While the trade deals negotiated with some of the Westerosi realms brought the Sealord much joy to finish, there is work to be done. Changes to tariffs and import duties, merchants to be kept an eye on to ensure that they do not shame Braavos with their behavior, artisans - as well as the Arsenal - must be told early what goods they can expect to purchase more than before and what to sell, scions of prominent families persuades to represent Braavos, and finally, ships from the Arsenal will be sailed to the realms where they are purchased.

One is focused on securing ever more wealth for Braavos, now that Braavos no longer has to keep her wealth relatively modest, lest dragons sweep down from the skies. They have taken to calling themselves "the purples", after the purple sails that the Braavosi merchant vessels fly. The second faction is the "freemen", who wish to rid Essos of slavery, now that the wretched institution is no longer protected by dragons.
For now, this split hasn't caused any problems - as none but the most fanatical freemen would launch a crusade immediately - but while the Sealord has yet to formally announce his support for either side, his actions - sending a trade expedition east of Valyria and signing trade deals with Westerosi realms - speak loudly enough. While there are none in Braavos who would be saddened to see the slaving Free Cities razed, most are nevertheless relieved that the Sealord does not seem to be inclined to start wars in which Braavos would likely be outmanned many times over.

So long as sufficient wood is available at (reasonable rates) from the North, the North will be the sole foreign supplier of wood for the Braavosi Arsenal. Said wood will be classified as a military good, and will as such be exempt from any custom fees or import taxes.

