Heck, I think on the next funding council we might be able to argue that we are an effective reconstruction agency, though making that arguments risks distracting us from space exploration.
Arguing that we're a reconstruction agency directly is not a good idea IMO, but we COULD make the argument that we do a lot of work educating the downtrodden peoples of the world and that it's important towards "reconstructing" the world after the damage the European colonialists did.

These two follow the philosophy of having a definitive alphanumeric and a nickname which can thus be culture-neutral and freely translated. The two-stage sounding rocket gets the designation R-1-2 because it's reasonably part of the R-1 family, being just two R-1s stacked on top of each other.
I like the idea of culturally-neutral "windy" names for our rockets, I'll roll with it for now. I don't want our socialist utopia to have boring name schemes. Well, there's the small issue that not all cultures will have the same amount of different terms for different levels of wind so we might get a little crossover here and there, but it ain't a huge issue. I hope.

Basic Googling tells me that the Somali name Meelaaney means 'road to success', and xoog leh means 'strong'. Our rockets are the road to success, and then add adjectives about strong or great as the stages and sizes go up.

Gotta say though. The R-1 and R-2 idea is absolutely ruinous from an engagement and PR perspective. We need these things (the orbital rocket especially) to be something that catches attention and draws enthusiasm.

One point that didn't come up before is that this choice - a cheap, using-existing-infrastructure first rocket - is probably the most applicable to the "Broad Coalition for Futurism" approach which has informed our strategy, especially World Conference choices, recently. We took on the nuclear program, supported terrestrial astronomy and took on big research and education commitments with the aim of supporting science generally - and parties' support for science with support for space.

If we want to follow up on that beginning we need more resources, Facilities dice and so on free which means spending less on rockets, launchpads etc... While I do think the medium rocket option would be a quicker path to a larger vehicle than starting with the smallest one, it probably isn't radically so, and starting small allows that later vehicle to be built with more experience and a larger size - and thus more ready to be a long-term foundation.

In the meantime, we can fulfill our mandate in a way consistent with the Broad Coalition approach - research and continuing Weather Studies - and can probably scrape enough Payload into the small rocket to test the applications we need to implement in the future. 1 Payload or whatever we expand it to will be able to achieve a lot of scientific and engineering progress.

As weird as it feels to make launching rockets only a small part of our plans, I agree with @Dessard . By the way, unless I am recalling the way SV's vote tallying system works, I think if you made a new post with your orbital rocket vote you need to repost your other choices as well- otherwise only your rocket vote will be counted, and everything in your older post will be ignored.

Or are the vote tags like [ORBIT] and [SHIP] actually functional in preventing this scenario?

Even if we start with a 1 payload to orbit rocket, we could relatively easily make some changes to turn it into something that can put twice that into orbit, and there is a market for ~200 kg science satellites, especially early on when nobody actually knows how to make a functioning satellite. Vacuum optimized nozzles for the upper stages, lengthened stages, higher thrust versions of the engines, SRBs to overcome those terrible gravity losses while slowly accelerating up from the pad... I think both the 1 and 2 payload options are safe bets.

I am wary of us straying too far from being a space program first and foremost because I don't want us to get too distracted in other things (I think that'll weaken our negotiating position for funds long-term or risk us being splintered into multiple orgs and the rocketry part losing support). However, I think that the current split of things has been good, and a lot of that stuff (nuclear power, radio astronomy, etc.) are closely related to the space exploration side of things, so it justifiably falls under our purview.

As an aside (and not directing this at you, Dessard, but writing this reminded me of it), CyberEnby mentioned being told that we'd be able to look into vac-optimized nozzles; was that over Discord, and if so, how join?

Anyways now that the vote is done, just wanna say I really liked this update, particularly how the low rolls were handled- I liked the poor progress on building the rocket being a result of specific workplace accident, and it being detailed enough to really humanize the people involved instead of it sounding like a dry bureaucrat's record. And I like how our series of low rolls on rocket boxes exposed a systematic issue we could work to alleviate, even though none of them were a critical failure. Really helps the world feel alive.
 
Keep up the good work! I would have loved for us to go with bigger rockets from this vote, but the second option is still good. We need to upgrads the launch pad and infrastructure better to handel heavier rockers. Also we can use the councel to provide us with job oportunities. Like launch 5 satellites for GPS navigation or weather satellites. If we can recieve funding and create new openings for increasing our revenue that could work as well.

