I feel like the situation with the large amount of paranoia being directed at Draxa by their nuke-equipped neighbors need to be resolved sooner rather than later. It feels like it could boil over at any moment.
My thoughts were about blank clones armies in the future.
Fortify Draxa: For now it seems generally unneeded and physically impractical to build proper Arcologies in Draxa. Simply building networks of fortifications and bunkers should do most of the work of protecting its people and infrastructure in the case of interstellar invasion or betrayal by the other states of Dreioch.

Requirements: 10 Capital
Effects: Creates a piece of infrastructure that prevents tax and population loss in case of war or conflict. In combination with the Modernize Dreioch action this will allow you to build military units on Dreioch and modernize units provided by annexation to their current max level.
I can exchange it from building armies.This is something that should be done i think.
Good chance the other nations on Dreioch will go for a pre-emptive nuke strike as Draxa slowly gets uplifted.
For me its mostly about the prevents tax and population loss in case of war or conflict here.
Picking Combat Automata was more about ensuring proper combined arms doctrine, although I decided to pick the tank regiment instead.I also suggest replacing Fabricate Combat Automata with Establish Cantaran Armies as we will get a 4 tier unit instead of a 3.5 for a cheaper price and less difficulty.

Would the orbital industry provide bonuses to Shipyard construction? It seems like it would lower the DC.The orbital industry is too hasty, the shipyard seem more useful at the moment since we need to prep for exploring neighboring systems safely after unifying the system, or needing to build up stronger ships for defense. The shipyard also lets us build multiple ships at a time, and makes them all cheaper so we don't have to entirely rely on PR-01 for system defense.