King Garth XII has spent his reign building the foundations of a peaceful and prosperous Kingdom of the Reach. Now with marriage pacts and alliances being brokered with both the Lannisters and the Durrandons, House Gardener can look both inwards and outwards towards harnessing the true economic and cultural power of the Reach without fear of warfare with two of her most powerful neighbors.
The Reach is highly productive, densely-populated, and quite wealthy. It is time to put these advantages to good use.
Action 1) Exploration of the High Seas
The Reach boasts one of the largest military and merchant marines in all of Westeros. Thanks to the power and prestige of the Arbor and Oldtown, the Reach has a naval force that rivals even that of the Iron Islands, while the Redwynes boast one of the largest commercial fleets in the known world. Trade with the rest of Westeros and with much of Essos is a major economic driver for the seafaring and commerce-driven economies of the southern Reach. With the great Houses Redwyne and Hightower far more merchant-oriented than the other major feudal families of Westeros, and with the Doom of Valyria utterly destroying one of the greatest empires the world had ever seen, there is a massive commercial vacuum just waiting to be filled. The great cities and empires found in Qarth, Volantis, Yi Ti, and Ashai are now open to us, without fear of stepping on the toes of the Dragonlords. It's time for a series of great voyages of exploration to take place in the name of House Gardener and the Kingdom of the Reach. This action is divided into two parts, with the Hightowers and Redwynes going east and the Gardeners themselves sponsoring an expedition to the west.
House Hightower and Redwyne will be given leave to take a large expedition of ships to the greatest ports that lay along the Summer Sea
We will make port at the Summer Islands first to hire several bands of legendary red archers with goldenheart bows to help provide additional protection from pirates, corsairs, and any Ironborn raiders that are operating in the Summer Sea. While the Hightowers and Redwynes obviously have established their own defensive measures to protect merchant shipping due to the wealth and power they already have, we will take any and all precautions for a voyage as important as this.
The expedition will also seek to buy or even just rent a few Swan Ships from the Summer Islanders as well, for these are the perfect kind of ships to use for a voyage like this. Gifts including some of the Arbor's greatest wines, famous woodharps from Oldtown, copies of books from the Citadel, and other unique goods from the Reach (including produce) will be used to establish good will with the Summer Islanders and help make a deal with them. Gold will be used to directly hire the red archers for the voyage, with the promise that they'll be free to return home to after the trip, or return with us to Oldtown if the hired archers wish. Even if we can't get everything we want out of this deal, we still want to establish friendly relations with all the independent princes of the Summer Islands to establish the friendly disposition of House Gardener towards them.
The Hightower expedition is expected to last at least a year or two before returning home to Oldtown. I wish for them to stop by Lys, Volantis, Meereen, Qarth, Yin, and Ashai before making call at Port Moraq, Faros, Port Yhos, and New Ghis, before exploring the southern part of the Summer Islands before returning home to Oldtown.
House Gardener will directly sponsor a smaller expedition of ships to explore the Sunset Sea
If we can discover a western approach to Ashai and Qarth that could dramatically cut down on the time it takes to make a trip to the far east and back. Circumnavigating the globe has long been a goal of many a great explorers, though no one has ever been able to conclusively prove they have done it. It's time we start exploring the possibility of...well, exploring the Sunset Sea.
The Citadel will be tasked with charting out the circumference of the globe to determine the size of the world vs that of the known world, and thus the length it would take to reach Ashai assuming there is no other great landmass that lies in the Sunset Sea.
Meanwhile, a call will be put out for the greatest sailors, cartographers, and astronomers in all of the Reach to make their way to Highgarden so they can present plans and proposals for a westward expedition to Ashai to the King himself. Garth XII will make it clear that any man who can take a ship, sail west across the Sunset Sea, and return with proof of a westward passage to the far east will be rewarded with the King's weight in gold, be given a knightship, and be granted a keep of their own along the mouth of the Mander River. Any other requests from those who will lead an expedition to the west will be justly considered.
This is an action I expect may require some back and forth between myself and the mods representing NPCs before it can go forward. I'm ok with that.
Action 2) Construction of the Mander-Blackwater Canal
Per our recent negotiations with Storm's End, House Gardener and House Durrandon will begin work on constructing a canal between the Mander and the Blackwater.
While only shallow-draft boats can venture north of Stonebridge (the seat of House Caswell), seagoing vessels can travel as far north as the confluence of the Mander with the Goldengrove River, while medium-sized ships can travel the distance between the two. This means that fleets can reach this key point, while larger and smaller brown-water craft can travel up the rest of the distance to Tumbleton. From just south of Tumbleton, the canal will be constructed in the northwestern direction to the Blackwater, about 32-35 miles downstream of where the Blackwater river and the God's Eye river meet. The distance between these two points is just under 60 miles, and the lands around here are relatively flat and suitable for constructing a canal. I've attached a graphic showing the course of the canal. Each pixel is 8.1 miles in length, using the length of the Wall as a baseline to determine the length between he Mander and the Blackwater. While the canal will be entirely within the Reach's territory, this is a joint project between the Gardeners and the Durrandons due to the benefits it will bring the Stormlands as well (and because we are offering them free use of the canal once it's complete).
We expect construction of this canal could take a few years to complete. If locks are required, that should hopefully not prevent its construction since there are examples of medieval canals in real life that use locks.
OOC: Yes, I know some players are sick of canals being used in some older games but a canal linking the Mander and the Blackwater is such an obvious thing to do that I feel like it would be an act of malpractice for me to not word towards it. Don't @ me.
Action 3) Construction of Manderford
Per my conversations with the Iron Bank of Braavos, I intend to construct a great fortified port and commercial center at the mouth of the Mander River, named Manderford.
The days of Ironborn raiders traveling up the Mander are more or less over, and now we shall ensure they are over forever. Construction on a fortress guarding the mouth of the Mander will take place in the following stages.
Stage 1: Two great fortresses on either side of the river at its mouth will be build. A great boom chain will be made to span the length of the river and will be anchored on either end by both these fortresses.
Stage 2: Manderford itself will be build behind this boom chain. In addition to quite a lot of harbor facilities to service the trade that passes through the mouth of the Mander itself (both entry and exist), Manderford will be constructed to handle new trade that will take place thanks to the Mander-to-Blackwater Canal. This means the next thing to be constructed after the fortresses and the boom chain will be a large shipyard.
Stage 3: The port city will be designed around a shipyard, as well as a strong and large military garrison to protect the boom chain. In addition to providing repairs and refits for passing ships, the purpose of this shipyard is to make it easier to maintain a proper navy for the Shield Isles, as well as a decent river fleet with plenty of military and commercial transports to funnel goods and troops along the length of the river much faster than overland travel. Having a shipyard of this size capable of building new ships or repairing old ones from the fleet stationed at the Shied Islands will increase my influence over the Houses there, and make it easier to come to their aid in the event of Ironborn attacks (or naval attacks from anyone else for that matter)
Expansion: Essos is ripe for the taking. We will expand Eastward, and seize control of everything inbetween Myr and the Rhoyne, and we will expand south, and take everything between Myr and the coast of the Summer Sea. We will use the slaves we have freed and recruited into the Temple's service to do this.
We will begin training a professional standing army /city-guard to defend Myr.
We will begin building shipyards so that we may have a fleet in the future.
Begin organizing a sort of civil service to administer Myr and our other possessions, which will be separate from the Temple's hierarchy.
1. While some expansion occurs, it is nowhere near as effective as it might otherwise have been due to the lack of forces committed to it. While Myr's zone of control has increased it does not meet the Temple's expectations.

