Yyyyeah, given the way we've behaved, nobody who's actually heard about us will believe that except for people looking for an excuse not to go anyway... and our sheer power is enough of an excuse for those people. Plus, it'd wear on Yui's mental state, I think, having to pretend to have killed someone.
Which is why I propose to weaponize rumours, not a full-blown act.
Magical girls don't have a centralized news network. How information about something like Momoko's death propagates to faraway places of Japan? I see four likely candidates: rumours passed on by neighbours or travelling magical girls, messenger magical girls, information-gathering powers, and Kyubey.

If we manage to somehow convince magical girls who never saw us that Nagamioka is under the control of Momoko's killers, at least some rumour-mongers and messengers would believe it, or at least tell someone else who may believe it. Starting it would be as easy as, for example, asking Rio Trio to tell some of their acquaintances, who they know aren't nearby, that there's a new group of magical girls in Nagamioka, who are ridiculously powerful and are probably the ones who killed its previous holders.
Girls with information powers and our immediate neighbours obviously wouldn't believe, but it would be their word against the word of someone else. Their word may be more credible, but it would still introduce some uncertainty, which is good in itself.
Another point: Kyubey. It is nominally on our side — perhaps it could help us with this? It's probably the most universal, if not the most trustworthy, source of information for magical girls. If its on our side — and it being on a magical girl's side is probably rare enough that most puellae magi wouldn't consider it — that would give our rumours even more credibility.

In fact... why not discuss this with it? It's probably better at this kind of wide-scale manipulations that us. And yes, I'm aware of the incredibility of the suggestion of asking Kyubey for help in a PMMM quest.

Honestly, seeding rumors we're the one who murdered Momoko seems like one of those clever schemes where the one who is tricked the most is the one who's scheming it himself. To succeed, we'll need to recruit and keep our faction stable. The rumors in question seem unconducive to that, to name just one of many problems.

I also remember seeing an updated Dramatis Personae in this thread somewhere, that also had pictures of the main cast, but it doesn't seem to be bookmarked (which does disservice to the quality of the fan art, I think).

Well, strictly speaking those aren't fan art since I drew them for my own story. :V

Also, most-ish of the art I've made for PMIM can be found on my imgur page. There's some costume design references using a template I drew, pictures of the first few Witches Yui fought, a really old and crappy sketch of what Yui's school uniform looks like, maps of Nagamioka, etc. Most of that will eventually be included on the wiki somewhere, as well.

If this is the case, I suspect that Maiko may be deferring the reveal of this information to a time when numbers are less critical or our situation is more stable, on the chance that Yui may feel compelled to keep the younger kid out of the fight no matter how useful Tomo's abilities may be in fights with other Magical girls.

Maiko is declining to share the information primarily because it's personal and it's not her secret to reveal. Her grimoire has even less respect for privacy than Minami does, and Maiko does her best to avoid sensitive information when she can and never repeat it when she can't.

Maiko also knows, among many other things, what happened to the missing fourth member of Rio's group, what Chou's childhood was like, and the reason Yumi lost her wish magic--all of which Maiko will categorically refuse to tell Yui, even if you straight up ask her to.

Everything involving magical girls is always complicated, somehow. Telling Maiko to use her judgement will default to the "internal dynamics" vote, then?

Give or take, yeah. She'll probably editorialize a bit more if you leave it up to her rather than asking specifically, but mostly the same information.

Fun fact: There's a Tokyo-area meguca you haven't met or heard of yet who could reasonably be said to literally weaponize rumors. :V She lives south of Tokyo proper, though, so you're not likely to run into her any time soon.

Based upon the Plan Red Team definition you'll need @redzonejoe or someone with a Kyouko avatar in addition to yourself and @Crimson Doom.

Also, I'd like to argue in favor of including the Koharu invite in this vote even though we don't think she'll accept it, on the grounds outlined here.

If they already know of our power, why show off? Beyond knowledge, at any rate. Knowledge of those with Power, especially of the sort Yui has, tends to spread fairly rapidly. We already have a reputation; I don't think that particular version needs further cultivating to be effective, and the change in approach - well, okay. Yui will be Yui no matter what. But, the change from being openly punch-happy to just being happy should be a useful tool, especially if they expect the former and nothing but the former.

Koharu is the one that basically wished for magical charisma and looks, right? Bringing her to a meeting sounds fine, and it'd be good to have her actually do something besides get grounded or squee over her family.

I don't see any clearly marked very very ultra super important QM announcement amending the initial Red Team qualification requirements. These informal understandings about what actually makes one qualify are disruptive to the smooth and orderly proceedings of the voting base. And probably a sign of nebulous corruption and nepotism in our governance.

Not charisma and looks, as such. She wished to stand out and be recognized; her wish doesn't actually guarantee positive attention. It does, however, effectively magnify the impact of the "charisma and looks" she naturally has.

She is also fully capable of setting ojou-sama levels to maximum when necessary, which combined with her aura is devastatingly effective. :V

Sooooo ... Still going to draw Momoko so I can use her as an avatar?

A picture of Momoko is top of the priority list for art, actually. It also just so happens that I started on a wiki page for her.

Koobs at least pretends to be completely truthful: regardless of its ability to mislead while still being technically truthful, I don't see it wanting to openly acknowledge that facet. Similarly with purported neutrality. (Though I might just be misremembering how helpful Kyubey's being for us? I just don't see it wanting to play its hand that much to other meguca).
