I don't see why they're so surprised, after all, Celestia and Luna were natural born Alicorns. You'd think that it would be somewhat expected for an Alicorn to beget an Alicorn.

The Journal of the Sisters - the only official source that suggests they're natural-born, or became alicorns at a very young age - uses the phrase "we were raised by the Alicorns" which suggests their parents weren't alicorns.

So while natural-born alicorns do happen, the tribe of their parents does not play a deciding role. Cadance's child being an alicorn was no more expected than anyone else's.
 
The first one would go well with this music.



The second one... Celestia looks quite annoyed.