1) Securing political dominance on Koj: The infighting between the many Princes of the Summer Isles is rarely bloody due to strict adherence to specific codes of ritualized combat and heavy oversight from the numerous elders charged with documenting the long history of the Isles. That does not however, mean that the political turmoil that exists amid the petty nobility has ceased, and steps must be taken to cement the House of Xaq's control over the Pearl Palace of Koj, and our place at the primary house controlling the Isle's political interests. Sending out courtiers, attendants and a bevy of minor political operatives to gain an understanding of the current political views of the Isle of Koj should provide a baseline to build on.
2) Sunset Sea Trading Company establishment: Although the Summer Isles lacks for resources such as iron and bronze, it has always remained a place of wonder and wealth. Now is the time to expand on that, by establishing a merchant company with a number of noble backers as a source of supporting funds, and taking an account of the wealth of the Isles in order to trade to the rest of the wider world. The pelts and hides of great beasts such as the infamous Red Wolves, rare spices and endless numbers of jewels are of great value to the rest of the world, and by establishing a primary method of trading with the northern realms, we can expand our wealth.
3) Expanding the Harbours: Koj is home to one of the greatest naval harbours in the world, for no other port can create the massive, powerful Swanships that are the pride of the Summer Isles. By expanding both the current port to allow for more available trade and shipping both within the Summer Isles and beyond it, while laying the foundations for further development of mighty shipyards by which to lay down more powerful vessels, we can provide a basis to build our wealth, prestige and power on going into the future.
4) Seeking support: Gaining trading allies among the Summer Isles is important to secure our current princely position as Prince of Koj, and will be vital if we are to expand our trade further afield from the isles themselves. By sending out affirmations and rich gifts to the more powerful Princes on the surrounding isles of Walano, Omboru and Jhala. Strike up new friendships and comfortable connections, while our merchants can begin establishing themselves in the major Lotus Port, allowing us to begin shipping material from the Summer Isles across the Sunset Seas.
1. A common outlander joke is that Summer Islands successions are all bloodless. After all, people who are smothered in their sleep don't bleed. Potential rivals from children of other mistresses are removed or convinced to go into exile, as is traditional. (It would a good idea to design a family tree of those who are left)
2. Summer Islands nobility do not have the prejudice against commerce inherent in their Westrosi counterparts. Combined with the natural harbors of the Islands it is easy to send expeditions abroad to increase your resources.

1. While Braavosi ships have entered Slaver's Bay for the first time, the lack of a trade network in the southern seas makes further exploration difficult. Establishing enclaves in southern ports will help.
2. The lands of Freneros have been effectively under the city's control for years, the fall of the Dragonlords allows us to make that official.

Events:
- The leading families of Pentos have chosen a new prince, Hareo Pentaris. Young and without a lust for power, he is considered an ideal prince for most of the magisters. Pentos however remains divided between the Valyrian Party, which currently has a slim majority in the magisters council, and the Free City Party.
- In terms of foreign policy, the magisters council has determined to pursue friendly but distant relations with Volantis. At the same time friendly relations must be maintained with at least one of the free cities near the Stepstones, considering their dominance of the trade routes in that region. The leading families of Pentos are still divided as to how to approach foreign policy with the collapse of the Freehold and the quick end of the Valyrian Empire.

1. The R'hllorites are not pleased the position of Prince has been retained but they hope the position will be more than an excuse to sleep with two virgin slave girls at the same time once every year.

Bhaela Baelareon First Magiser of Lys
First Magister of Lys Bhaela earned the title being the face of the plot which killed the last of the dragons and Dragonlords seeking sanctuary in Lys after the doom. House Baelareon is local to Lys having developed its wealth from orchards, wine and alchemy. Such connections and experience proved useful when it came time for ending the last dragon lords in Valyria quickly and quietly. Bhaela now rules Lys but for how long? The power which placed her in control now find her outlasting her use, a face for the coup is useful but one that has time to gain popularity and power is not.
Laeron Berlaeris, Magister and Gonfaloniere of Lys
Gonfalonier of Lys Laeron was once captain of the Valyrian garrison in the city. With the end of the Dragonlords, Laeron saw the political landscape shifting aligning himself with the Red Temple and earning his election as Gonfalonier. As such his political power is largely reliant on the temple who through their jockeying have also earned him the title of Magister. A competent commander and respected by the common people Laeron has acquired much of his political power through agency not his own. As such the power can not truly be said to be his, with Laeron seen to be the next to become First Magister time will tell if his rule will be his or really that of his faceless backers.
Renaehra Artigar Magister of Lys
Renaehra's leadership in the Red Temple of Lys earne her, her position as Magister. Once a slave captured in the Summer Islands, Renaehra was purchased by the Red Temple and trained to be a priest in Asshai. Renaehra was one of the main conspirators in the assaination of Ly's Dragonlords. In the power vacuum caused by the loss of the Dragonlords Renaehra is consolidating her power and expanding the faith. This expansion has not been without resistance however the faithful of the weeping lady have offered stiff resistance to the spread of the Red Temple.
Baevon Nohiar Magister of Lys
A slave owner, Baevon owns numerous brothels and slave pens across Lys. Baevon is a harsh master and a wealthy one. Hi demenor and reputation has won him little friends however his wealth and influence of the market leaves his claim for the position of Magister undeniable.
Herys Rogare Magister of Lys
Herys Rogare is an exceptionally wealthy trader and banker who's sizeable wealth enabled him to buy his position as magister of the city and under Valyria treasurer of the colony's finances. Along with Laeron, Herys is some of the few people of power under the Dragonlords to retain influence in the new regime.

