Here's the currently known heroes that have low DC and have decent Stewardship: Argit; Baboon King; Mr. Black and Mr. White; Doc Beebels/The Beekeper; And The Devil Hollywood Agent.

Well we did pick an assassin as a starting hero, we just need to make sure he's our number 1 assassin.
Napoleon for me, but I'm okay with one of the other two.

I'm leaning towards Argit. He's got good stats Stewardship and Intrigue with experience in black market deals. He has a trait that allows us to assign other heroes to him adding half their stats to the task unless their henchmen. Also, grant access to D3 advanced tech options each turn.

"SHADDAP!" The man snapped, putting on his helmet and attempting to cross.... Only to fall into the moat and get attacked by the Robot Alligators with a scream.
"....This is just kind of sad." Dojo quipped.
"I find it funny." Scaramouche chuckled. Everyone steps back from him a bit.
"Don't worry sweetie, I'll be back later! Your boyfriend can't stop me!" Dark Vegan shouted as he barely managed to escape. You and Jillian blush deeply and stammered out after him "W-W-WE'RE NOT DATING!"
".... You're not?" 21 blinked. You promptly throw a stale sandwich at him.
