Not really. That was pretty reasonable given that she is in fact in love with him and she really doesn't want him to be at the frontlines against the bunch of incredibly overpowered pointy-eared bastards. That and it kinda hits her straight up in her insecurities and fears.
After that spineless display she is imho a more pathetic excuse for a Queen than Henrietta was after the Zombie Wales incident. Have some goddamn conviction at the least.

You realize that freaking out over the idea of your husband going into the frontlines against superhuman merciless monsters is in fact a normal thing that speaks not of weakness of conviction but rather the strength of the bond between her and her husband. Seriously mate what the hell? Oh no she was, in private, breaking things and then talked in a weird manner as words passed directly from her brain to her mouth due to the terror and grief at the thought of loosing the love of her life (shortly after her son was born) in life or death combat against what are essential demons.

Apart from the whole breakdown thing, Isabella did do practically everything in her power to keep Henry from going.

Put a squad of loyal mage knights to hold Henry in his room - Nope! Square mage bullshit.
Put multiple squads between his chambers and the Throne room with orders to stop him - Nope! Square mage bullshit.
Royal Order Henry directly to stand down - Nope! Make me.
Order the entire room of Gallian military officers/mages to obey the Crown and arrest Henry. - Nope! Army is loyal to the Prince.

With all the avenues cut off, Isabella literally has no way of stopping Henry. Her forces are either too weak or disloyal and her own magical prowess is tiny compared to a couple in a generation Square mage.

And so Isabella gets to watch her beloved husband walk to his death, out to fight a force that all of the Kingdoms combined has NEVER been able to beat in warfare. She has no idea of his plans (Probably Fire Lamp Nukes) and probably thinks the last time she will see him will be him walking angrily away to die.

Pretty low key response all things considered.

So was this instigated by a third party like the pope (Isabella might have but she's not that dumb) or did the elves decide to do this themselves as a preemptive strike against an opponent who admitted he had void mages ready to go?
 
The transition was way too abrupt. For a moment there, I thought Henry was locked inside the room with his parents and little Pierre when he saw the smoke signal.

The whiplash in tone and the longer than average length makes me think this was two chapters hastily crammed into one.

That's a good point actually.
The Elven council has no real reason to believe in Henry's intentions and have considerable historical evidence that the Human Kingdoms despise them, enough to attempt multiple wars of Genocide even when they were doomed to fail.

And now comes this high ranking Human Prince not only claiming to have a number of Void mages but also an army that is advancing technologically at an alarming rate.

Maybe they thought to launch a crippling first strike at the human kingdoms before they become too powerful and brutally murder every man, woman and child of elven descent.