Lys is an island and her fleet will be her wooden wall. Lys is to focus on building up her fleet. To fund this expansion Lys is to begin decommissioning her horse numbers with the fund needed to support them moved to help fund the expansion of the fleet. As part of supporting this shift in focus Lys to found a professional force of marines to support the fleet. Initially small this Lys Sea Guard will be well equipped, disciplined and will specialise in boarding and amphibious raids. Most importantly this force will be made from freemen and not slaves. Well paid with strict requirements to join the Guard a degree of prestige is to be built around being members.

House Baelareon is to combine its alchemy knowledge, orchard and wine industries by creating/expanding distilleries on Lys. These are to make harder liquors and secure another trade good for Lys.

The Pact of Open Waters
Tyrosh and Lys agree to commit to the ideal that the stepstones be forever open to the free use of each others cities.
To achieve this they agree to ensure:
Neither party will hinder each others movement through the step stones.
Agree to station a fleet joint manned, joint funded and joint commanded to ensure peace in the step stones.
Such fleet will be of a size comprising no less then 15% of each others fleet in times of peace.
Such peace will entail ensuring the route nominated below being free from pirates and other ne'er do wells that will inhibit the free flow of trade.
Ne'er do wells in this instance including but not limited to military vessels not members of this pact.
In times of war each part may withdraw there contribution to the fleet without breaking the treaty. Should one be forced to withdraw due to an act of war made against them, the other party will match the previous contribution until such time as the at war party is at peace.
Membership in the pact.
Membership in the pact will be broken should one fail to uphold their contribution and responsibilities to the pact.
Should membership be broken unlawfully a 10% tax will be imposed on the lapse members traders until such time as enough money has been raised to replace their contribution.
Membership in the pact may be voluntarily broken without being unlawful by paying the other pact member/s to replace their contribution.
New members may be inducted into the pact with a vote of existing pact members achieving an absolute majority .

The Great March
While the various Free Cities were content for the most part to gradually expand their domains, Volantis was not. It decided to send most of its forces on a massive campaign to retake the cities that it used to rule and to spread the word of R'hllor. The results were mixed. On one hand, the combination of R'hllorite zeal plus a massive commitment of troops led to a great deal of land being taken. On the other hand the combination of having to storm various cities with the cooperation of rioters withing resulted in a great swathe of destruction engulfing the land northeast of Volantis and the loss of many troops. The dameg will have to be healed before Volantis can profit form its conquests.

The conflicting claims of supreme leadership of the worshippers of R'hllor has begun to divide the faithful across Essos. The Myrish Rite holds far more orthodoxy with the tenets of R'hllor but the Volantaene Rite is more pragmatic and thus holds greater appeal for thus trying to deal with mixed populations of believers and non-believers. Given Volantis's advances the High Priest has the advantage but Myrish successes could change that.

Internal Events:
The II and I Legion are trained by Veterans of the Auxiliary Legions that returned home after service to the Former Valyrian Overlords prior to the doom. The Veterans are on the older side for Soldiers having all completed the Mandatory 10 year enlistment in the Valyrian Army for Ghiscari Auxiliaries and in some cases having a further 10 years of peace at home, but they are capable of training up the new recruits in a 9 week boot camp to see the Iron Legions reforged anew into the manipular format innovated by the Princeps when taking over Ghaen. Meanwile A third Legion is being Raised from Ghaen. This III Legion is still in training and it is expected that it will exhaust the possibility of any further troops being Raised from Ghaen. At the same time as the Army drilling, the small navy that New Ghis has been allowed to retain for pirate defense is drilling in fleet actions, coordination, and scouting. This should allow an increase in crew quality. Meanwhile 10 Dromonds are being laid down in the Dockyards to round out the fleet. These are not expected to be completed for some time. By the end of the 9 weeks the Fleet and the I Legion Muster on the Field of the Harpy and supplies are gathered. It seems a campaign is in the offing (OOC: Major Action 3 @Ceslas use the plans I sent)
With the Signing of the Ghiscari League between Mereen, Hazdan Mo, and New Ghis, new Ghis sees an increase in trade. In addition New Ghis now has commitments to come to her allies' aid should it be required.
The Imperator is somewhat enamored with Qartheen Elephants and their potential combat uses. He is currently attempting to persuade his father the Princeps of such, but the man is steadfast in his determination that discipline and training are what make the best armies, not gimmicks like elephants. Only time will tell if the Imperator can sway his father's mind.
Economy: Boom
With the restriction placed on New Ghis by their former Valyrian Overlords lifted, New Ghis is free from the export quotas placed upon them. Combined with the new alliance being formed, this has allowed New Ghis an economic boom.
Iron, Lead, Zinc, and Tin from the Ghaen interior are shipped out along with Slaves, Fish, Pearls, and other goods are all produced locally, but much of the wealth is being funneled into the state. So long as growth continues this should not be an issue, however if growth were to halt without proper reinvestment it could cause a crash.
Military:
The Iron Legions of New Ghis are a descendant of the Lockstep Legions of Old Ghis. Previously every Legion Raised by New Ghis would be sent to Valyria to serve as Auxiliary troops, with New Ghis only being allowed to retain a maximum of two Legions by Treaty for her own defense. Even the bastards of Valyria knew the value of Ghiscari Legions. However with her former overlords gone, New Ghis may once again raise new Legions for her own purposes and train them to the standard of the Old.
Each Legion is comprised of 10 Centuries of 600 men, in turn comprised of 6 cohorts of 100 men. The Legions are formed up in cohorts in checkerboard formation, allowing greater mobility and ability to shift into other formations such as Wedge or Block. Each Legion has approximately 4,800 Heavy Infantry Legionaries and 1,200 Light Troops.
Legionaries are armed in mail with helms, bracers, and greaves large Scutum Shields, a hasta spear, short stabbing sword, and Javelin, which they throw before making contact.
Light troops are armed in boiled leather over padded jacks with helms, small round shields, javelins and short stabbing swords. They skirmish and scout and in battle prevent the flanks from being overrun.

