She's not going to answer about the method, so we will try another avenue. Depending what she will answer we will have our answer about how sure her method is.

Dr. Eggman already knows she is lying about something and Rouge is trying too hard for our help. The deal she's offering is perfect us but she risk permanently be alienate by everybody she knows working for us.
She would know we would not be to keen in taking her back since she already double cross us in the past. She's even willing to help get our Empire back.
This... is too much.
She would not offer this deal without something serious be happening in the background.
I think is very much in character for Eggman to ask this question.

Rouge is already desesperate enough thanks to that.
The moment they stop trying, Shadow days are pretty much numbered.
As for the restoration, this is ooc, but remember certain wolf.
Ptsd is a bitch and a half and no doubt Whisper would do it if there was no other option.

We don't know the restoration chain of command, but across continuties there are many that could outweight Jewel desicion and also put a hit on Shadow.

One of the reasons why I'm in favor, is that we can make counters for them. Since we can only make counters for our units and they, or at least Rouge is going to be an temp one.
Let's not do that that might actually piss omega off even more plus she can find out about it putting her into negative loyalty. We don't want that.

That's why I want to ask that question and offer so much. I would willing trow the Chaos Emerald if necessary, because let's be fair that gem would be far safer on her hands than anywhere else.
There's no way Dr. Eggman would miss how... one sided this deal is. It's completely utterly advantageous for him and he knows she's lying about something, just not what.
He can guess why not GUN but why not the Restoration?
Even Omega is here and not to mention it looks like if we don't accept the deal Omega will try to harass us to a new deal. I can even imagine if we don't accept Rouge come back a few turns later with a new deal to make Omega stop his attacks.

Nah. Rouge and Omega will probably be wanting to keep an eye on him. Best we can probably do is convince Rouge to let us keep Shadow under lock and key.
On the flip side though, Eggman can point out that neither Restoration or GUN are likely to take him back with open arms.. but the Robotnik family is where Shadow came from in the first place.
