Guy is kidna a high rank general of the Empire and knows a lot of their secrets, plus he's the one that used to run that giant Work Camp in Fouzon in VC1

Dont forget you are bascially locked to Fix piastol ship turn 4, Belle wont be available on turn 5.

This is the thing with tier 3 heroes when I said they requiere more investment. Obligatory advertieres are on par with what you should expect.
