Hopefully! I think that I caught the parts of @Redshirt Army that mattered and clarified/cleaned up the rest. Would greatly appreciate feedback.

From quickly going through it, the ones on Redshirt's that are not addressed in your vote are these:

[] You've already gone out of your way to make special arrangements for prickly individuals, so would something like that be necessary or appropriate for anyone?
-[] You could demonstrate your power as a show of force while witch hunting, to satisfy Tamazaki, and anyone else who'd be convinced with that approach.
-[] Chizuka's issues seem to revolve around feeling like a burden. With a whole city's worth of problems, there should be a lot of situations where her level of firepower is very useful, instead of wasteful. You'd need to make sure you aren't exploiting her, though.
-[] Miyu's dependence on Honoka is an issue, given Honoka's close ties to Ikue and Ikue's personality. What does Konno know about Ikue's personality - is there a way to disentangle this by taking to Ikue and approaching from that angle?

We might mention these during our talk but I think pointing them out specifically is good too. I'd like to try to address everyone, and the only person we seem to be missing is Tsurumi, though Konno already sort of addressed her by saying she'd be better off with Ikue and Honoka.

I propose something like this for Tsurumi?:

[] Konno, do you think Tsurumi will be happier if she splits from Chizuka but remains with Honoka and Ikue? Or does the Tsurumi, Honoka, and Ikue trio have their own issues, meaning Tsurumi has to be separated from them as well?

So it's all good deciding we'll put the grumps in with teams to help try and chill them out a bit, who would we stick with who?

And since I didn't say it before: I am ecstatic to see this back Echo! This I'd my favorite quest on the site — only BAHSQ comes close.

Since the current vote seems largely settled; here's one thing I caught during my reread that I don't remember being mentioned before the thread died last time around re:Naoko's situation:
Saturday, January 15th, 2011
"Suffice it to say, we can store Kaede and Naoko's bodies in here for at least three days without risk of decay," Maiko says
It is now:
Tuesday, January 18th, 2011
So, uh, we hashed this out a lot last go around but we might officially be running out of time, we should figure out what to do with Naoko ASAP if we don't want a decaying corpse on our hands. I'm sure that's entirely heal-able on her part but it's not exactly a great impression we'd be leaving her when the first thing Naoko needs to do when she wakes is fix her rotting organs. Of course, that depends on what we want to do with her but "keeping her on hand" is not really an option. I remember thinking we had more time but I guess we kinda don't.

I feel like we could handle her the same way we handled Kaede (and I think that was where the discussion last time was about?): stay and play by our rules, we try and find a group that'd take her, and if none of those options work she GTFO. Though I'm also tempted to just stick her on a train to like Kyushu with a bugout bag and wash our hands of her. We'd be playing into her abandonment issues but if she doesn't want to help herself, there's not much we can do (unless we manage to get Shinobu to 'talk' with her).

@Echo - I'm obviously new to the quest and am working my way through the quest a second time reading the discussion, but something has occurred to me as I'm reading.

We're spending all this effort hunting down newly contracted girls before the unstable ones perish, which made sense initially. But Kyuuby's 'on our side,' or at the very least seems to genuinely want us to succeed in our immediate goals. So ... why don't we just ask him to tell us whom he's contracted, or about to?

This was addressed early on. Part of Kyuubey's "helping" us is that he tries to keep girls isolated for the first couple weeks, so that if they prove to be a liability or unstable they die or witch out before we meet. Kyuubey would probably prefer we never found Shinobu, for example. His definition of help is not synonymous with our definition of aid.

I get that, but we've demonstrated our ability to recover and cultivate these otherwise useless assets. Logically, I don't see why he'd refuse our request.

If we take in every new Meguca in our area we get no witches and all die, unless we travel away?
One of the issues we are dealing with is that there are tons of dormant witches waking up now that they aren't detecting much of any predators/MGs. That one train witch we fought with Asami was something like 400 years old? And Chou led us to a sleeping witch the other day.

Oshigiri's jealousy is probably the critical concern, Maiko says, and you say as much to Konno.
Is this supposed to be Tsurumi's jealousy, or is there something we've missed about the dynamics around Ikue and Honoka?

Edit: nope, just me missing details while surveying character stuff.
Oshigiri is disliked by others because she dislikes them and only mostly hides that fact. Her distaste for her teammates comes from either feeling they're dragging Furuhata down (Tsurumi, Chizuka), untrustworthy (Konno, Tamazaki) or being jealous of how much attention Furuhata gives them (Chizuka again, Miyu).
This means more vote edits incoming, since that's a very solid route to influencing Honoka.

