Okay, votes are closed. The actual votes were a bit jumbled, so I'm taking this version as the winner:

[x] Have Maiko start with whatever she believes is the most relevant to the upcoming meeting. She should have a handle on what information best supports your objectives.
[x] Ask Maiko to tag along at a distance, like usual.
[x] Ask Koharu if she has an interest in accompanying you (openly) to a hopefully-rewarding diplomatic meeting.
[X] With confidence and power — try to keep your demeanour similar to yesterday's, but make sure to subtly or not-so-subtly hint that your group has access to numerous resources and wildly different abilities. Try to keep it natural, don't go out of your way to show off or brag.

The "invite Koharu as well as Maiko" version doesn't detract from the rest of it and had about half as many votes as inviting Maiko alone, so I decided to toss that in; everything else was a clear winner.

Anyway, I'm gonna start writing now. It'll probably be a short update but I still need to do a bit more work filling in details on the Nerima girls; expect the update in 4-5 hours or so.
 
@Echo are the page 1 rules still in place? Axioms seem pretty cool, and I'd love to see the points of view of Minami (best spy) or Maiko (best not-witch witch).

Also, a small reminder to everyone about the Wiki. I've already added and gotten started on some articles, but it's going to take some time to reread the entire thread, every page one by one to make sure I don't miss anything like juicy witches or more character detail.

Yeah; the character list is horribly out of date but everything else is basically accurate, as far as I can recall? I did kind of drift away from even the minimal amount of "crunchy" mechanics I had to start with, but the spirit and intent should still be valid.

Also, thank you for your efforts on the wiki! I noticed that you did a lot of editing but I haven't had the chance to really look at it yet beyond noting the page titles.

I've been kind of editing it as I reread. Also, I noticed Yui's template is a bit different than the default template. Which one am I supposed to use for Natsuki and Asami? I also don't know their birthdays, so I'm thinking I should just delete that part.

Use Template:Character for non-meguca. While I have stuff planned for if/when they contract, it's not set in stone yet. If by "default template" you mean what it looks like if you add the template without parameters, that's because it will automagically omit lines with no value rather than show them as blank. Just try to imitate how the template is used on Yui's page, leaving out anything irrelevant, and it should be fine. I'll have to tweak it later anyhow because I'll probably be adding more to the templates later.

Also, my previous attempt at updating the character profiles should have birthdays for Natsuki and Asami.
 
Blah, working out the details for the Nerima group took longer than expected. The actual update is still only about half done and I'm starting to get tired, I think I'm gonna have to finish it tomorrow. Sorry, folks.

Honestly I was kind of assuming I'd go with my usual plan for this sort of thing, you say, grabbing your shoes and heading outside.

The usual plan is to pump you for info first and then jump in without a plan while you lurk in the shadows to bail me out in the very, very unlikely event of a situation that can't be solved by cuteness and/or mass destruction. As you talk to Maiko you duck into a nearby alley to transform. Seriously, though, if think you know what's going on then I trust you to give me the most important info. Though, uh, I am kind of assuming you don't mind tagging along?

Okay. I don't want to be presumptuous or anything, you say, while sprinting down alleys and back streets to get clear of the school. Lots of teenage girls around means the a much higher chance of bystanders who will notice magic, and that's not something you want to deal with. Although, I was thinking of asking Koharu if she wants to be part of this as well? Partly so I have some visible backup and partly because I want her to feel like she's part of my team.

It has a sort of glassy, electric feel to it, and the flow of magic seems to originate from... ah. You stop, look up, and wave.

Hi, Yui! Minami says. Yeah, Maiko asked me to let her know where you were.

...you decide not to think about how apparently you can only tell that Minami is spying on you when you're transformed, because that's not worrying at all, not one bit. Instead, you reach out mentally. Koharu, you busy?

Want to back me up in a meeting with a girl from a Tokyo group?
you ask. They're not on your border directly, but building your rep with Tokyo groups can't hurt.

She pauses. And there isn't anyone you'd rather have there with you? she says.

Not for this meeting, you say. It's not even a lie, really--while Koharu is likely correct in suspecting ulterior motives for inviting her, there's a pretty short list of who you'd want in this kind of diplomatic meeting and you're pretty sure none of the others would be interested or available.

