Ordinary people seems to have time to rush to the shelters once the Endbringer warning sounds, but it is unclear if it worked like this before Dragons observaton/prediction system was started.
If there were absolutely no warning I have a hard time seeing any country bothering to build shelters as anything more than 'Survival Theatre' before Dragon started sending out 5-30 minute warnings, but the shelters have clearly existed for quite some time by the time of Leviathan's attack on Brockton.

A business jet on 15 minute standby, a helicopter on 5 minute standby and armored all terrain limo on 1 minute standby would be enough to avoid an Endbringer attack, as long as the Endbringers stick to the powers they SO FAR HAS REVEALED: When the warning comes trust your bodyguards to trample anyone in the way to the limo, use the limo to link up with the helo, take the helo to the waiting plane and unass area at 400knots.

A quick estimation of costs would be 0.4 mil per day for four planes (backups, service, downtime), 0.4 mil per day for four helos, somewhere between 0.1 and 0.9 per day for 100 people to fly, drive, service, organize and bodyguard in shifts 24/7/365. That's 340 to 730 million dollars per year. Assuming they feel it is worth spending 10% of their net worth on this every year, according to Forbes thats still 400 people worldwide. And costs go down if they can manage to ride-share

And even if no Congresscritters are on the Forbes list, they didn't have to pay for transport to Greenbriar, Raven Rock etc during the Cold War out of their own pocket either. I'd expect them to use the 'national security', 'continuity of government' etc excuses to get the tax payers to pay on Earth Bet as well since compared to the Cold War the threat is both more obvious, and undeterrable: Russian love their children too, but the Simurg doesn't.

Do you think the rich and politicians in Newfoundland & Japan were able to have an easy time escaping while Leviathan suck the islands? What about any of the quarantined cities? Even with helicopters on call and planes, and all those things its a gamble, those Endbringers bunkers are a desperate attempt to possibly save peoples lives if the Endbringers attack, but if their had been some of those in Newfoundland and Japan I doubt it would have worked out while Leviathan was doing a good job at sinking those islands, also depending on what cities we are talking about if you think all rich people would be able to magically escape just because they have money you are vastly overestimating their capabilities, look at a city like New York, how many rich pricks do you think live in Manhattan? If Leviathan showed up to sink Manhattan how many of them would even be able to make it to escape, likely only a minority.

That is without talking about the Simurgh, you think sky based escape would have been an option when the threat can chuck those helicopters into the ground if she feel like it? At this point I doubt 'run away in an helicopter' would actually be on the table as a viable option, because before Taylor killed the Simurgh the sky was considered a danger zone, same as the ocean, and so is the ground... while the Endbringers exist their is not a single fool proof escape plan, as each Endbringers literally could destroy any means to escape based on their given field of battle.

The most effective movers are all hired to cover bringing in people to fight Endbringers, realistically only movers would be of any use to evac rich folks & politicians and do you think those few high rated movers are cheap? Or are in massive numbers? Doubtful, the reality is the whole 'they'd try to pull their authority to escape' wouldn't work because at this point holding the line is something even politicians would know to be of top priority, because the moment that trick of trying to pull rank to get an evac, rather than said mover be used to bring in volunteers, that politician would be crucified by the public, possibly quite literally, so that is the sort of abuse of power that couldn't be pulled without risking your life at the hand of an angry mob because their escape prevented more people to be their for the fight and they'd be blamed for the death of people at that fight, possibly blamed by capes, which can up to blow them up from a mile away, so an absolutely dumb idea.

If you actually think about the reality of things the priority for any evacs would be for any useful capes that can't fight, because at that point in the timeline of Earth Bet the value of the life of a cape surpass the value of some rich prick or a politician, because parahumans are uniquely rare, compared to rich folks and politicians, so the priority would be to extract those capes and their families. The entirety of the optics of Earth Bet is based on surviving the currently ongoing existential crisis their world is under, its a desperate holding action, do you know what is liably the budget of the Protectorate? Everything the USA can bare short of bankrupt, because its the only hope they have to survive, any fanfics where budget would be limited and problematic doesn't take in consideration the reality of what the governments would be willing to bring to the table when faced with extinction.