Navally New Ghis is somewhat worse off as Valyria saw no use for ships when dragons could fight naval battles better. New Ghis was limited to a Humiliating 40 ships for defense against Pirates and were not allowed to field Dromonds, only the smaller War Galleys. With the Valyrians Gone however a slight shipbuilding project has begun to rectify this with 10 Dromonds being laid down in the naval yards.

Perhaps if some of these kings had been suitably flattered by actions in the preceding years the support of some might have been acquired but starting off by asking for restoration of the perogatives, even privately, was a recipe for disaster. There are still some notes to be taken form the talks.

Destruction of Beauty
Destiny moved in unexpected ways for the Sarnori. Khal Mengo, believing he might be the Stallion That Mounts The World, and fresh off his ruination of the Ghiscari city of Ghardaq left Vaes Dothrak on a mission to unite the Khalasars and to expand the Grass Sea. Defeating several smaller Khals and doubling his riders after absorbing their Khalasars, Khal Mengo decided to prove his skill by attacking the Sarnori. His target was the Kingdom of Sathar, well-known for its beauty and art, as well being right on the border and lightly defended. After sending 500 riders to block the roads from Sathar and Kasath to Sarnath Khal Mengo conducted a ferocious campaign of looting and pillaging in the farmlands around Sathar, waiting for the inevitable offer of tribute. An offer was eventually sent. This was hardly the first Dothraki raid after all, and they were easily bought off with gold.
Khal Mengo insisted on a grand ceremony in front of the gates of Sathar where the tribute was led out and placed before him. Again, not unusual. But as the gates opened and carts of valuable art and slaves were wheeled out the Khal gave a surprising order: "Aijin!" This was the order for the riders to burst through the gates and slaughter everyone who opposed them as they burned the city to the ground. This trick had destroyed Ghardaq and the Sarnori had not heard of it yet. In a few hours the city was sacked with all who resisted killed, all others enslaved and everything valuable sent back in a caravan to Vaes Dothrak with an escort, with the Khal only keeping a resserve of godl and some poets. The rest of his Khalasar rode to Kasath, hoping to repeat the same trick or that the guard were foolish enough to be bribed.
But history had other things in mind. The great destruction of Sathar was spotted from a distance and a rider, whose name history has forgotten, rode to Kasath and managed to warn the garrison. Khal Mengo would find the gates barred, the walls manned, and the guards possessing valor and sense. Kasath would not be fooled. Messengers sent from Kasath who thought to take a circuitous rote through the King's Hills to the northwest were able to reach Sarnath just as King Etash was planning Zimudar's demise and his own elevation. The destruction of a Sarnori Kingdom could not be ignored, especially when the man who would cause trouble was directly imperiled by it. Plans changed. In exchange for giving up his ideas of restoring the old perogoatives, King Zimudar would be granted the whole of Sarnor's forces to drive back Khal Mengo. He accepted and so the great empire rallied to the task. As the Kings made plans to return home some hinted that they might not be opposed to a restoration, if they were properly honored first in the ways he had discussed.

