I'm not that worried about rushing for the Hardened T&O - these are small rockets and trenches will do fine. Judging by RL history we'll probably lose more people to normal workplace accidents than these things blowing up. As I see it the option will be valuable once we start launching larger sounding rockets, but likely not even a prerequisite then.

[ ] [PLAN] Sun, Surf, & Space

Operations (1 dice, +0 bonus)
-[] Construct a Sounding Rocket
(10R, 0/40, costs 1 Build Capacity until complete)
--[] And launch it (free action for Sounding Rockets) (gains Scientific Data, launch experience, results to show the people funding you)
---[] Add a photography payload to take pictures of the earth from space. It'll look good in the papers.

Facilities (1 dice, +0 bonus)
-[ ] Construct an Engine Test Stand
(10R per die, 0/50, +2 to propulsion projects)

The V2's engine was notoriously awful. We need to develop a new one ASAP and a test stand is necessary for that.

Engineering (2 dice)
-[ ][ ] Regenerative Combustion Chamber Development (Tech) [MATSCI]
(10R per die, 0/100, unlocks further engine development)

Part of the reason the V2's engine was awful was it's regenerative cooling wasn't up to the task of dealing with the chamber temperatures, so they had to dilute the ethyl alcohol fuel with water. Better regenerative cooling lets us get rid of this problem. Two dice here gives us good odds of finishing in a single turn.

Science (2 dice)
-[ ] Research Program Outreach
(10R per dice, 0/120, gives +2 bonus to 1d4 research areas (including engineering))
-[ ] Publications Office (Gain Publications Office, providing +1 bonus to all research fields, with a 1d2 roll yearly to increase the bonus)

So both options here work best if we pick them early, because we get their bonus for everything that comes after. The earlier we do these, the more times the bonuses get applied.

Politics (3 dice, +10 bonus, reroll 1 failure per turn)
-[ ] Outreach Program
(10R per dice, open Public Affairs Office, gain Outreach actions)
-[ ] A Helping Hand (Free, autosuccess, roll for quality. Triggers Assistant Director subvote. Unlocks Focuses when AD is chosen.)
-[ ] The People's Program (Autosucceeds, rolls for quality/effort outcome)

Outreach to start the propaganda war to fight against ethnic tensions (might get us more political support).
Helping hand because we want the Focus bonus as soon as possible.
The People's Program is something we want to do first thing to establish the organization culture as being diverse in nature, and a useful source of PR.

We'll nab Shaking Trees next turn, GM has said it won't disappear until the year is done.

Total: 60/100 Resources Used
I like this plan overall - it does the most to set up the institutions we'll need right off the bat. But the write-in addition for the sounding rocket launch seems unrealistic when we have no sign that these things are recoverable, it's also way smaller than the first rocket with a camera and almost certainly unguided, and the [ ] Improved Instrumentation Development option says that it's the choice to develop more scientific payloads.

It seems like best practice to do. The immunity to personnel less from failures is pretty powerful, and the +3 to ops is nice.

I was going off the fact that the first picture in space was done from a V2 in 1946.

@Shadows, is this a capability we have?

Pretty sure the site and government votes should be decoupled from the turn's plan.

[x] [SITE] Alcantara, Brazil (equatorial)
I'm convinced of the value of an equatorial site, and of Atlantic over Indian Ocean shipping lanes.

[x] [GOVT] World Congress of Communal Councils
Ancom government needs "communes" in its name.

[x] Plan Plusses and Personnel (65/100R)
Operations
-[x] Construct a Sounding Rocket (1 die, 10R, 0/40, costs 1 Build Capacity until complete)
--[x] And launch it
Facilities
-[x] Construct a Hardened Tracking and Observation (T&O) Complex (1 die, 15R, 0/60)
Engineering
-[x] Regenerative Combustion Chamber Development (Tech) [MATSCI] (1 die, +5 bonus, 10R, 0/100)
-[x] Conduct Design Studies (Platform) (Heavy Sounding Rocket) [AERO] (1 die, 5R, 0/80)
Science
-[x] Improved Instrumentation Development (Tech) [AVIONICS] (1 die, +5 bonus, 5R, 0/100)
-[x] Exploratory Propellant Research (Phase 1) [CHEM] (1 die, +5 bonus, 15R, 0/150)
Politics
-[x] Shaking Trees (1 die, +10 bonus, 5R, 0/100)
-[x] A Helping Hand (1 die, +10 bonus, 0R)
-[x] The People's Program (1 die, +10 bonus, 0R)

