Yeah, you can't call in reinforcements until you get contact with the rest of the Empire.
At which point the rest of the Cabal will go "Ooh, shiny planet!" and start tossing forces for you to use and conquer the place.

I think he can build up his industry thus add more mechanized units, though. Up to a limit at least if he can keep retraining soldiers to be vehicle crews.
Or consider recruiting bugs as his soldiers.