If you say so, she sighs. I'm afraid I have only an hour to spare, though. I have other obligations for the remainder of the day.

I'm heading to the meeting right now,
you say. An hour will probably be enough?

I see,
Koharu says. Well then, it would be my pleasure to attend.

 
 
Koharu intercepts you and Maiko about halfway to the Nerima border, sprinting across the side of a nearby building before leaping over your head, landing in a handstand, then flipping forward to hit the rooftop running alongside you. Regretfully, you push aside the influence of Koharu's magic as it urges you to watch her acrobatics, since you'd really, really prefer to not trip and faceplant into the traffic below. You do applaud briefly, though.

"I did gymnastics in middle school," Koharu says. "It was never this much fun, though." She shakes her head, sending her hair curls bouncing enthusiastically. "As for this meeting, I will contribute however possible."

"Right," Maiko says, "now that you're both here I will summarize the situation." She clears her throat. "First of all, I'm confident the girl you're meeting is their most experienced member, Shina Konno," Maiko says. "Her wish magic grants a preternatural ability to identify weaknesses and vulnerable points in threats and obstacles of which she is aware. She presents this as primarily useful against Witches, as they often have obscure and highly-specific weak points based on the internal logic of their barrier. Konno carefully conceals the fact that her magic is also applicable to nearly any manner of conflict, including socially and psychologically."

"Oh dear. Should we even be speaking with such a person?" Koharu asks. "I've endured small talk with social predators on occasion, which was unpleasant enough without magic helping them."

"Konno is dangerous and motivated by self-interest, but not particularly malicious," Maiko says. "Furthermore, her magic merely identifies weaknesses; it does nothing whatsoever to help her exploit them. She has nothing to gain from provoking you personally, and she is very weak in direct combat. Just be prepared to disengage if the conversation becomes antagonistic and don't make any impulsive decisions." Maiko pauses.

"'No impulsive decisions,' says the grown woman to the teenagers," you mutter, prompting a snicker from Maiko. "How weak are we talking, here?"

"Transformed, I could likely take her in a fistfight," Maiko says dryly. "Despite allegedly being a 'skinny nerd with wimpy noodle arms', according to an old friend."

"Gotcha," you say. "Also, you totally are."

"I'm hardly denying it," Maiko says, in a somewhat put-upon tone of voice.

"What does Miss Konno want with Yui?" Koharu asks.

"Ah, I got ambushed by another member of her group," you reply. "The other girl, Chizuka, seemed a bit desperate, and the more I heard about the group the more it sounded kinda sketchy and like they were taking advantage of her. So I left my contact info in case she needed help but this other girl messaged me instead."

"Yes. Konno is most likely intending to form an agreement with you behind the back of the group's nominal leader--something she has apparently done before, a fact the rest of the team remains unaware of. Her goal is likely either a power play to take control of the group, or to split off with the team members she considers most valuable," Maiko says. "In either case, she will likely use her wish magic to tailor her offer based on your values and needs. I expect something along the lines of framing it as a way for you to simultaneously help the girls who dislike the situation in Tokyo and secure a section of the Nagamioka border by having an allied neighbor."

"Put like that it... actually doesn't sound so bad, though?" you say.

"To be clear, I'm reasonably certain she expects to make an honest deal that objectively benefits both parties," Maiko says, "at the low price of making you complicit in the same kind of backstabbing that started the mess in Itabashi."

"...ugh."

"Precisely."

"Any thoughts, Koharu?" you ask.

"My thoughts are that everything was far simpler in Himari's stories," she sighs.

Maiko snorts. "Yes, well," she says, "remind me to tell you a few stories of my own about the diplomatic incidents she caused when she was your age."

"Ah, that sounds delightful," Koharu says, with a quiet laugh. "But to answer your question, Yui, I don't know enough about the rest of her group to say much."

You nod. "Maiko?"

"As outer Tokyo groups go, they are overall depressingly typical," Maiko says. "Seven members, half of whom think they should be the one in charge, with a mixture of veterans whose magic is oriented toward survival over combat and a steady procession of combat-oriented novices who kill a lot of Witches right up until they, ah, don't." Maiko sighs. "The group is held together by a mixture of fear, guilt, and emotional codependency. It is true that they're trapped between hostile neighbors and can barely find enough Grief Seeds, but without those two factors I expect they'd be at each other's throats within a week."