Simple plan this turn, take the options to which we have bonuses (MATSCI, AVIONICS, and CHEM), and focus on recruitment and building (and keeping safe) the program's staff with Helping Hand, People's Program, and T&O. Shaking Trees and Heavy Sounding Rocket aim to squeeze as much blood from the known technologies and existing plant as possible before it goes away (the way the soviet combustion chamber did).

I want to say you can but you're using the equivalent of a WAC Corporal. I'm not sure cameras robust enough to survive are small enough to fit, yet.

Ah shit, alright. This my first time ever doing a quest on here. Thanks for letting me know.

Change to your Dice
Because I'm a dummy and forgot to put it in the turn update:

I decided to move away from dice for specific research areas (Metallurgy, Fuels, etc.) and instead give you dice in the broad categories of Science and Engineering, then give you bonuses in those research areas. Sometimes there just won't be projects for a given area and I don't want you to have nothing for your dice to do. Some of you may have noticed that difference between the agency vote and the update, some of you may not have, but now you all know :)

No worries! You also have to put down X's for all the actions like I've done in the quote above.

I didn't think of it until now, but a question relevant to planning - is there an intermediate development action between Design Studies and construction Operations for developing new sounding rockets, rocket planes, etc...? IE, is there another layer of "we've made studies, now we have to pick and realize a specific design" or is that grouped in with the actions we can see now?

[X] Plan: Bigger Rockets, Bigger Staff

Total R Spent: 50

There are several auto-complete options that give us bonuses once completed I see no reason to put off: the Publications Office, Outreach Program, A Helping Hand, and the People's Program all pay immediate dividends (and have delightful elements in the fiction, like fuzzy PR and a sidekick). I don't think any of these are worth putting off for other projects. They are first quarter must-haves.

Otherwise, the difference here from other plans is mostly about what to do with Facilities and Engineering. I'm focused on improving sounding rockets so that we have more in-character information about how space and rockets work; I think skipping ahead to more exciting work on engines and planes and so on is less useful than covering the basics. I think it also fits more closely to our agency's mandate, which is about returning concrete benefits to a recovering planet. Right now, the practical return we can offer is the science result of sounding rockets.

As a side benefit, I've wound up a bit more conservative about resources, which will leave us with more on hand when we get to bigger projects later.

Operations
-[X] Construct a Sounding Rocket (1D, -10R, -1BC)
--[X] And launch it if completed.

Facilities
-[X] Construct a Heavy Sounding Rocket launch site (1D, -15R)

Engineering
-[X] Conduct Design Studies (Platform) (Heavy Sounding Rocket) [AERO] (2D, -10R)

Science
-[X] Improved Instrumentation Development (Tech) [AVIONICS] (1D+5, -5R)
-[X] Publications Office (1D)

Politics
-[X] Outreach Program (1D, -10R)

While it'd be realistic to have an intermediate step (and we might for, like, big projects - think Saturn Vs) I don't think I'll be doing that. Future development projects will just be more expensive, progress-wise, to get the relevant time investment to represent the actual designing.

Thank you for coming up with my plan before I did. :V

I'm leery of going into spaceplanes in the 50s, given irl we STILL haven't gotten them to work. Something like Skylon might eventually be in the cards but first we need to handle some material and engine development - better to start that in rocketry and then move over to plane work later.

I'm fine with most of the plans, but I think this one is the best for developing solid fundamentals: developing our institutions as much as possible, and getting the next generation of sounding rocket underway soon (but not yet) with next-generation engines.

Incremental development of such a vehicle could carry us through early orbital flights (and the engines even further), while rushing for a bigger rocket with engines so limited by cooling means fundamental changes to the design if we want to improve or replace it. Meanwhile I definitely think rocketplane research gets us less bang for our scientific buck, though we should still do it at some point for the experience with the dynamics of high-speed and altitude-flight. Given our budget though, maybe not that soon.