Ever watch the movie 'The Core' you have a scene where the guy that created the tech to build them train that could dig to the core state laughingly it would take him an insane amount of money to complete it post haste and the government stooge just basically said alright? That is what the government would do, because any amount of money required is better than extinction, so they'd put trillions of dollars on the table available to stop any such threats because what good is all that money if the nation and everyone in it is going to die anyway? Again the Endbringers are a concrete existential threat, the loss of any means of achieving a solution to that problem would be something no one that isn't some insane nihilistic madman like Jack would be willing to impede.

If they did, they'd just say "F*** IT!" and never fight one again, because they'd know that they CAN'T win. Levi sank an area that ... they refer to the bedrock in that area as 'the bones of the earth'. He compressed bedrock to a point where it sank a vast area. AND IS KEEPING IT COMPRESSED. If he ever lets go? The earthquake WILL be felt around the globe.
 
Again, while I think you have highlighted parts of the puzzle, I think you are very optimistic about human nature. Especially human nature that plays the type of BS games often seen in "the halls of power." Many of those types would "sell their own mother" for power, thinking they are above consequences until consequences bites them in the fundament.
That's not true, running away is always an option. If you jump into a helicopter and get the fuck out of the target area you can save your own behind. You lose all assets in the place attacked, but that might be a minor setback if you are wealthy. The Simurgh and Leviathan approaching your position are kind of hard to miss. I do not know if Behemoth can sneak undetected from underground to his target area, but if you get airborne you should be able to save the most important person in the world - yourself. ;)

Yup. Or ripped the material away to another dimension? That is a truly ridiculous amount of matter to alter/relocate - wrecking the whole biosphere would be quite feasible, maybe trivial, with that level of energy use.

Might also be worth noting the level of dimensional distortion something that drastic would involve - boiling seas would be the least if there was even a tiny bit of energy leakage. If matter was moved to a 'dump Earth', would there be a weakness to there, allowing easier transit?

Would that distortion/relocation-residue show-up on Taylor's sensors?

The problem is risk vs reward, the entire process of capture and extraction of Dr. Curlyhair pose inevitably a risk to her life, losing her would mean losing an asset able to end Endbringers, their is power at all cost and being willing to gamble on their own survival, see you point to the current US politics in this situation but its nowhere near the same, the US is just a shitshow right now and the consequences at worse would be the nation falling, while that may sound tragic to Americans realistically in the history of the world its been there done that, nothing new and we live on, on Earth Bet the survival of the human race is at stake, including those involved in the kidnapping, keeping oneself alive is a fundamental instinct, in the face of a threat like the Endbringers you'd have to be willing to gamble with your own life to be willing to pull that stunt.

Like I said if the lives of the politicians in the congress right now would be at stake you'd find that their identity and ideology politics would take a serious stop, because its all pretty much a game to them, their are little to no stake for them in the entire thing only potential rewards and failure wouldn't impact their life all that much, but if they were put in a scenario where their was an absolute risk to their life, you'd find them unwilling to continue their own shenanigans because surviving would take over primacy over the greed and hunger for power that is currently their driving force.

Earth Bet isn't our Earth imagining that the psychology of the people over there would be identical to our own would be foolish, they have an existential crisis at hand, not Global Warming vague crisis but a visible, very much impossible to ignore crisis, unlike in real life where the rich & politicians pretty much systematically ignore all those vague long term threats to the survival of the human race, its impossible on Earth Bet for them to ignore the Endbringers, because they are in your face and quite visible, all those politicians right now willfully ignoring reality are only capable of doing so because its not literally smashing them in the face, on Earth Bet you never know where the Endbringers will turn out and whatever you are rich or poor if you get caught you are doomed because no amount of money will allow one to escape that problem.

If you have time to evacuate people to shelters, you have time to run away. If you have a sufficient amount of money your option of running away increases exponentially. The Simgurh closes in on the Target area at a rather slow speed. You see it coming. You have time to organize an over-regional response force. Getting the mover moving, collecting the various hero teams, etc. takes time. You do not need a mover or anything parahuman to fly away in a helicopter, just a really large amount of money. Running away gets easier if you are not the target of the Endbringer and would later just be mentioned as collateral damage. The sooner you start running the higher your chances of escape.

TLDNR: If you see the storm coming you can run away. If you wait too long, running away might not be possible anymore.