"Ah," Koharu says. "How... delightful."

You just sigh.

"The leader is Honoka Furuhata," Maiko continues. "Her wish magic gives a sort of 'radar' that lets her know when magic is being used in the surrounding area. Her magic is vital to the team, and she genuinely tries to keep everyone safe, but her leadership skills are mediocre at best. She often delegates to her close friend and second-in-command, Ikue Oshigiri, who is on poor terms with most of the group and whose faults Furuhata is prone to overlooking. Your concerns regarding Chizuka's role on the team are largely due to Oshigiri, though Furuhata is not blameless--her fumbling attempts to mediate without acknowledging Oshigiri's behavior does more harm than good."

"This all sounds kinda familiar," you grumble.

"They're nicer people than Hisae and Kaede, if that's what you mean," Maiko says. "I did say they were typical for Tokyo, right?"

You just sigh.

"Aside from Konno, the other member dissatisfied with Furuhata's leadership is Akina Tamazaki," Maiko continues. "She previously operated solo, but joined the group for protection. The rest of the team is less than thrilled at inheriting her enemies, but Furuhata believes Tamazaki's value to the team justifies it. Tamazaki is strong-willed and justifiably proud of her abilities, but sees her ostensible teammates as little more than tools to keep her enemies at bay."

At this point you're getting close to the border, so the three of you stop.

"The remaining members are Tsurumi Ninomiya, a classmate of Chizuka who was indirectly responsible for her contracting and now tries to pretend she's not bitter and jealous about being much weaker than Chizuka; and Miyu Ishida, a somewhat volatile new contractee who's upset about the whole situation and valuable enough in the long term that Furuhata is desperate to placate her."

"What a mess," you say, scanning the park ahead with your magic sense. "But here we are, and it looks like she's waiting for us in the clearing over there. Ready, Koharu?"

She nods.

You crouch down and leap toward the park, clearing the distance in a few mid-air jumps and landing across the clearing from where your... guest? is waiting. Koharu follows a moment later, jumping gracefully between treetops and then landing just behind you.

"You're Shina Konno, I assume?" you ask.

She nods. "I am. Thank you for coming, Aikawa," she says, then inclines her head to acknowledge your companion. "...and Sendou."

Koharu stiffens.

Konno waves a hand dismissively. "I have my sources. You understand, I imagine?"

You shrug. "Well, yeah," you say, recalling what Maiko said earlier, "more than Furuhata does, at least."

Konno grins. "Then let's get right to business, shall we?" she folds her arms behind her back. "If your claims of controlling Nagamioka as a whole are to be taken seriously, you are catastrophically overextended. You are also, not unreasonably, worried about the situation Chizuka is in--and perhaps some of my other teammates, as well?"

Whatever her sources are, she's fishing for info, Maiko says.

You shrug. "Accurate enough for our current purposes," you say.

"Then here is my starting proposal," she says. "I will arrange for Furuhata to 'loan' Chizuka and one or two other members to you. They will defend an assigned region of Nagamioka, splitting any collected Grief Seeds between our group and yours, until such a time as either group wishes to renegotiate."

Koharu tosses her hair and scoffs. "Really? You ask us to cede territory in all but name in exchange for whatever Grief Seeds you feel like collecting?"

"That's a rather uncharitable interpretation," Konno says. "I'm open to counter-offers, regardless."

"And you have the authority to be making such a deal on your group's behalf?" Koharu shoots back.

"Obviously not. Any deal will have to wait on Honoka's approval, but she can be persuaded if the benefits are clear. I felt it necessary to take the initiative because she doesn't appreciate how fragile the situation with Chizuka and Miyu may become," Konno says. "I'm not certain you understand either, in fact."

The initial offer seems half a ploy for territory/seeds and half a ploy to contest leadership of the group with the problems out of the way. I'm actually a bit confused she'd offer at all given that her group is relatively small and pressed from all sides, but magical girls are apparently not known for long-term thinking. Also it seems like whoever they send will be even more pressed for personal-use seeds than before.