Birth of a Legend
Meereen refused to wait until it had secured its surrounding lands before embarking on conquest. It believed it could destroy the city of Yunkai with one campaign with initial forces. After all, they had lancers and Yunkai was a den of pleasure slaves. What could they do to oppose them: blow kisses? The initial campaign went as they planned. Yunkai was quickly surrounded as the Yunkish decided to risk a siege. Leaden shot rained from walls on the soldiers of Meereen as the Meereenese waited for their new ships to put an end to the Yunkish navy.
However, they had forgotten that Astapor had forged an alliance with Yunkai and if merchants have one point of honor, they uphold their end of the contract. The Meereenese would soon see a great army approaching. The merchants of Astapor had made a great deal of gold selling slave soldiers to the Dragonlords but this was the first time they sent a true army into the field. Bristling with spears and herded forward with loud cries from their masters, the Astapori phalanx crashed with the Meereenese. The Yunkish, seeing an opportunity, sallied forth. Given time the Meereenese would have been able to use their mobility to drive off the Astapori but the yUnkiash charge caused them to suffered a humiliating defeat, driving them back north with the combined army in hot pursuit, seizing some of Meereen's southern hills.

1] House Martell in the wake of the dark omens of Valyria's fall has witnessed many of its neighboring powers fall into obscene orgies of violence as the breaking of the Dragon lords rule has left them free to act on all their darkest impulses. For House Martell its first concern must be to seeing such events don't overtake Dorne and lead to similar bloodshed and chaos.
Thus Prince Quentyn has been ordered to bring together a mustering of soldiery from across Dorne at Sunspear (These are men who aren't sworn to any lords, freeriders, knights and men-at-arms without masters).
2) Prince Oberyn calls on the lords of the Dornish Marches to double their watch on the borders and to report if any signs of aggression from the Reachlords or Stormlords was escalating beyond the normal affairs of the raids.
3) The great fleet the Rhoynar first arrived with has long since dwindled away in the employ of House Martell, but times have changed, the unquestionable hegemony and protection of Valyria is stripped from the seas and already an uptick in piracy can be noted in the Stepstones as the old dragon lord outposts no longer have dragon's fire to back their word. The Lords of the Salt Shore and the Greenblood have been asked to provide aid in rebuilding a fleet for all of Dorne, be it with mariners, shipwrights or just labor.

