Just to re-iterate; Amanda would go absolutely mental after about 2 weeks of f-all to do from freedom rain, so the options should be read as '1','2', '999' and 'fuck no'
Freedom Rain isn't about doing nothing; it's about two things:

1. Getting out of the public eye. Right now there's a very real concern that the more radical supporters of Amanda, in particular the ones more predisposed to spiritual thought patterns, are building her up to be some sort of mythical or religious figure. We haven't actually done anything to dampen that problem either, being more focused on the Shiplord threat, so it's still out there, an unknown unknown. Getting Amanda out of the public eye for a few years should at least do a little too mitigate that potential issue.

2. Focus on personal plans. I've been suggesting since the latest Interlude that we might be able to leverage the Circles as a possible mechanism for tapping into the Practice energy of non-Potentials through collective action in a community-focused support environment. It's a possibly game-changing idea, but it's also one that doesn't really mesh well with options other than Freedom Rain. See, the most efficacious method for figuring out if there's any merit to the idea is for Amanda to go back to her home Circle, spend a year reconnecting, and see if she can feel any power or presence in the link; she can't do that if we throw her immediately into another large organization where her freedom to act is constrained by many external commitments.

My ideas for that:
  1. Contact Circles
  2. Spread knowledge. It's NOT praying. Try things to access the energy, meditation&focus or something else
  3. Test effects
  4. Test effects with someone else as focus
  5. Test focussing on "support person" and "support task".
  6. Test whether continual support can be achieved by rotating focussing groups. Like 2 hour shifts per day. Let's see what happens if this can work and Insight get's a 24h support of ~1% of the human population.
  7. Test major focus application - getting used to handle the energy.
That should be enough for a few years.

A little sad the meme-worthy "SCIENCE!!!" option is winning over the much more practical, in the near term, Ever Present. We really need the resources that a Ministry level position has to keep up with all the current demands on our time, namely:
  • The Elder First vault.
  • Development of Speaking.
  • Development of Dream Circle Practice techniques.
  • Unisonbound training.
  • Integration of our other two Practiced devices.
Going with the NGO option right now limits our resources in what is a critical time for us and Humanity.

Also, to be frank Mary is wasted in the private sector right now. At the moment our most important upcoming projects are planetary scale megaprojects, like asteroid digestion and star lifting, or fundamental education reform; that's not something a private NGO is going to be very good for.

After the Regulars fleet we should have another period of time to go private to do more blue-sky research (and threesomes); for now I think we're better off following the money.

I mean, the second place here isn't the one that's going to automatically be what you work towards, there's a third-stage vote for that. I just preferred a ranked vote for this decision, because it gives more ability for people to express their opinions. Given that basically no one has voted for Tongues of Gold at any point, I'm probably just going to file it off though, and make the final voting phase Ever Present vs The World's Lover. I won't deny that the latter option was made at least in part to split up the voting, but it's not a trap option.

I don't believe in trap options, especially for things like this.

Also, have a tally before I head out for the afternoon/evening. I won't be calling this until tomorrow.

Geez. I'm startled by how vehement the hate for Tongues of Gold is. It feels like people are associating her role with modern political lobbyists when in fact she would be an official member of the congressional council. She wouldn't be applying extragovernmental pressure to make things happen; she would be in a position in the government where her opinions are being explicitly asked for due to her experience and knowledge.

That said, The World's Lover is looking a little more attractive given the mechanical details that have been listed.

Admittedly basically what I was preparing to push for when I saw that that option was likely to win but the drawbacks are immense:

1) imagine if this happened when we were president: Khalila says she leaves government but then goes and strengthens her followers (who see her as the fist of god) into a massive political faction that means she has - though unelected - the power to dictate policy to us.

That is how the new president is going to see our actions if we go and strengthen the circles on our own.

2) we could still research ways to use large groups in practiced rituals, but considering that we do it with limited resources means we can only do small tests and we have to spend more time and energy organising them then if we had official help. Considering that in the coming battles (or megastructures projects) we will be using billions of people at once I want the final tests to be of at least several million people. And if we manage to get an entire city to do the ritual with us without invilving the government, please see point 1.

3) if we don't have the government backung us by declaring this is science and we are project lead how is this going to look to the average Joe? Saint Hawk indeed. Unless you want to spend yet more time and energy to do a solar system wide teaching campaign without official help?

TL:DR

if we don't just sit around chatting to family freedom rain means making the government into an enemy, having less resources to get things done and increase the chances of being seen as a saint (at least)

So no, I don't like this option
 
Okay, maybe over stating it a bit, but how do you think we would have reacted to 1) ? Maybe we would have given her the benefit of the doubt, but are you rally sure our replacement would be so high minded?

I think most people, myself included, just see it as the worst of both worlds.
If we wanted political power, we just could remain as the president, and be actually free in our decisions, while being in the government without ultimate authority combines the stress of being in the government with the downside of not being in actual control.

Except we didn't have actual freedom in our decisions for the last two years anyway, since the emergency powers stepped down and congress stepped up. This takes the burden of routine administrative duties off of Amanda and delegates responsibility for large chunks of government (e.g. military construction, which she really shouldn't need to care about) to someone else while she gets to focus on just the responsibilities that make the most sense for her to be involved in.
 
Equally, the position of a Minister without portfolio would avoid congressional entanglement quite handily. Your budget would be handled by the Home Office, and what you did with it would be largely (already discussed this point) up to you.

Hence why it is my favourite.

But rather than banging on about the many reasons not to go the freedom rain route, can someone explain what makes this option simply better than the others? And I mean better in a way that can't just be put down as an action on the other options (like: [x] spend a few days this year reuniting with people).

Fluffwise, at least in my understanding, Amanda is nearing a burnout.
You need time to recuperate from that, a few days or a few weeks won't cut it.

You'd be surprised how quickly people recover (especially someone whose entrie core is built around recovery)... tbh I wouldn't mind for a month or two... hell, half a year could be explained with letting the new president find his/her feet, but 2 years is just stupid.... about the only thing I can think of is that people want a fast forward to new and interesting stuff

Well, and you'd be surprised what decades of stress and battles can do to people, and how much time people can need to get rid of PTSD.
