TRAITS
Cardassian Ship – Durable, uncomfortable, close, cramped and cheap. Thinks creature comforts are for other people and technical sophistication is for people who haven't spent decades starving to death. The fact that the starving could have been avoided if the government were less...you know, monstrous doesn't seem to have occurred to that many of them.

Okampan Crew – the crew are bright, perky, cheerful, and incredibly psychically powerful. Individually, they're all better than Vulcans, and as a gestalt? Who knows!

Seeing as there's another Neelix on the planet I think the fastest way for us to get up to speed is to find and contact him and I think looking for Delta Quadrant aliens might be a good way to do that. If we're lucky we might even find Jetrel.
 
I took the Neelix vignette to be a preview of something that will come to pass (i.e. whatever we choose, Neelix at least will go and interfere). I guess we'll find out who was right soon enough :)

LADY LINDY AND THE KHAN OF KHANS: Part 1 (0.2)
"Get us out of their scopes, Tom," Janeway said. "C'nola."

The two of them started to work at their consoles as the Voyager shifted its frame, adjusted its deflector field and went from being visible on radar to simply absorbing everything radar emitters put out while turning so that they were much harder to spot on scopes. They pulled to a higher orbit as well, sweeping through space faster than the locals could have possibly imagined.

"I want answers," Janeway said, turning back to frown at Harry, T'are and Tuvok. "Is this a temporal anomaly?"

"No," Tuvok said. "There are no signs of chronotons, tachyons, or other temporal effects."

"So...this isn't Earth from multiple eras being pushed together?" Amy asked.

"Yes," Tuvok said. "There is no manipulation of space-time going on here. Anything like this, even if it was done by a Q, would have created chronotons and tachyons. As for why there is a perfect replica of earth placed together like this...I cannot say." He said, shaking his head slightly.

"Are there any signs of technology not consistent with the 20th century?" Tom suggested. "Thus far, everything here looks like it's from the 1990s at the latest. Plasma bombs and old fission ships."

T'are frowned as she leaned over next to Harry. Harry shook his head. "No...i...wait, yes, I'm detecting three dilithium enriched fusion power sources in Europe."

"The Vaults!" Tom exclaimed.

"What are the Vaults?" T'are asked.

"Before World War 3 but after the Eugenics Wars, in the mid 2020s, various organizations were trying their hand at space minining or space colonization, under the assumption that the Earth was doomed soon. They found dilithium crystals in the asteroidal regions, and some of those were bought by people. One of their uses was making a long term power source for fallout shelters being built, in the assumptions that World War 3 was coming soon."

"That explains why Europe is glowing in the dark," C'nola said, dryly. "If it's right after your World War 3." She leaned back in her seat.

"Any other signs of advanced technology?" Janeway asked.

"There..." Tuvok frowned, then adjusted his sensors. "Our tachyon scans are bouncing back an unusual structure. Faint. But registered."

"Where?" Tom asked.

"In the core," Tuvok said. "There's no sign of power or active technology - just a hollowed out space made of some kind of material capable of withstanding the pressure and temperature of an M-class planet's core."

"...are the people down there human?" Janeway asked.

"From orbit they sure seem human," T'are said. "We're detecting approximately two and a half billion people down there about half split between Russia, United States, South America and Europe, and the other half in India and Asia. It's consistent with taking people from various parts of the 20th century, with its..." She paused. "Dramatic population shifts."

The console trilled.

"Oh, and one alien," she said. "We've detected an alien on an island near India. Unknown species."

"Interesting," Janeway said, frowning. "Excluding divergences caused by interacting with one another, how accurate of a copy are all the various regions to their historical counterparts?"

Tom snorted. "It all looks about right to me. The cities are in the right places, I can pick up the movement of early 20th century American ships. And...well, uh..." He tapped a few buttons. "That's pretty much what I'd expect seeing the Red Army going up against the Imperial Army." The orbital view he snapped up showed what looked like a hundred burning tanks and three chevron shaped gunships slowly hovering above the Russian steppe. Plasma arcs blasted off from the sides, shooting down at the faint dots that were running figures.

"I don't think any of them are going to blink at being contacted by another advanced faction from a 'weirdness' perspective," Harry said, considering. "They've all moved past the shock and onto seeing who's going to win. If the textbooks are right, Khan will try and use us against his enemies, and his enemies will ask us to stop Khan."

"This is one of those planets that they make up in the academy for prime directive homework," T'are muttered.

Amy chuckled. "Well, at least we can be honest about our arrival. I am curious about that non-human, can we run it by the Doctor? He's got lots of files on Delta Quadrent life that we've run into so far, right?" She asked. Nods came around the bridge, and soon, the Doctor's faintly annoyed voice was coming over the speaker.

"Ah, yes, I will simply run this basic life form scan through my magic box and just tell you instantly what it is because we all have so much detail on the dozens of new sentient species we've met, shot at, and been shot at by over the past few-" He paused. "Oh. It's half-Talaxian."

Silence on the bridge. Everyone looked faintly shocked.

"Half?" Janeway asked.

"Yes. The markers of genetic interrelationships are quite clear," the Doctor said.

"Get Neelix up here," Janeway said, frowning.

Neelix watched with the rest of them as the orbital telescopes brought in a crystal clear image of two figures in Imperial Uniforms walking confidently towards a large garage in the massive Imperial Compound that made up the heart of Khan's burgeoning Empire. One of them was taller and human, a woman, and when she glanced up at the sky, the telescope snapped a picture, and began comparing her to the database. The other was shorter and...also looked human, though he walked with a rather pronounced hunch and limp. Neelix shook his head slowly. "He must have been surgically altered to look human," he said, slowly. "Which means he's an infiltrator. But there's no Talaxians who are a part of any local military or intelligence service - not in this region of space. Unless...he's...half Haakonian..." He sounded faintly revolted by the idea.

"Are there Haakonian and Talaxian...ahem...Relationships?" Janeway asked.

"A few," Neelix sounded a bit affronted. "Not everyone's is able to say no to the conquerors. Not everyone wants too. And there were some Talaxians who switched sides before the Battle of Rinax for their own reasons." He shook his head. "But I've been away from my people for quite a while, on dethatched duty, I have never heard of-"

"It's Amelia Earhart!" Janeway exclaimed as the computer flashed up the facial recognition.

"Huh?" Neelix asked as the two vanished into the garage and out of range of their telescopes.

"The woman with the half-Talaxian," Janeway said. "She's Amelia Earhart, an early 20th century aviation legend and...w-well, uh...a kind of personal hero of mine." She coughed. "S-She, uh...she attempted to fly solo across the Atlantic ocean, she was foundational in the early aviation industry, she pushed for female pilots..." She trailed off.

"Well, it looks like she wants to add 'fighting power mad dictators' to her resume," Tom said, cheerfully. "...uh oh."

Several dozen men in security uniforms, hand stunners out, were jogging towards the garage.

"It's a trap," Amy said.

There's no need to play our hands just yet. The Imperials may not know transporters exist, and probably don't have any way to defend against them. Yet. Any situation with Khan in it is a situation where you can't count on maintaining your advantages forever. We can always do some beaming later.