I also take "any deal will have to wait on Honoka's approval, but she can be persuaded" to mean that any deal will be presented to Honoka as a fait accompli, and likely leaked to other group members first, so that she has to accept. In the worst case, it would imply that we back Konno in some way. None of that is an acceptable situation.



That said, what do we want out of this? We don't want to enable her to shatter her group, but we do want to improve the lot of any girls who really don't like it there.

From a purely strategic standpoint, my understanding is we do need to cover more area with regard to obvious presence and witch hunting, but we also need to do so while retaining control over that area both in word and deed. If it becomes territory someone else administers and the 'loan' is just words and everyone knows it, then that's bad.

Honoka Furuhata
Wish Magic: Magic-detecting "radar" as an extra sense. Picks up witches and meguca within a radius of several kilometers. Exact detection range depends on the strength of the Witch and how much magic the meguca is using at the time.
Weapon: Proximity-triggered magical explosives, which she can either make invisible to function as a trap or launch as a projectile. With a spotter and her 'radar', long-range bombardment is practical.

Ikue Oshigiri
Wish Magic: Conceptual severing of connections. She can shut down telepathy, break control magic (e.g., Witch kisses, Chizuka's metal, Fuuka's knives, etc.) the same way Yui does, etc.
Weapon: A large two-handed sword with a conceptually absolute cutting edge

Shina Konno
Wish Magic: The ability to perceive and analyze weak points and vulnerabilities
Weapon: Twin scimitar-style swords

Tsurumi Ninomiya
Wish Magic: Duplication of (inanimate) physical objects, limited by her memory and knowledge of the original object's purpose and origin. More complex items are more expensive to duplicate and duplicates of magical objects degrade over time. And before you ask, Soul Gems and Grief Seeds do not qualify as "inanimate".
Weapon: Weapons conjured using her wish magic; typically either very basic firearms or a temporary copy of Ikue's sword.

Chizuka Kumoto
Wish Magic: Minor electricity generation, absolute metal control in a 100m radius. The metal behaves as an extension of her body, and she has full proprioception and sensitivity to EM fields through it.
Weapon: Whatever she can make with her metal

Akina Tamazaki
Wish Magic: Checkpoint-based clairvoyance and teleportation. A person, object, or location designated as a focus can be observed remotely and used as a teleport destination, bringing up to a few dozen people as passengers. Checkpoints require physical contact with Akina or her weapon to place, fade with time and distance, and only a few can be maintained simultaneously.
Weapon: Longbow with variably enchanted arrows. Possible enchantments include an armor-piercing effect, homing arrows, explosive arrows, and harmless decoy arrows (which can be used to set teleportation checkpoints).

Miyu Ishida
Wish Magic: Item enchantment capable of creating a wide range of magical tools.
Weapon: A transforming multi-tool that she primarily uses as a focus for her enchantment, but which has a few proper weapon modes as well.
 
Well, this is a detailed and thorny problem that we're going to have to put in a lot of thought and collaboration into finding the perfect solution for.

Just going back to Chizuka's introduction and what we know about the Nerima group. You may or may not find it helpful.
Her name is Chizuka Kumoto and she is, or at least very recently was, part of a mid-sized group in central Nerima, Maiko says telepathically to you and Minami. Her magic is the metal control and electricity generation you've already seen, but my grimoire describes her as skilled at using her magic in creative ways. My grimoire also implies that she may be more loyal to her teammates in Nerima Ward than they deserve. Maiko pauses. Be careful, this is an inhabited area and she could cause significant collateral damage. There would have likely been multiple civilian fatalities if she'd fired that railgun she was making.

"What's to talk about?" she says. "We need this territory. Unless you're happy to just sit back and let us take it?"

*Yui easily demonstrates the ability to defeat Chizuka, so Chizuka runs... and Yui catches her.
"We picked up some new members," she says quietly. "We've barely been finding enough Grief Seeds to keep ourselves going, and we think one of the neighboring groups is about to attack us."

"So they sent you here alone to take more territory?" you ask.

She shakes her head. "No! I--" she looks guilty. "I came because I use up magic faster than anyone else. They always tell me they don't blame me, but..." Chizuka trails off, then looks up with a defiant expression. "When they took me in I promised I'd do whatever I had to, that I wouldn't disappoint them. I..." Her expression crumples and she hangs her head again.