I didn't get the impression that that was for Tsurumi's benefit, but more because Tsurumi's psych issues are hurting Chizuka. That said:

[x] You know what? You can work with this. Your usual technique involves brainstorming until people run out of holes to poke in your ideas. With Konno's power explaining why your ideas are terrible you'll be unstoppable! This plan has no flaws.

[x] Spend a bit of effort getting Konno on board with Empress Yui-chan's magical empire of love and justice, take advantage of that ambitious self-interest.
-[x] Briefly explain your rules which you should really write down at some point.
-[x] Point out that a normal-size slice of a bigger happy teamwork pie is easier and better than a big slice of a tiny self-defeating sadness pie.
-[x] Briefly explain how feudalism is dumb and how your crack team of bureaucrats and analysts will let you (speaking of pie...) eat the status quo for lunch.
-[x] Point out how useful Konno's power would be on said crack team of analysts.

[x] Basic proposal:
-[x] You're actually looking for more magical girls right now, not less. Absent compelling contraindications you'd prefer to recruit Honoka's entire team.
-[x] Break the team down to remove internal stresses and distribute them through different parts of Nagamioka. Set them up with groups that'll either teach them to play nice or help them with their problems.
-[x] Your guesses: Ikue is unpleasant but will do whatever Honoka does. Honoka just wants everyone to be happy. Tamazaki can be convinced that you're the winning team. Konno has chronic backstabbing disorder but can be bribed with responsibility and recognition. Everyone else will just be happy to have survived Tokyo.

[x] Specific issues:
-[x] If people do move to Nagamioka, will anyone have real trouble following the rules?
-[x] Would Konno be able to convince Honoka of this idea herself?
-[x] Is Honoka aware of how jealous Ikue gets? If no, how useful would it be to make that clearer to her?
-[x] If convincing Honoka directly is problematic, would it be easier to convince Ikue and let her convince Honoka?
-[x] How problematic are Tamazaki's enemies?
-[x] Just how obnoxious are Tamazaki and Ikue? How hard would it be to place them with teams that'd change them instead of being changed?
-[x] Check your guesses about how to break the team down. [Honoka, Ikue] -> A group that can deal with Ikue, [Tsurumi] -> Himari's group for power synergy + friends, [Tamazaki] -> A group that can deal with her, [Konno, Chizuka, Miyu] -> New team near HQ?

Who's Hinata? Threadsearch doesn't yield any posts other than yours.

Oops, I'd meant to go make sure my memory was right and forgot to finish doing that. Can make magic gadgets, non-meguca fiance that she made armor for and fights alongside. Give me a bit to fix that...

Edit:
Himari's enchanted equipment is right in the sweet spot and would very useful for her to duplicate
There, found it.

Edit edit: Fixed. Also added this, based on a detail I finally noticed while reading the logs:
-[x] Is Honoka aware of how jealous Ikue gets? If no, how useful would it be to make that clearer to her?

Probably gonna close votes in a few hours, so if you want to make last-minute adjustments to the bandwagon now's the time.

The magic effect keeping the body perfectly preserved lasts about three days when fully charged. If you don't want to wake her up (which I think you guys wanted to delay until Aya and Suzume leave town anyway?) you'll need to stop at Momoko's house tonight to recharge it for another three days.

I will freely admit that from a Doylist perspective it works that way specifically to prevent you from putting her on ice and forgetting about the issue forever. :V

Beyond what's already been said, both Maiko and Minami are under the impression that Kyubey actually can't tell us that information thanks to whatever arbitrary rules it follows.

The above reasons are both correct, yes. Maiko explained this before the outing when you first met Chizuka, I think?

One of the issues we are dealing with is that there are tons of dormant witches waking up now that they aren't detecting much of any predators/MGs. That one train witch we fought with Asami was something like 400 years old? And Chou led us to a sleeping witch the other day.

Also, Witches do migrate to avoid areas where lots of other Witches are active, so even if you completely suppress Witch activity you'll continue to have older Witches waking up and newer Witches migrating in from the surrounding areas.

Is this supposed to be Tsurumi's jealousy, or is there something we've missed about the dynamics around Ikue and Honoka?

Miyu and Chizuka have been taking a lot of Honoka's time and attention. Ikue is jealous of them for that, and to a lesser extent jealous of Chizuka and Tamazaki for displacing her as the team's obvious heavy hitter because it means Ikue relying on other people more than her, etc.

Can make magic gadgets, non-meguca fiance that she made armor for and fights alongside.

Himari Tatsuoka. Tsurumi Ninomiya's duplication magic has the best synergy with Himari (for the enchanted stuff) and Ikue Oshigiri (for her weapon).
