Also, their indigenous designs are crap, therefore their weekend warriors would clamor for better ships and retiring their current ones.
Remember, if we get their military forces, we wouldn't use them on the frontlines.
They don't have the training, and they don't share our doctrine anyway.
So if we get their military warships, we'd use them to supplement our patrols of the Kepler Verge. And for that, frigates are just fine.

And lastly, we can extort outrageous sums out of them for these blueprints.
They can't afford them.
Not to buy the design, not to crew the ships, and not to operate them.

As the door to your quarters clicks shut, Kirai turns to you. "She is a novice."

She shakes her head. "No. No, you were much better! She's not merely unpracticed and loose with her tongue, she is a walking disaster! If I worked for her I would have locked her in her office rather than allowed her to speak with you face to face!" The Matriarch grimaces. "I suppose the upside is that you've made it clear to her exactly how the situation stands."

"Yeah," you say, frowning. "And she showed more than I imagine she wanted. She was considering attacking us, for a while there."

"Is that why you tensed up?" says Kirai.

"Well noticed," you say. "Yes. I know how that tension looks. Remember, Lissa and I did mercenary work during our maidenhood travels. I've been in situations that went bad before. I'll bet that everybody in that room was armed." Reaching under you desk, you pull out one of your spare pistols, and carry it over to Kirai. "Except for you." You hold it out to her. She takes it on reflex. "Log an hour a day in the cargo hold practicing with that. The crew will set up a range for you. Carry it with you when we meet with them again."

She stares down at the gun, wide-eyed, and you have the rare pleasure of seeing the traditionally unflappable matriarch unsettled. "I...I've never..."

"I don't expect you to need it," you say. "If the Lystheni's ground forces are anything like their navy, one of our soldiers is worth twenty of theirs. Furthermore, you'll be of more use supporting us with biotics. But you will have a sidearm, if things go sideways. This isn't a maiden talking down to a matriarch. This is a combat veteran and a commanding officer giving a civilian subordinate an order. You will follow it. Understood?"

She looks up at you, the shock on her face swiftly turning to evaluation. After a moment, she nods.

You return it. "Good." You sit down on one of your chairs and gesture for her to take a seat as well. "Now...let's talk about our approach, when we get this show back on the road."
Hm. Now, this is interesting. It shows the developing relationship between Kirai and Mira, that Kirai's willing to accept Mira's personal correction and expertise. (Recognizing that her personal Martial score of 4 leaves her woefully ignorant in these matters - that being a matriarch doesn't mean she has all the answers. This is almost certainly a good thing.)

The Leviathans could be spiritualists maybe. And maybe something with slavery, since they built their civilization around mind controlling lesser races. Spiritualist xenophobes?

Back to the plans. Steamroller minus the part about joining the war effort sound good. Asking for it may bite us if they agree just to mess with us or get more information down the line. Maybe replace it with economic assistance to the war, justified by us basically protecting them from the Rachni.

I'd bracket this with some form of gunboat diplomacy as well, actually. This Dalatrass is thick as a brick, but the sight of heavy warships loaded for bear would punctuate our statement of "You exist by our sufferance right now" quite strongly.
 
Well at least with plan steamroller we get to see if its possible for the Dalatrass to go white with fear if she believes the threats.

Oh yeah...about trying to 'Stellaris' Virmire....

It's technically something like....

An independent Sector colony (due to splitting from a pre established government), which has Open Borders with Asari Republics, Volus, Salarian Union and Batarian Hegemony with a (tenative) defense agreement with Rannoch.

It's population arrangement probably has Asari on Capital City square (representing us and our other Asari staff) and on any civic boosting squares (if we have any), Volus on Energy Credit Buildings, Salarians on Labs and Batarians on Mineral buildings.

Now, I'm probably using an old version here....but in terms of Civic bonuses, it probably has nearly all the Diplomancy ones (except for Ships built by us are worth double towards Federation Fleets), while dabbling in Expansion (not sure if fully done and got the Expansion bonus (+1 to Sector Limit)) and Military.

Probably Direct Democracy, but all political parties are either ruthlessly crushed or pandered to automatically so there's very little unhappiness in the general population as a whole.

All what's missing is unethical gene modding to turn the Volus into oxygen breathing race to increase natural happiness and gene modding everyone on the planet to like each other.

You haven't gone Full Stellaris until you performed Mass Scale Genemodding of alien migrants without consent of their governments (or them) and your own race in order to get those Happiness perks.

Not when they're alien species, who should technically have dual citizenship, considering how easy it is for alien populations to visit your worlds without getting major genemods in the first place, in order to deal with any local diseases and stuff like that.

Just finished reading this. I also thought the Lystheni were shady mad scientist agressors, not paranoid wrecks of a society who have no idea how diplomacy works.

These are the guys who left a mad scientist race because they believed that their government was too tame when came to artificial evolution/the singularity.

Paranoia and lack of social graces are to be expected.