Now with marriage pacts and alliances being brokered with both the Lannisters and the Durrandons, House Gardener can look both inwards and outwards towards harnessing the true economic and cultural power of the Reach without fear of warfare with two of her most powerful neighbors.
The Reach is highly productive, densely-populated, and quite wealthy. It is time to put these advantages to good use.
Action 1) Exploration of the High Seas
The Reach boasts one of the largest military and merchant marines in all of Westeros. Thanks to the power and prestige of the Arbor and Oldtown, the Reach has a naval force that rivals even that of the Iron Islands, while the Redwynes boast one of the largest commercial fleets in the known world. Trade with the rest of Westeros and with much of Essos is a major economic driver for the seafaring and commerce-driven economies of the southern Reach. With the great Houses Redwyne and Hightower far more merchant-oriented than the other major feudal families of Westeros, and with the Doom of Valyria utterly destroying one of the greatest empires the world had ever seen, there is a massive commercial vacuum just waiting to be filled. The great cities and empires found in Qarth, Volantis, Yi Ti, and Ashai are now open to us, without fear of stepping on the toes of the Dragonlords. It's time for a series of great voyages of exploration to take place in the name of House Gardener and the Kingdom of the Reach. This action is divided into two parts, with the Hightowers and Redwynes going east and the Gardeners themselves sponsoring an expedition to the west.
House Hightower and Redwyne will be given leave to take a large expedition of ships to the greatest ports that lay along the Summer Sea
We will make port at the Summer Islands first to hire several bands of legendary red archers with goldenheart bows to help provide additional protection from pirates, corsairs, and any Ironborn raiders that are operating in the Summer Sea. While the Hightowers and Redwynes obviously have established their own defensive measures to protect merchant shipping due to the wealth and power they already have, we will take any and all precautions for a voyage as important as this.
The expedition will also seek to buy or even just rent a few Swan Ships from the Summer Islanders as well, for these are the perfect kind of ships to use for a voyage like this. Gifts including some of the Arbor's greatest wines, famous woodharps from Oldtown, copies of books from the Citadel, and other unique goods from the Reach (including produce) will be used to establish good will with the Summer Islanders and help make a deal with them. Gold will be used to directly hire the red archers for the voyage, with the promise that they'll be free to return home to after the trip, or return with us to Oldtown if the hired archers wish. Even if we can't get everything we want out of this deal, we still want to establish friendly relations with all the independent princes of the Summer Islands to establish the friendly disposition of House Gardener towards them.
The Hightower expedition is expected to last at least a year or two before returning home to Oldtown. I wish for them to stop by Lys, Volantis, Meereen, Qarth, Yin, and Ashai before making call at Port Moraq, Faros, Port Yhos, and New Ghis, before exploring the southern part of the Summer Islands before returning home to Oldtown.
House Gardener will directly sponsor a smaller expedition of ships to explore the Sunset Sea
If we can discover a western approach to Ashai and Qarth that could dramatically cut down on the time it takes to make a trip to the far east and back. Circumnavigating the globe has long been a goal of many a great explorers, though no one has ever been able to conclusively prove they have done it. It's time we start exploring the possibility of...well, exploring the Sunset Sea.
The Citadel will be tasked with charting out the circumference of the globe to determine the size of the world vs that of the known world, and thus the length it would take to reach Ashai assuming there is no other great landmass that lies in the Sunset Sea.
Meanwhile, a call will be put out for the greatest sailors, cartographers, and astronomers in all of the Reach to make their way to Highgarden so they can present plans and proposals for a westward expedition to Ashai to the King himself. Garth XII will make it clear that any man who can take a ship, sail west across the Sunset Sea, and return with proof of a westward passage to the far east will be rewarded with the King's weight in gold, be given a knightship, and be granted a keep of their own along the mouth of the Mander River. Any other requests from those who will lead an expedition to the west will be justly considered.
This is an action I expect may require some back and forth between myself and the mods representing NPCs before it can go forward. I'm ok with that.
Action 2) Construction of the Mander-Blackwater Canal
Per our recent negotiations with Storm's End, House Gardener and House Durrandon will begin work on constructing a canal between the Mander and the Blackwater.
While only shallow-draft boats can venture north of Stonebridge (the seat of House Caswell), seagoing vessels can travel as far north as the confluence of the Mander with the Goldengrove River, while medium-sized ships can travel the distance between the two. This means that fleets can reach this key point, while larger and smaller brown-water craft can travel up the rest of the distance to Tumbleton. From just south of Tumbleton, the canal will be constructed in the northwestern direction to the Blackwater, about 32-35 miles downstream of where the Blackwater river and the God's Eye river meet. The distance between these two points is just under 60 miles, and the lands around here are relatively flat and suitable for constructing a canal. I've attached a graphic showing the course of the canal. Each pixel is 8.1 miles in length, using the length of the Wall as a baseline to determine the length between he Mander and the Blackwater. While the canal will be entirely within the Reach's territory, this is a joint project between the Gardeners and the Durrandons due to the benefits it will bring the Stormlands as well (and because we are offering them free use of the canal once it's complete).
We expect construction of this canal could take a few years to complete. If locks are required, that should hopefully not prevent its construction since there are examples of medieval canals in real life that use locks.
OOC: Yes, I know some players are sick of canals being used in some older games but a canal linking the Mander and the Blackwater is such an obvious thing to do that I feel like it would be an act of malpractice for me to not word towards it. Don't @ me.
Action 3) Construction of Manderford
Per my conversations with the Iron Bank of Braavos, I intend to construct a great fortified port and commercial center at the mouth of the Mander River, named Manderford.
The days of Ironborn raiders traveling up the Mander are more or less over, and now we shall ensure they are over forever. Construction on a fortress guarding the mouth of the Mander will take place in the following stages.
Stage 1: Two great fortresses on either side of the river at its mouth will be build. A great boom chain will be made to span the length of the river and will be anchored on either end by both these fortresses.
Stage 2: Manderford itself will be build behind this boom chain. In addition to quite a lot of harbor facilities to service the trade that passes through the mouth of the Mander itself (both entry and exist), Manderford will be constructed to handle new trade that will take place thanks to the Mander-to-Blackwater Canal. This means the next thing to be constructed after the fortresses and the boom chain will be a large shipyard.
Stage 3: The port city will be designed around a shipyard, as well as a strong and large military garrison to protect the boom chain. In addition to providing repairs and refits for passing ships, the purpose of this shipyard is to make it easier to maintain a proper navy for the Shield Isles, as well as a decent river fleet with plenty of military and commercial transports to funnel goods and troops along the length of the river much faster than overland travel. Having a shipyard of this size capable of building new ships or repairing old ones from the fleet stationed at the Shied Islands will increase my influence over the Houses there, and make it easier to come to their aid in the event of Ironborn attacks (or naval attacks from anyone else for that matter)
1. The Hightowers and the Redwynes embark on a great treasure voage to the east. At last report they were leaving the Summer Islands with cargoes laden with exotic woods. They will continue to Volantis and Slaver's bay Next year. The plans for a great western expedition are quietly scuppered due to projections of the world's surface indicating the distance between Westeros and Ultros is too great and all prior expeditions failing. Not to mention there is no economic reason to sail west.
2. Surveyors have returned form the east and their news is no good. The proposed route goes through hill county and maintaining a suitable flow would be impossible. A proposed alternate route will start some miles south of the source of the Mander and heading north into the Blackwater before it meets the river form the God's Eye. Alternatively, a paved highway along the initial planned canal route with market towns at both ends would be vastly cheaper and easier to construct.
3. While two great fortresses may be a stretch, plans are laid for the boom chain and two castles and the foundations are being dug as we speak.