You will find, if you look at the original postings, that you are quoting Lydia Hood - NOT myself. How you got the quote associated with me is a minor mystery.

To rebut the above: If you are at an airport with aircraft ready to go, you have an excellent chance of avoiding conflict with the Endbringers, assuming you aren't the target of the moment, you don't fly towards Behemoth (or its "known" range), or within the flight path of the Simurgh. These chances rapidly go downhill the farther you are from said aircraft. The caveat being the later superspeed and shaker Endbringers.

If you attempt to use a motor vehicle, you better pray that you don't need to worry about family, vehicle maintenance is in good condition, and that you have enough gas for the escape - even better if your vehicle is offroad capable. Your chances are probably excellent in escaping, assuming the above is true, if you are in the outer 10% of the conflict zone. Those chances go down to practically nothing if the above isn't true, you don't have an offroad capable vehicle, and/or you are within the outer 25% of the conflict zone (by radius). Panicky/desperate people become your worst enemy, followed closely by poorly maintained vehicles, or those low on gas.

If you are on foot, and you don't worry grabbing anything but the barest and most portable essentials, I would say your chances are pretty good in the outer 30% of the conflict zone, assuming you are at least two miles inland from a Leviathan attack. Inside of that, I would say your best bet is to still hit the shelters and hope for the best if not being attack by the Simurgh.
 
Weird how in all those scenarios the roads are clear of other people trying to get away, that plane and its pilot are always at peak readiness just waiting for you, ATC keeps everything else out of your way and you're never on the loo when you get the warning.
 
Endbringers are horrors from David/Eidolon's fears, given shape by his shard. Behemoth is you can't trust the land you walk on, Leviathon is the water by which many people live is a danger, and the Simurgh is you can't trust the sky. You think you can evade them? Maybe destroy them. There's another seventeen existential threats 'waiting in the wings', to make anyone, human or parahuman, quail.

That's canon. This Worm-verse has Doctor Curlyhair. Simurgh is gone, being studied. Odds are Taylor'll crack the issue, and the other 17 won't even get to wake. Or, they'll be recycled as power-cores for her better robots.

Arguably, 'escaping from canon Endbringers', not really 'On Topic' for here? Doesn't really provide the author with useful 'grist'?

"This is something I had a few moments of inspiration in coming up with. If you agree to it, I'll have it installed in the Thermopylae and it'll speed up construction enormously."

"All I know is this is some sort of Artificial Intelligence?" asked Doctor Daystrom.

"Right, but you're used to hearing that phrase for what is basically just a smart interface or something simple like that," said Doctor Curlyhair as she activated the tube she was standing next to. A hologram flickered into existence to show a young woman in her teens, wearing a Navy Ensign uniform. Apparently asleep. "If approved, this is Thermopylae. She is the ship's AI and a person in her own right, and not only sentient but sapient. She will consider herself part of the crew as well as the ship, and can maintain thousands of operations per second to give you a steady ride and react to perceived dangers."

"How would we keep her from going rogue?" asked General Calhoun, who then made a face as he considered that he had just assigned a machine a gender.

"Treat her as a member of the crew, as if she were a human born of humanity," said Doctor Curlyhair. "If permitted to awaken, she will also assist in the further construction of her 'body' - the Thermopylae itself. Treat her as a new recruit but also a very capable crewmember and she will develop accordingly. Treat her with hate and fear, and it would be pretty much what would happen if you did that to a human child. I'm keeping her asleep and just feeding her information on military endeavors and philosophies for now."

"Why do this anyway?" asked General Calhoun.

"First, because keeping a helicarrier in the air requires constant shifting of a number of components to deal with weather and the actions of the crew and vehicles stationed onboard," answered Doctor Curlyhair. "Second, eventually we're going to have space and or starships and having some form of smart system will become necessary."

"We're still arguing about whether a helicarrier should be Navy or Air Force," pointed out a Naval officer.

"That is definitely something I'm leaving to you guys," said Doctor Curlyhair. "I just wanted to get this out of the way long before it becomes necessary to decide which path to take. Synthetic General Intelligence or shipgirl, or to go with extra personnel and a sort of smart-assist."

He had flown the X-301 and then the more complete X-302 for seven flights now.

It was styled to be an atmospheric flier, but he also knew the F-302s being built now that the X-series had proven viable would NOT be restricted to in-atmosphere flight.

