Midori's backstory is...

She isn't a main character. For those who haven't played it, Midori is one of the supporting characters of Devil Survivors 1. In there, she is a young teenager (about Utau's age), whose liking for cosplay led to her being caught inside the quarantine zone when demons started popping up inside of Tokyo. That was of course a long time ago...

Personality-wise, she was a rather happy-go-lucky, idealistic character, someone unwilling to make sacrifices; she leaves the party under several circumstances if you choose a morally ambiguous path. Further, while DeSu1 doesn't have cosmic-level rewrites, its endings are easy to categorise under Law (with the Kingdom of Heaven formed), Neutral (humanity takes control over the demons), Chaos (the protagonist becomes the leader of the local version of hell) or Horrible (world turns into a demon-powered anarchy).

Interestingly, their Law ending seems like a fairly nice one as such things go, as the angels-in-charge on that world are genuinely good guys. That said, we only get to know the two of them that are involved with the quarantine, and also it's strongly implied that the whole story falls closer to the Persona than the SMT side of things; that is, it's all local, the True Demons aren't involved, but rather their echoes in the local CU. Lucifer (the real one) shows up in one route, where he proceeds to demonstrate that the scales are horribly off from e.g. Nocturne.

Which is to say, there's no way of telling what might happen later.

But in the branch of time that we're on in this story, Midori lived through the Law ending to DeSu1, Amane's route, and she rather enjoyed it. For a while.

Also, as a general idea, we might still be able to pull off an Archery XP plan. Ran has Archery, we bump that up to +3 and spend some actions specifically training that. We'd only need one or two dots for Amu and we could buy Archery 4 and 5 charms with a few hours of work each.

We also have Lore favored, so with a bit more training we could have Miki running around with 13 dice, if we get her +3 Int, or even 16 if we get Amu a full three dot specialty.
 
We're at society-level stuff here, and we can do a lot more good working on getting things working again than we can picking up any method of killing our enemies. Just leave that to Megaten people. They aren't bad at it.

Hence my second idea concerning Miki. Rolling 16 dice puts her at super-human, if only by 3 die, and our other sisters are all rolling 13 as well.

The other problem is we have 0 Bureaucracy and no Charas specialized in it to cheat our way into learning it quickly.

That and sniping out threats ourself takes strain off of the Dragon Seal since it doesn't need to be used for our kills like it does for everyone else... at least until the Harmonizer can get out.

(Also, as a reflexive charm, it can enhance any Craft action, even if we don't have dots in the relevant skill)

Craft isn't favored. Also why are you bringing up Trait limits? The Charas use Amu's stat as their base and add on their scores, on top of not actually being human. Why wouldn't they be able to go super human?

Because the charas gain their skills from the CU, which is humanity. Their bonuses aren't straight addition; as Amu learns more about an area of knowledge, they start to overlap. In effect, and barring shenanigans, they're capped at five. They can become the best that any human ever was, but no better.

This isn't a rule wholly without exceptions, but Amulet Fortune would currently be hard to pull off.

It doesn't cost any extra Charm slots to learn an unfavoured charm, so the difference is just 2 XP points.
Because we have zero craft, can we even learn an Excallency like that. I mean I guess we could try training up one of the base crafts via Miki or Su, not sue if either of Dia's would qualify considering how specialized they are.

We have previously made plans that rely on us being able to match Ability minimums with Chara transformations (specifically, some of the Archery plans), I'm pretty sure we just lose access to the charm whenever we don't meet the prerequisite.

EDIT: We can use it while not transformed as well, it's just less safe
I'll generally allow you to use charms you don't have the prerequisites for, but only at a cost. When the missing prerequisite is some manner of knowledge, the charm probably will go "wonky" and not work quite right; if it's, say, Integrity then it'll hurt.

The charas' abilities stack, however, so that's one way of getting the prerequisite.

That's correct I suppose. I just thought you had to have some level in one of base five craft types in order to get the more specialized ones like Reality and Genesis.

I believe that's true for some sub-crafts, but Dia clearly means we can have Craft (Magatsuhi) without anything else.

EDIT: According to page 8 of Wonders of the Lost Age, Craft (Genesis) requires only Lore, Occult and Medicine. I imagine that Craft (Magatsuhi) is similarly capped by Lore and Occult, but not by other Crafts.

If anyone had told Amu, a week ago, that she'd be arguing policy with the second-in-command of a paramilitary force—she'd have called them crazy, if she hadn't been too choked with laughter. If they had further claimed that said second-in-command would be taking her arguments seriously… well, she would have grown concerned for that person, and might have gone to her parents for help.