[ ] Rocket Reels - The test footage the IEC produces for scientific value can be easily copied and turned into high-octane spectacle for the purposes of swaying the public's opinion and imagination. The best part is, the more rocket launches you do, the better your reels get. [] Construct an R-2 Gale - The IEC's engineers and scientists have come up with a moderately reliable stage separation system for multi-stage rockets. The Gale has seen active use for a year, now, and is turning into quite the reliable workhorse. (15R per dice, 13/45, costs 1 Build Capacity until complete)

  • Throwing both our dice at this makes sense. Not like we get anything by saving it, and we can show off at the yearly budget review.
Facilities (2 dice, +0 bonus)

[ ] Construct a Heavy Sounding Rocket launch site - Your current launch stand isn't up to the task of launching a much bigger rocket than it currently does, being little more than a repurposed parking lot. The launch area could use reinforcement, thicker concrete and rebar and the like, maybe a flame trench to divert the rocket's exhaust away from it. Your engineers have enough guesstimates from the ones who want to make the Heavy Sounding Rocket that they feel confident enough to tell you they can make a pad that can handle it. (15R per die, 8/60, allows launch of the Heavy Sounding Rocket and theoretical derivatives up to 30 tons)
  • Obvioius choice is obvious. I think we should only commit one dice, given that we have more or less 50/50 odds of completing it with only one dice and not wasting the resources. If need be, can we continue construction next turn while simultaneously building a HSR for a launch at the end of Q1 1953 @Shadows?
[ ] Construct a Wind Tunnel - In order to do advanced studies on the shape of air and spacecraft at various speeds, you'll need a safe space that you can push a lot of air into, quickly. You've been assured by literally everyone involved that this will be useful. Personally, you're half-convinced it's just the air/spaceplane research crowd looking for every possible excuse to acquire jet engines and jet engine parts. But… (10R per die, 0/80, +3 to projects labeled AERO)
  • We'll have a "spare" facilities dice, and that means either a wind tunnel or an assembly complex. A whole lot of important things are tagged AERO and 10R is pocket change; getting this now seems smart if we think it doesn't count towards spacecraft development. The "assured by literally everyone" suggests we can justify that it'll be useful for pure rocketry applications if it comes down to it.
Engineering (3 dice, +6 Bonus to All)

[ ] Conduct Design Studies (Platform) (Heavy Sounding Rocket) [AERO] - Your small sounding rockets are, well, they work, but they're not as high-performing as you'd like. During the Third Great War, the Empire used a thirteen-tonne rocket as a terror weapon against civilians; that rocket is, approximately, thirteen times as large as the ones you are using, and able to fly at least three times as high, based on your people's calculations. They think they can recreate the design using notes seized from the ruins of the Empire's rocket complex. (5R per die, 49/80, unlocks Heavy Sounding Rocket (and a naming vote because that's unwieldy))
  • Do we want to put one die into this, and be slightly more efficient, or put two in and have very strong odds of finishing right away?
[ ] Conduct Design Studies (Early Orbital Rocket) (Phase I) [AERO, PHYS] - The design and engineering teams in Mogadishu think that they can complete the design of an Orbital Rocket. This will be a relatively more involved process than the heavy sounding rocket design, including constructing demonstrators and test articles for the tankage, the engines and the avionics, as very little is shared in common with pre-existing designs. (15R per dice, 233/300)

  • Not sure what's smart yet for science. MR(1) is a better choice than EPR(1) since it's halfway done, I think. However, we have three dice, and idk if we want to throw more than one at an aluminium rocket? We could try and get TSS done this turn and thus get leverage in the People's Forum (eww, corruption), perhaps. I think Weather Studies should be held off - we need some practical telemetry from the R-2 sounding rocket before we get too far into the orbital rocket design.
Politics (3 dice, +10 bonus, reroll 1 failure per turn)

Neither are absolutely critical to finish right now, so in the interest of dice efficiency I've given one dice each to HSR launch pad and Wind Tunnel.
The HSR launch site is obviously necessary, but the wind tunnel is also going to come in very handy for making sure our rockets don't auger into the ground or break up midair. And it gives us more pull in the scientific community because we have a wind tunnel they can run experiments on.

My concern with this is that we're risking putting off MR(1) until it's too late to incorporate into our orbital rocket, which will make future upgrades harder.

This is a teeny tiny toy rocket (even the biggest choice was), we're going to use it for like five years max before we do an entirely new design. I'm not too worried about that.