What Do You Do with a Drunken Rhoynar?
To be concerned about piracy in the wake of the Doom was sensible. To desire an expedition to be mounted was practical. But to do it as the Dornish did was to invite calamity. 8 ships and 1,000 men were sent into the heart of the Stepstones to capture the island of Bloodstone. The Stepstones had always had a sizable pirate population and now emboldened by the Doom they wasted no time in destoryed the entire expedition. Adding insult to injury was the news that Tyrosh resented the intrusion on its territorial waters warned House Martell to keep out the central Stepstones.

As Houses Gardener and Durrandon celebrated the union of their Houses all others from the Neck to the Greenblood realized this represented a dangerous threat to the status quo of Westeros. The key interest of all the Kings of Westeros was to gain more power but failing that them to ensure there was a balance of power that preserved what they already had. Military:
The Iron Legions of New Ghis are a descendant of the Lockstep Legions of Old Ghis. The I and II Legions have been drilled into an elite fighting force and the I blooded against bandits. A III Legion is currently in training by veterans that have come out of retirement as drill instructors.
Each Legion is comprised of 10 Centuries of 600 men, in turn comprised of 6 cohorts of 100 men. The Legions are formed up in cohorts in checkerboard formation, allowing greater mobility and ability to shift into other formations such as Wedge or Block. Each Legion has approximately 4,800 Heavy Infantry Legionaries and 1,200 Light Troops.
Legionaries are armed in mail with helms, bracers, and greaves large Scutum Shields, a hasta spear, short stabbing sword, and Javelin, which they throw before making contact.
Light troops are armed in boiled leather over padded jacks with helms, small round shields, javelins and short stabbing swords. They skirmish and scout and in battle prevent the flanks from being overrun.

Bhaela Baelareon First Magiser of Lys
First Magister of Lys Bhaela earned the title being the face of the plot which killed the last of the dragons and Dragonlords seeking sanctuary in Lys after the doom. House Baelareon is local to Lys having developed its wealth from orchards, wine and alchemy. Such connections and experience proved useful when it came time for ending the last dragon lords in Valyria quickly and quietly. Bhaela now rules Lys but for how long? The power which placed her in control now find her outlasting her use, a face for the coup is useful but one that has time to gain popularity and power is not.
Laeron Berlaeris, Magister and Gonfaloniere of Lys
Gonfalonier of Lys Laeron was once captain of the Valyrian garrison in the city. With the end of the Dragonlords, Laeron saw the political landscape shifting aligning himself with the Red Temple and earning his election as Gonfalonier. As such his political power is largely reliant on the temple who through their jockeying have also earned him the title of Magister. A competent commander and respected by the common people Laeron has acquired much of his political power through agency not his own. As such the power can not truly be said to be his, with Laeron seen to be the next to become First Magister time will tell if his rule will be his or really that of his faceless backers.

Renaehra's leadership in the Red Temple of Lys earne her, her position as Magister. Once a slave captured in the Summer Islands, Renaehra was purchased by the Red Temple and trained to be a priest in Asshai. Renaehra was one of the main conspirators in the assaination of Ly's Dragonlords. In the power vacuum caused by the loss of the Dragonlords Renaehra is consolidating her power and expanding the faith. This expansion has not been without resistance however the faithful of the weeping lady have offered stiff resistance to the spread of the Red Temple.

A slave owner, Baevon owns numerous brothels and slave pens across Lys. Baevon is a harsh master and a wealthy one. Hi demenor and reputation has won him little friends however his wealth and influence of the market leaves his claim for the position of Magister undeniable.

Herys Rogare is an exceptionally wealthy trader and banker who's sizeable wealth enabled him to buy his position as magister of the city and under Valyria treasurer of the colony's finances. The Pact of Open Waters
Tyrosh and Lys agree to commit to the ideal that the stepstones be forever open to the free use of each others cities.
To achieve this they agree to ensure:

Agree to station a fleet joint manned, joint funded and joint commanded to ensure peace in the step stones.
Such fleet will be of a size comprising no less then 15% of each others fleet in times of peace.

In times of war each part may withdraw there contribution to the fleet without breaking the treaty. Should one be forced to withdraw due to an act of war made against them, the other party will match the previous contribution until such time as the at war party is at peace.
Membership in the pact.
Membership in the pact will be broken should one fail to uphold their contribution and responsibilities to the pact.
Should membership be broken unlawfully a 10% tax will be imposed on the lapse members traders until such time as enough money has been raised to replace their contribution.
Membership in the pact may be voluntarily broken without being unlawful by paying the other pact member/s to replace their contribution.
New members may be inducted into the pact with a vote of existing pact members achieving an absolute majority .
Modifying the pact.
Any modifications to the pact including protected trade routes and contributions can be made by a vote of pact members achieving an absolute majority vote.