And yet, here she was. In Hotsuin's office, with him, Makoto and Fumi, doing her very best to reason out the behaviour of society from first principles, while the others picked holes in her arguments. Arguing policy and telling Hotsuin what could and couldn't be done, while her family was peacefully getting to know each other. She wanted to be there, with them.

At least she could draw some strength from Dia's presence.

Other than his age, Hotsuin shared at least one feature with Ikuto: Even when he was clearly trying to be nice, he was far too happy to see her flustered.

"Let's go over this one more time," Hotsuin said. "Your proposals are, in short: Distribute the Nicaea program to first responders and police units. Improve the Dragon Seal, and use it to create an artificial star. Kanno-san, your thoughts?"

Frankly, she'd rather have been anywhere but here. She was barely keeping up.

Ran thought breakfast was nice. It was a pity that Amu had needed to leave early, but she understood—she'd have done the same, if she'd thought it would help. But even without her, it was a little crowded with nine of them around the table. Thirteen, if you counted Uta, Yoru, Iru and Eru, which Ran did, even if they didn't take up much space.

Utau and Ikuto were not really part of the family, but Utau had a sparkle in her eyes that Ran didn't think she'd seen on her, well, ever. She'd talked it over with Miki and Su, and they were all in agreement, the two of them would be befriended, Utau most of all. So to that end, they'd squeezed her in between Ran and Ikuto.

Only the humans were actually eating, leaving the rest of them to unimportant chatter. Not that Ran disliked eating, but she didn't actually need to, and so, and so—

She spied, with her little eye, Miki giggling at something Yoru had whispered into her ear, then whispering back.

Ran grinned. Little Miss "Too young for a boyfriend" indeed, the two of them looked cute together. Her 'little sister' was really tiny at the moment, having reshaped her original fairy-sized self to fit her new little sister-ish appearance, but that just meant they looked more similar to, say, Amu and Ikuto. The two of them had always gotten well along. If she'd been able to, she would have snuck up behind them and given them a shock; with Yoru preoccupied with Miki, that might actually have worked, for once.

Right now it would be like a mountain trying to sneak, and unlike Miki she couldn't do anything about it. Ran missed that, just a little.

Abandoning such somber thoughts, she turned instead to Ami-and-Uta, who were—

Blink.

"Um. Mom?" Her voice shook a little. This was a disaster—a pretty funny one, true, but it almost hurt just to look at.

"Ran-chan?" Mom turned their way, sounding a little distracted. "Oh. Oh, Ami."

Ran snickered.

There were some sights that didn't belong in this reality. Ami with makeup, in a style that made it obvious neither she nor Uta had any idea what they were doing, was definitely one of them. She couldn't help but giggle at the sight, collapsing into outright laughter at their outraged expression as Mom started wiping it away.

No point in asking where Uta had gotten the stuff, this had "Miki" written all over it. Almost literally, she'd caught her in the act of drawing the 'k'.

"—And we absolutely appreciate it. Kanno-san is important, more so now than ever. Losing her would have been a disaster. Having her used against us… well, I'm sure you can imagine," Hotsuin said soothingly. It failed to mollify Amu, who'd had her arguments—gently, but firmly—dismantled, taken to pieces and used against her.

"That's exactly why you shouldn't spend your time working on the Dragon Seal. After all, I'm sure you understand the notion of comparative advantage; even if you could do a better job, it is still better for someone with narrower skills to take the job. No offence to Kanno-san, but I believe her response to an attacking demon would be to smash its head in with a laptop."

And keeping himself in control of things had nothing to do with it. Not that she could really blame him for that, but—

"Haha, but I can see from your face that you're not fully convinced."

Amu felt her cheeks redden.

"The fact that there is no sun has not escaped me, nor the consequences of letting that go on for too long. Originally, we had stocked enough supplies for a few weeks—believing that everything would be over in one, roughly speaking—so it's a great relief to find Japan's strategic stockpiles still intact, but I understand things may take years to reach a resolution now. That means a more permanent solution will have to be found, and as we can't all conjure up food out of thin air—yes, I heard about that, and I believe your sister is becoming quite popular among the common enlisted."

She had been startled at the mention, but Hotsuin looked quite happy at the situation.

"Big sister! And… little big sister, and big big sister! Look, look! Here!"