No, with the Simurgh gone and now a way to get to the moon without the usual expenses of rocket launches? NASA had some big plans and he was certainly going to do everything in his power to ride this particular train to whatever destination they could manage.

The main reason that NASA had stuck to probes and robots they could field through the portal was reliance on that portal. Once there was a second method of reaching extra-atmospheric sites, they had plans.

There was a small park near the Docks, just one of those 1/4 block areas where kids could gather and play on the monkey bars or similar exercise/games.

People in trenchcoats used to be a matter of concern when spotted there because it would likely mean they had some tendencies generally frowned on.

On the other hand, now if one saw someone wearing a trenchcoat and fedora or similar clothing it was generally assumed they were a spy or otherwise trying to get a glimpse of whatever new technology was being worked on. If nothing else because their attention was never on something IN that park.

"Two chili dogs, beef."

"Right away, sir."

Naturally, someone noticed the increased traffic there and would frequently put their little food cart to draw on extra business.

Such was the case with Aretha's Hot Dogs (Since 1995!).

"Business good?"

Aretha smiled. "Real good. I set up here in the afternoons, set up near one of the gates earlier in the day, set up over on Pieman and Oceanfront after 3pm. Get some of the computer people who want a quick snack before heading home. More money coming into the city, people have a little extra cash, means more cash coming my way. All good."

"Noticed things being a bit more lively," said the trenchcoat-and-fedora man.

"PRT?" asked Aretha.

"No. What makes you think so?" asked fedora-wearer.

"Alphabet agencies come by here on the regular," said Aretha with a little half-shrug. "Ain't none of my business, but everyone's waiting for the next big thing to come out of the Docks."

"What do you think will be the next 'big thing' then?" asked fedora-wearer before taking a bite of one of his chili dogs.

"Me? I'm hoping for spaceships," said Aretha. "Or maybe habitats on the sea floor. Wouldn't that be something?"

"That it would," admitted the fedora-wearer, nodding to the proprietor before walking off with his meal.

Aretha watched him go thoughtfully, placing the man's accent as West Coast. Maybe not PRT but he could be Elite or something else. Whatever, the policy over at ForgeTech was "don't start nothing, won't be nothing" or something along those lines.

Aretha happened to glance up and saw Eidolon flying overhead, heading in the direction of ForgeTech. She wondered what that was about but she had to get ready to move to her evening location. Being self-employed meant you had to keep up with everything.

Rubbing her head where it had come into contact with one of the panels of her space fighter (currently an S-Class Exotic named "the Bubble Tea") Taylor grumbled a bit as the Technology Knowledge constellation drew near. And...

Biotechnology expert, even more than she had been earlier in the day. Genetics, biophysics, toxicology, neuropharmacology, biochemistry, and further knowledge into exactly how to tweak and build systems to augment to transhuman levels and uplift species.

That said, there wasn't much she could do about it at present. It wasn't like she didn't have alternative treatments.

Well, now she could schedule some additional tests for when she finally was allowed to graduate from the public school system. Honestly, it was like they didn't want some young super-genius to fill a wall with monuments to her academic accomplishments.

"Doctor?" came Jarvis' voice from one of the desktop speakers. "The deal with Medhall on trying to duplicate one of your potions has been finalized."

"Oh, good. They're a major employer in the Bay after all. It'll be interesting if they get it going." More money coming into the Bay from multiple sources could be a very good thing.

"Eidolon has arrived at the main office as well," said Jarvis.

"Great, I'm glad he isn't putting this off," said Taylor. "We need to send that shut down signal as soon as possible."

It was the usual sort of test tube holder, with five test tubes of a thick salve.

"This is what exactly?" asked Max Anders as he inspected one.

"Hair Growth formula from ForgeTech per a trial agreement with them," said Doctor Kriecherin.

"'Hair growth'?" asked Max Anders. "Wait. That is real hair?"

"Yes!" declared Doctor Kriecherin, running a hand through the thin stubble. "You apply it by rubbing it into the scalp, and then waiting a half-hour before rinsing it off. Reapply every six months per the instructions that ForgeTech sent us."

Max Anders loved power. Money, if in large amounts, was power. Just the idea of what this could mean as far as steady revenue caused him to take a deep breath and focus more intently on the test tubes. "They want to see if this is duplicable?"

