If I was running the quest, I'd play out this list of stuff-to-do over a dozen updates or so, with minor choices at the end of each one that affect how only that item is handled (without blocking later stuff).

The smoothest order IMO is PHO (remotely) -> Saint -> Flechette and MP (remotely or electronically) -> Travelers -> set up human disguise -> Brockton.