Su looked up from her attempt at cookies to see Ami grinning, her smile stretching from ear to ear. She was holding up a piece of paper on which she had drawn a crude house, the sun shining down on it and seven people visible in the many windows. A simple drawing, the kind any child would draw, but she'd also signed it. "Hinamori Ami." It was hard to miss, Ami was pointing right at it.

"Well…" Uta scratched the back of her neck, responding to Ran's questioning glance. "I couldn't tell her no, now could I? It's makin' her happy, that's mah' job."

"But—" Why the sudden Kansai accent? "Wasn't that supposed to be keeping an eye on her?" she teased, to which Uta shrugged helplessly. It was to be expected, she supposed; grown-up version of Ami or not, Uta was still a kid. Not like her.

"I drew my name!" Ami explained, redundantly. "Hey, big sis—" Ami started pulling herself onto her lap, slowly until Su could boost her the rest of the way. She ruffled her hair affectionately, sticking her tongue out at Ran's jealous expression.

It was a little… tight, that was the word. Miki's trick had worked fine, but she felt like she was a balloon that someone had blown up too far and reality was trying to crush her. It probably didn't help that she looked a few years older than Amu or Ran. Well, that was all worth it to have Ami on her lap instead of the other way around!

(Su, who looked pretty where Ran looked cute. Who'd taken the coveted spot of eldest sibling by cheating, and then—she remembered it fondly—had the temerity to act nice about it when Ran and Amu protested. It was her own fault, really, Ran had kept insisting on being twins.)

"Nn…" Ami brought her out of it by reaching out for the drawing, which was just a little bit too far off on the table.

"Here, let me help." Ran reached forward, about to pick it up.

"No, I've got it—" Ami's face was set in a rictus of concentration.

The drawing fluttered, crept a few millimetres, then flew into her hands as if being drawn by a magnet.

"See?" She smiled triumphantly, a few beads of sweat visible on her face.

"As to the Nicaea program, it is more a matter of safety. Your work and Kanno's has convinced me that it would not be inherently dangerous, if used correctly; however, that is the concern. We are already getting reports that summoned demons do not disappear, even if their summoner is unable to force them to heel. As I said, simply publicising the instructions would lead to more people attempting to use it, and might paradoxically make matters worse; something we cannot afford, as JPs is already stretched thin maintaining public order, though not so thin that we need to take desperate measures. However—"

Amu looked up, sharply, and even Dia seemed to perk up a little.

"It's true that we have to do something, to maintain order in the long run. Your original suggestion of passing it on to emergency services wasn't bad, they will simply need more instruction than is plausible in a booklet. Demons aren't toys, and no matter how carefully the program has been written, summoning them will never be a game—especially as any summoners will likely be exposed to demons that have escaped its constraints as well." Hotsuin nodded thoughtfully.

"We will begin aggressively recruiting from those services, at a pace that still allows institutional understanding to be maintained. Perhaps, later, we can try it your way, using those recruits as a core."

She reluctantly nodded. He wasn't wrong.

"Which brings me to my last point, namely you." He smiled. "I understand wanting to help. Your heart is in the right place, and you've already done a great deal—for Japan, and for everyone still living. As such…" Distractedly he rummaged inside his desk, finally taking out a personnel file. "Mm, here we are. Takeba Yukari and Lieutenant Kato Shinji; I believe you already know the latter, but the former is someone who… well, has brought herself to my attention, shall we say. Her file should be interesting reading. In particular, one name. Nyarlathotep."

He was all business now.

"I must warn you to be exceedingly careful, but anything it would willingly offer you is not something we can ignore. I believe Takeba-san would be extremely useful to you, if you're visiting a shrine associated with it, and she asked me specifically to keep her informed. In addition… although it's somewhat irregular, I want to assign Lt. Kato as your permanent aide. You're not an official member of JPs, so I can't make it an order, but he's a good man and a strong combatant. Of course, you can bring anyone else you like… Just don't make it a family outing!"

He tried to make a joke out of it, but it fell somewhat flat, as Amu was already leafing through the personnel file. Takeba Yukari, twenty years old. Not officially affiliated with any organisation, but a prominent information broker in the occult underworld—Amu knew she had to get a better overview of that someday, and she glanced gratefully at Hotsuin—but most of the file was devoted to a single year, regarding something called Nyx—

A/N: I don't know what you were expecting. Also, anyone you don't decide to order around will do their own thing. Anyone you do… well, Ikuto will follow orders if and only if they involve protecting Amu and/or Utau, while Maya is… Maya. Um, I guess you don't have a lot of reliable people who aren't, in some sense, Amu.

