Maybe we can suggest he take a year "sabbatical" and put someone else in the high chair so he can do the lower-level work he seems to like full-time?

Lina has always struck me as the Minister that we're least close to. I absolutely do want to talk to her, but I suspect that she will also want to stay on as Minister beyond Amanda's retirement date. Really the main reason I'd want to talk to her is to ensure that she supports the idea of non-Awakened command of the military, something I regard as important to prevent the Awakened from turning humanity into their own feudal empire. And if you think that can't happen, we just set it into motion by deciding to carve out our own private academic fiefdom using public funds, so the danger is very real.

But I really do want to get as many Inheritor actions in as I can in the next two years. We are certain to lose access to the Vault while we're on our two-year walkabout, and even after we arrive I'm going to conjecture that getting into and out of the Vault is going to be harder when we're running our academic institute, if only due to clearance issues and red tape.

Yup, it's bizarre. Bizarre enough that it cannot be a fundamental law of nature.

The Secrets, and by extension all the limitations on what can be done (using Turing programs) without invoking them, are due to deliberate effort. An ancient race, possibly the very first, has created them as something in-between a safeguard and a game. They are omnipresent; they can read your intentions, then adjust the functioning of your computer (or your brain!) so as to maintain the rules they so long ago decided on.

There may not be anything resembling consciousness behind these rules. But there is intelligence.

Closer than expected, but still not there. Sadly, much of the truth will remain beyond your reach until the time of Crusade, but that is no reason to fear.

There actually were changes in most of the actions you linked, but those where they weren't have been updated where it makes sense to do so, and I've added an action for AI research and the Shiplord data archives respectively.
Most of them still haven't changed all that much, or even at all. I mean, For example, Unraveling the Impossible was 30%/4 years back in Turn 1; now it's 40%/4 years even after a decade and a half's worth of research actions into Practice, many of which hit Greater/Overwhelming/Absolute success levels and a couple of relevant Trances.

Mainly what I'm looking for are ways to cut down the time for some of these actions, rather than the percent failure chance: after getting stuck in the quagmire of Restoring the Observatory and Cracked Souls, both of which are still only half-done despite two years of investment and the fact that both had a higher starting percentage than Unraveling the Impossible or Reinforced, I regard 3-year lock-in periods as hugely risky regardless of percentage and 4-year lock-ins as complete non-starters.

It is, but delving into a hugely important strategic resource without an official title in the executive branch is certain to provoke extra scrutiny by both the executive and legislative branches. In particular I expect Pushing the Boundaries to be harder and take longer, as we lose the currently-high Congressional modifier and probably need to spend an extra year in meetings detailing exactly what we're looking for and what we found to a parade of subcommittees.

If our Ministers had any specific policy changes to make they'd have already told us about them; that is their job, after all, and has been for the last decade and a half. Unless I'm very much mistaken the personal action is meant to be more of a social and networking context, building interpersonal relationships for future interactions and talking about succession issues rather than anything that's going to alter what our actions will be next year. Or am I wrong about that @Snowfire?

*[] Promethia Unbound: Although a proper understanding of how to create true AIs remains beyond you, the knowledge gleaned from Iris's creation/birth has been anything but useless. War Fleets are so feared for being nigh untouchable by the younger races of the galaxy, a wave of death that sweeps across star systems and renders them lifeless shells. But now you know how they do that, the required processing capacity is no longer completely impossible. Just almost. [15%, 4 years]

The fact that you don't plan to spend too long away will help a great deal with them, even if your wish for your future is not as closely linked to the levers of power as some might wish. Still, they could be an invaluable source of advice and support for your plans, if you simply take the time to address them. [60%, 1 year]
[] World's Heart: As the Congress, so in many ways the people. The strength of the movement seeking your continuing power has lessened some, but there's no easy consensus here. You aren't inexperienced with forging harmony, but you've never been the source of the discord also. [40%, 1 year]