*Yui takes Chizuka back to the Tokyo border where two of her teammates are.

An interesting part here where it's suggested Chizuka was manipulated into doing something stupid:
"I wonder, though," you say conversationally, "whether the idea would have even occurred to her if you hadn't forbidden it." You cock your head cutely, pitching your voice down slightly in your best Kyubey impression. "Regardless of how consistent and predictable Chizuka Kumoto's past behavior might be, her chosen course of action was her own decision, of course."

The girl makes a sour face for a moment, then exhales sharply. "The internal decisions of our group are our own business," she says stiffly, a conflicted but otherwise unreadable expression on her face.

Note that the teammate of Chizuka's who Yui actually talks to is distinctly unfriendly in the rest of that conversation, though not actively hostile. The other, however, is Konno, to whom we are now speaking.

It's worth noting that Maiko seemed to think that Konno wanted a deal that would benefit both groups. In this case, I think she's trying to politely get rid of Chizuka in a way that doesn't cause their group to disintegrate. We've already had an indication that one of them manipulated Chizuka into what could have gotten her killed against a more ruthless magical girl. That this benefits Yui, I think, is purely incidental. I think she's identified Chizuka's wellbeing as leverage she can use, or why else would Yui have come to the meeting?

It's not clear what effect this will have on the rest of her group, though. Will it forestall the group's splintering, or speed it up? The read I'm getting is that Honoka isn't a strong enough leader to run a group that has taken in so many others, even if her group previously functioned, and the only reason why she's still leader is because she's incumbent and doesn't have a unified opposition.

That said, what do we want out of this? We don't want to enable her to shatter her group, but we do want to improve the lot of any girls who really don't like it there.

I'd say this depends on the nature of Honoka's group. If its continued existence is viable, and non-toxic, we want to build trust with its members, resolve their internal issues and potentially take their entire group under our banner, depending. If there are underlying issues under than a Grief Seed shortage, we want the group to break up, recruit some, and give the rest safe passage, much like we did with recently. (Though hopefully with less violence). What we absolutely want to avoid is someone pulling a Yumi.

Maybe we could do a combined Witch Hunt (sharing the Seeds) as a one-off and pick some people from their group whom we think would be easiest to get information out of? I don't feel like we have enough info at the moment to make any long-term decisions.
 
Counteroffer; your entire team moves into my city as my subordinates! You guys can keep a base in your previous territory if it's important to you, and we'll rotate patrols through there occasionally.

Pros: My protection, my adorableness, more grief seeds, more room, less intra-team conflict, a voice in my council.

Cons: base reluctance to give up leadership/power to a relative unknown, various wars of conquest both offensive and defensive in nature.

This really isn't all that bad of a proposal, at least as a starting one. I think something like it might work, however:

Points of contention though: "splitting any collected Grief Seeds between our group and yours", I want this to be a hard number, full stop. Simply 'splitting' it can easily lead to bad blood on both sides if either side feels like they are getting short-changed, and no matter what territory we give her that area will "underperform" compared to having a girl completely loyal to us. This also puts a lot of pressure on Chizuka, as they can lean harder and harder on her for a "guaranteed" source of Grief Seeds; I think she wants to use Chizuka as a way to leech Grief Seeds off out of our group. They might even try to guilt trip Chizuka into spying on us, "you got this cushy territory, why not help out your old starving friends." Again, trouble in the making.

I also don't want to simply have them join up/strong-arm them into the Yui Empire, as Maiko says:
Maiko sighs. "The group is held together by a mixture of fear, guilt, and emotional codependency. It is true that they're trapped between hostile neighbors and can barely find enough Grief Seeds, but without those two factors I expect they'd be at each other's throats within a week."
We take them in and remove the burden of finding enough GS, a couple of days later and we are playing Yui Diplomaster under a shattering group when we already have way too much to do. And if we take them in, we are also dealing with their enemies on top of what we are already inheriting.


I'd like to find a mutually beneficial relationship without all the bullshit of above.

That's not as much of a problem if we split them up after taking them in. These two here, those 3 there, this one with those guys, reevaluate in a week. There's no reason we must keep them together as a group instead of individuals.

No need for personality conflict, just avoid the people you don't get on with. We already have a Chou, so it's not a new idea.