<Maya> "Narukoten shrine? Never heard of it. I could tell you about Russia—" Her voice goes frosty. "I could tell you quite a bit about Russia."

As to Yukari, you can assume her file has roughly the same information as in http://megamitensei.wikia.com/wiki/Yukari_Takeba, only with less personal information. Plus a large blurb on the overall plot.

Also getting really annoyed with all the Bureaucracy problems I can spot in the background and not being able to do anything for them.

... Think that Learning God can give us a smack on the head and Enlighten! us quickly on Bureaucracy?

Kinda wish we were E5 so we could get Sorcery. Granted all I know about it is that its about the big effects, but that sounds like something we need right now. ... Wait a sec, isn't there something about Sorcery being blocked off by the Maidens or something, hence the Paths needed to be completed to get Sorcery? The Maidens that are kind of dead?

I really know next to nothing about Sorcery, so... *Shrug*

Do Chara get all of humanity skill in one area or just the equal to best human?

Exalted Sorcery doesn't exist here, the local sorcery requires inventing new charms.

Neither. They're limited by what is available to humanity, how easily available it is—skill that only one person ever had won't be easy to get, nor that of someone long dead—but also what kind of dream their point of origin had, and what limitations their mind already has.

For example, someone who has convinced themselves that they can't ever be good at math won't be able to get a useful engineer chara, no matter how strongly they wish; even if they don't understand the connection, it's still there. Neither, sadly, would someone who's just... not cut out for that line of thinking.

There are also limits to how much you can graft on without destabilising the recipient, which fortunately were taken into account. This amounts to no chara ever being able to grant more than +3 dots in any single ability, and rarely more than +6 or so overall, but it's not quite that linear. For example...

Witness Ami.

Uta is limited on three levels: Ami isn't mature enough for Uta to be much more than she already is, Ami's dream was specifically "Be grown up, like big sis!", and Ami has little idea what that really means. On the other hand, it was a simple enough wish that Uta never has any trouble finding the skills Ami wants, and that... does have some advantages.

Not quite: just an artificial source of light. No need to have actual nuclear fusion, or even a blackbody-ish spectral distribution, unless that turns out to be the easiest way to get what we need. (Of course, that's a distinction without a difference as far as Hotsuin is concerned, but...)

Well, from a certain perspective, this is exactly what we want:

AMU: We need to get this program out to emergency services ASAP.
HOTSUIN: Okay. We'll temporarily recruit people from emergency services into JPs for training and familiarization. Once they have a handle on being a summoner, we can send them back to train others.
AMU: Make it so.​

... of course, this is (in multiple important ways) not actually a summary of what happened.

It would... except that a) part of the point of the other plan, where police/emergency services/the JSDF have access to the Nicaea program, is exactly to enable a response to an attacking demon, whether by Fumi or by others, that isn't "scream for Amu" — that is, so that more people with the narrow skill of "responding to demons" exist, so that Amu can do other things; b) we wouldn't be replacing Kanno-hakase, we'd be working alongside her; and c) right now there is, to the best of our knowledge, literally nothing which is either more important, or more urgent, than fixing and augmenting the Seal.

This is not merely the assessment of a young girl who wants to be useful. This is the assessment of someone with at least the technical and occult knowledge of Fumi Kanno, and at least the military expertise of any general who has ever lived.

I have no vote, at present; I'll have to think about it, but I doubt I'll have anything useful to contribute at this juncture. I will put forth the opinion, though, that we may need to treat Hotsuin as a problem, and leave him out of the loop where feasible. (We should probably have Chara Changed with Dia before talking with him. For more than one reason.)

Amu stood from her seat and leaned forward against Hotsuin's desk—half-dyed hair and mismatched eyes still slightly below his eye-level, but unsettingly impressive nonetheless. "I'm sorry, Hotsuin-san. You seem to have misunderstood. I wasn't asking your permission."
Hotsuin's face, and the faces of his guards, went white. He quietly activated the silent alarm mechanism under his desk.
 
Agreed on the Star spot at the very least. The only types of radiation from the sun that reach the surface of the Earth are radio, visible, and the very edges closest to visible of infrared and UV. We could probably get away with just the later three or just visible if we really need to, and that's a really fucking small section of the EM-Wavelength.

Hotsuin's trying to keep us under his thumb. At least we have two Charas with Presence on top of the skill being a Favored for Amu, cowing him into not being a hindrance anymore is a thing we can do.

He's just lucky we need to head to the shrine anyway. After that I vote we just ignore him about the Seal.