Learning
[] Arcadia: Now that you've made your choice, it's time to start putting the pieces together and given your choice this is the most important of them all. Although it's a few steps down the line, the eventual plan that Mary had come up with for her and her contemporaries had been to create a copy of the vast research centres of Mars, that had brought humanity the greatest of their technological advances. Such an initiative would serve your own wishes well, as well as the needs of all humanity [Variable difficulty, 1 year, synergises with Wishes Spoken, cannot assign a Practice Dice to this action]
[] The Shining Cities: The cities of Earth are stunning examples of Practice used to create living environments that can protect the vast majority of humanity's population and also give them places to live that are entirely theirs. In recent months, casual mentions of how the cities themselves seem to be almost adapting to their inhabitants have become more frequent. What exactly is going on here? [40%, 2 years]
*[] Tapping The Well: The energy source behind Practice, a manifestation of the sacrifice of hundreds of thousands of souls and an entire sentient species with it, is unlike anything ever seen. Limited in size, yet also inexhaustible, it also passes power to every member of humanity. Before you go telling everyone that, however, it might be wise to test possible applications. Having no idea where to start just makes it more pertinent to begin now. [???, ???, requires a Practice dice]

[] Learned Amity: Vega will focus on teaching more Harmonials how she does some of what she does, expanding their ability to match her own. [] Old Lessons: The curriculum for Potentials, such as it is, is a complex and rather messy thing that has only properly accounted for new understandings of Practice with every Awakening. --The first part of the physical rebuild will almost feel like a demolition, but that's just how it has to be. All the components, decades of work, have to be ripped out and then painstakingly replaced. You'll be pulling a lot from Insight's own experience, as well as Vision's hardware architecture for this though, so it'll actually be the simplest part of the whole business. [65%, locked 2 years]

Mainly what I'm looking for are ways to cut down the time for some of these actions, rather than the percent failure chance

I've played around with a few of the longer actions, but they have issues being shortened unless I split them up and there's not much value to doing that now.

On the matter of the Vault, it's actually one of the things that the security clearance issues will have the least effect on, because Amanda's the only one with anything close to admin privileges and she can't figure out how to pass them on. This leaves her in the perhaps unfortunate position of being indispensable where it comes to looking into the deeper secrets of the place. They really can't afford to push her out of the process.

Well, you are the QM, but I'm not sure that reasoning holds up to the way you've described Congress's function and attitudes in the past. As I see it, the fact that Congress can't cut her out is why they'd most likely wrap her up in red tape all the more. That is, after all, their stated purpose: to provide oversight and delay and/or obstruct things that they don't like/can't control by tying them down in committee hearings and regulations. Their job is to do it to the President, so it's a damn sure thing they'll be doing it all they can to a private citizen who managed to find herself as the gatekeeper for something the state feels it needs to have access to.

Ironically, it's the stuff that Congress can get access to from other sources that they'll be less likely to be obstructive over. That's why we ought to have a relatively easy time with Science and Practice actions: after all, the Ministries of Science and Practice will still be there, even if Amanda's Institute will no doubt be poaching most of their resources and the majority of the best talent into her own private duchy. Getting access to the aliens or the military shipyards, however, are going to be an absolute chore for us, and I predict that Vault access is going to take a lot longer, even if it's not necessarily harder to do (so percent success will go up, but so will time domain, which ironically will make it no longer worth the effort but that's the path we've chosen.)

Their true purpose is to protect humanity. Yes, that's by keeping the President from becoming a dictator, but I'd bet over half of them have kept their true purpose in mind.
On another level... would you hassle the world-famous living saint who just stepped down? When there's a real chance she could destroy your career with a few casual publicly-spoken words? Maybe. But I wouldn't.

For the speech...
You're going to want, among other things, the following:
1. To say how proud you are, of the people you've led. Alive and dead, alike. Mention several people, and several more groups, by name.
2. To give a suggestion for the government's direction for the next few years, or decade or two. Obviously, get more actions whenever possible. There are other aspects - read TheEyes' plan - and we don't have to say much since Snowfire's confirmed that our replacement will most likely not be an idiot. :) (And if our replacement turns out to be Gilderoy Lockhart... Well, Jonathan always wanted to out in a blaze of glory.)
3. To ask reporters to please not spy on her too much.
4. To send out a call for the Circles to begin looking for candidates for The Science Institute (TM).
5. A - weakly worded - request that this please not turn into a government by Potential. Don't emphasize this enough to get people excluding Potentials from government, or little enough to get a government-by-Potential.
6. Optional: A request that everyone (normals, too!) try to contribute to an epic work of Practice.
7. Optional: A request that everyone pressure congress and the next administration into giving us a special security clearance.
 
I'll probably not be leaving this open all that long, simply because the options list is so large, it's been making planning hard, and speeding through the next two years is probably good for the health of the quest. Next twenty-four hours most likely, unless we get another contender for plan.

@TheEyes remember that you'll need to add the write-in for the speech into your plan if you want it to apply.