Yeah, gonna agree with Jho on this one, unless you have a group of people working together on it, Making a Wiki is arguably less viable than just the Character sheets...

Aside from the hope that people will, in fact, help (so far, only @somewhatLazy has done so), a wiki is easier to update piecemeal and has more ways to organize information, which are the main benefits.

Note that the teammate of Chizuka's who Yui actually talks to is distinctly unfriendly in the rest of that conversation, though not actively hostile.

That was Furuhata. She's has bad experiences with meddling outsiders and is aware that she cannot into social, so she tends to just stonewall everything.

It's worth noting that Maiko seemed to think that Konno wanted a deal that would benefit both groups.

Shina Konno is a lot like Yumi in many ways, but aggressive and ambitious rather than just wanting to fuck off and live her life. She wants to "win" personally, but not at the expense of making enemies or creating more problems for herself.

I think she's identified Chizuka's wellbeing as leverage she can use, or why else would Yui have come to the meeting?

Yes, her wish magic identified that as the best way to get Yui to show up to negotiate.

The read I'm getting is that Honoka isn't a strong enough leader to run a group that has taken in so many others, even if her group previously functioned, and the only reason why she's still leader is because she's incumbent and doesn't have a unified opposition.

She's also leader because her magic is critical to the security of the territory, so anyone who wants to take over can't just chase her out or kill her, because there won't be a group to take over if they do.

Oshigiri also does a fair amount to keep Furuhata's position secure. Oshigiri's loyalty to her friend verges on what could be described as "platonic yandere", so...

Wow, Yui is like these 2 combined, plus her own special brand of bullshit.

Yes, though what they do, they do better. Oshigiri in particular is not someone you want to fight.

I feel like we need to know what she means by this before we make a decision. It may be what we already know, or it may be something that even Maiko's spookybook wasn't able to tell us. Therefore, preliminary vote:

I'm open to better ideas and/or more things to ask, but I feel like the answer to this particular question is crucial.
 
Honestly, I'm kind of inclined to just bluntly refuse.
Partially to see how she reacts to that, but mostly because we don't actually need anything she has to offer.
At best, we have a minor interest in keeping her group from imploding or getting killed, but... those are their problems, not ours.

More girls in our territory would be good for clearing out witches and building an army, but poor for having enough seeds for everyone, and keeping everyone friendly.

Given that we've barely had a chance to integrate the last girls we recruited into our team, it seems premature to be trying to recruit our neighbours. Especially given that most of these girls seem to be assholes.

Maybe say that to her outright? Toss in a sly line about how we don't expect her to understand the effort we're putting into ensuring our people work well together, since her group obviously doesn't care about that.

I'm not sure why she'd assume that we want to recruit Chizuka, of all people.
Yeah, they're using her as a disposable/deniable weapon and that's pretty sad.
On the other hand, she did attempt to build and fire a railgun at street-level in an occupied part of our territory.

If I'd been voting when that happened, I'd have had a write-in tearing strips off her for that. Potentially literally.

Frankly, I don't want her anywhere near our territory, or the next thing we hear she'll have blown up a neighbourhood or railgunned through a row of houses or something.
She's too dumb and too reckless to be trusted.

Then again, I'd have voted to crush the plague-doctor-girl's soul-gem the moment she claimed that we didn't have the guts. We could eat the despair from killing someone, even doubled due to our axiom rule. Our soul is big enough, and we're not wanting for Grief Seeds at the moment.

As of now, our choices are 'crush the gem, have someone else crush the gem, or leave her in a coma forever'

They're all basically the same thing as killing her ourself, so we might as well get it over with.

It's all well and good to say 'I'm going to be friendlier than Momoko' but some people don't want to be saved.
If someone's truly determined to be your enemy, then you should oblige them.

It's like an anime. Some bad guys lose and are Befriended. They turn heroic themselves and then go on to become reoccurring side-characters.
Some bad guys lose and don't accept the offered hand of friendship, so when the episode ends, they're never seen again.

Alternatively, that quote from James Mattis.

Yui is artillery, but the point still stands.
'Don't fight me. I don't want to hurt you, but Mercy is a limited resource. If you throw it away, there won't even be ash left of you.'

That implies a limit to yui's forgiveness though, which is something we haven't really seen in-story.