"Yes, it is apparently some form of chemical Tinkertech or uses very rare supplies they have access to," said the portly little man who kept checking the stubble on his head as if he was afraid it would vanish. "I think the latter actually. If we are successful, it may mean we can get other such things per our agreement."

"It's a bit unprofessional to use an experimental product yourself," pointed out Max, not that he could really blame the man.

"Our primary experimental subject is Otto from the motor pool," said Doctor Kriecherin. "The man's an idiot but keeps his mouth shut."

Max held his tongue, thinking Otto was probably a spy for the police. Or the FDA. Also less of an idiot than overly fond of brownies that contained more than chocolate. Decently fast and precise as a mechanic though so he hadn't had legitimate reason to fire the man.

Doctor Kriecherin was a German, true, but not one who knew about the Empire 88 connection. Not everyone working here was aware of all the details, because what was the point of a secret ID that was openly known?

Well, except for Doctor Curlyhair of course. Nobody wanted to cross her after she put the Simurgh in a cage.

Damn it, now he had business reasons not to try raiding her complex. Did she know or suspect? Was this a bribe to keep the Empire from trying to threaten ForgeTech?

Damn it, the girl was some sort of genius - how could he tell if this was some part of some elaborate plot?

"Look, this thing has an instruction manual that's thicker than some of the cases I've taken," pointed out Brandish. "It's got functions on there I would never need even if my Breaker form could work with it."

"It's a phone, it's a watch, it has radiation and atmospheric sensors," pointed out Sarah Pelham/Lady Photon to her sister. "It monitors your life signs and throws out a 'help required' signal to anyone who has a similar watch. It even looks nice."

"How do we know it isn't sending that information to villains?" asked Brandish.

"We can change the access codes, page 14 in the sections on 'Setting Up Your ForgeTech Hero Edition Watch' - that way only your specified contacts get the information." Manpower looked up from his reading. "It has some nice features."

"This is a bribe," tried Brandish. "To get... something."

"To get what?" asked Manpower. "Money? They've got more than we do. Lots more. Fame? They put the feather-bi..." He glanced over at where Vicky was listening. "-the Simurgh in a cage and are using her to power a restaurant and a matter-transfer portal. Connections? Doctor Curlyhair has DARPA and most of the military ready to defend her. Brandish scowled, sure there was something but not being able to figure out what.

"Maybe friends?" suggested Victoria.

"Fleur and Lightstar are moving out of town, citing the Empire willing to overlook any Rules," pointed out Manpower. "It could just be that ForgeTech wants to keep us around doing heroic things."

Armsmaster looked over the woman who was standing there emotionless with her porcelain-like skin. "We'll see what we can find out about her."

"The PRT have more resources for that sort of thing than we do," said Annette, speaking directly to Doll. "If anyone can find out what happened to you, help you get back on your feet - they can."

Watching the two go away, Annette shook her head. "I hope this isn't going to be a mistake."

Astartes One was nearby and turned his head to look at her. "I take it the Palanquin wasn't available?"

"I left three messages and they still haven't responded after a month," stated Annette.

Kinda fits for the anime concept, though - in some anime, the cuter something or someone is, the more dangerous they are when riled up. Get her to the level of weaponized cuteness? Anyone who knows the trope will go "F*** this s***, I'm out" (and possibly singing it as they leave ... *laugh*)

Will Taylor reach the level of cuteness and dangerousness that people will start referring to her as 'adorrifying'? (Adorable and horrifying.)
 
The main reason that NASA had stuck to probes and robots they could field through the portal was reliance on that portal. Once there was a second method of reaching extra-atmospheric sites, they had plans.

It's kind of absurd how much easier it is to ship stuff by truck instead of rocket, yeah.

The Moon has 1/6th the gravity of Earth and has no atmosphere, which means no weather. It is orders of magnitude easier to launch a rocket from the Moon than from Earth.

You know what's even easier? Launching a rocket from a Lagrange point.

Seriously, as soon as they have a reliable backup method of getting there and back, request a second portal to a Lagrange point - Earth-Moon L1 if feeling conservative, since it's closest. From there, use the portal to ship through components and materials and use the zero-G to your advantage to build a space station there.

And by 'space station' I mean 'nascent space port'.
