Batarians don't really have good quality if most of their forces, it comes from employing so many pirates and not trusting your lower ranks, but they do have numbers and a lot of raiding forces. Our hard points will generally be safe but supply lines and soft targets are likely to be sneak attacked

Thats why I have them where they are. they have 6 dreadnoughts of varying age and quality. But a lot of cruisers and frigates.

Raynor: First of all Councillors I thank you for giving me this opportunity. Now to start off with Perkwunos. Has the largest single population of biotics in the Alliance and pretty much all of them are 10 and under. Since the failure of the BaAT program training for Alliance biotics has been put into disarray. Perkwunos will be hosting the new training location due to its large population of biotic children. What I am hoping for is that the council will help with setting up training facilities for the biotic program along with the necessary medical and military personnel for these facilities.​
Tevos: That is reasonable and it is good to see that the Alliance is continuing to persevere in providing support and education for it's biotic population.​
Raynor: Next up would be starting a Council arranged education program to bring Perkwunos to my colony's education to Council standards and perhaps bringing educators to Perkwunos regularly.as it's population expands from the likely rush that is going to happen.​
Sonmorni: Hmmm it is a good idea and it would allow an additional way for future research cooperation. Especially with all the resources being poured into Perkwunos.​
Raynor: Also we would like for more scientists and social development experts to study / develop Perkwunos' unique deadly environment. In ways that it can be used or perhaps finding more of the ruins that are around.​
Sonmorni: Reasonable it would be best since it seems they were a cluster power before the protheans arrived. Many things could be learned. Approved.​
Raynor: I would also like to increase the Joint military training program on Perkwunos to include the STG and Asari Huntresses. Since we already have the N7 program here as well as the Turian Blackwatch it would be ideal to use Perkwunos as a training area for all.​
Tevos: That is agreeable though I am surprised that the Blackwatch is already there.​
Sonmorni: Indeed it would also help with scouting out the environment and protecting any ruins that may be found.​
Raynor: Given what will be the new economic boom coming from this I would like Perkwunos to have extensive infrastructure development assistance to bring it up the standards to what you councillors would like.​
Sparatus: Reasonable and it would be high since we would like a rapid build up to quickly get the eezo flowing and start bringing up the fleet numbers. (council will pay ground and orbital infrastructure to level 7.5 and subsidize up to 8.5)​
Raynor: It would be preferable with the coming population boom and hosting both fleets to purchase or build an Arcturus-size orbital station from council, for both civilian and defensive use. To act as a hub for the fleets and as a location for shore leave. To be funded with 1% Profits from council's eezo share, and rest are eezo backed loan.​
Sparatus: Intriguing and with the method of funding approved. Though the design will have to be chosen, before the building begins.​
Raynor: Next up would be having the council arrange protection for large eezo shipments heading from Perkwunos till reaching safe space.​
Tevos: Agreed we will probably be sending a cruiser squadron for these shipments.​
Raynor: Assistance with vetting everyone and everything that comes both major and minor positions and a general check on individuals who will be coming for thisa rush.​
Sonmorni: Necessary. Probably several checks from several different paths. Will take time. Must be aware of possible Shadow Broker agents.​
Raynor: I would also like Council assistance with any situations involving Terminus nations and any black operations that happen against Perkwunos.​
Sparatus: That would be at our level at least regarding any Terminus nations. Regarding Black ops that happen it would be more first to the Alliance who would then forward it to the Council.​
Raynor: Next to last would be possible defensive device technology. Possibly getting permission to research and develop VI bots, turrets, or mecha. And a cheap way to produce them. And possibly Council backing and fabrication rights for Citadel versions.​
Tevos:We see no reason to not allow this. Though we can back Perkwunos in asking citadel manufactures we can not mandate it. Nor can we give the highest Council level ones. At this time.​
Raynor: And finally I would like to ask that some changes be made to the Treaty of Farixen. Mainly that the Systems Alliance to first take on greater responsibility and start helping the Turian fleets patrolling Citadel Space. And loosen restrictions on the number of Dreadnought to a level of 1.5 to 2 dreadnoughts per 5 Turian dreadnoughts.​
Sparatus: While the first provision would be welcomed and is agreed to …..​
Tevos: the second will have to be debated among us for a bit. Though we will give our answer to that particular in 3 months.​

Tevos: But as a whole Humanity has been integrating well in the galaxy from the Councils point of view. And as a gift from the Council to Perkwunos and the Alliance as a whole . We will be direction some research teams to be stationed at Perkwunos as a sign of unity and thanks.​

The first part they belive came from you about setting up patrols with the Turians. The second they belive you were asked to ask them by the allaince but they are thinking it's possible you came up with that on your own since you are a (former) Military Governor.

I'd suggest that in future you do something to make that clear in the update itself, to help clear up problems. Even if it was something as simple as Sparatus saying something along the lines of 'I wonder what the Prime Minister gave for you asking about a relaxation of that restriction like you humans have been wanting since you joined...' after Tevos's comment or before it.

You'd know better what to actually put in, and where it would fit. But it's just small things like that which make a conversation read as if it's more of an actual conversation. At least in my opinion. That sort of thing also means people are less... not blindsided, but maybe have their sense of disbelief strongly nudged at the Councillors actually thinking about that from a 'mere' colonial governor. Even if said governor just discovered a long-term economic miracle that can affect the entire galaxy.
 
Alliance chosen options

4th Fleet stationed at Perkwunos (to become the Home Port for the 4th.)

Higher grade medical system to be implemented at Perkwunos. Meshes with council version.

The 103rd Marine Division is to be based at Perkwunos. Will still be called for other duty's if needed with another transferring in.

In cooperation with the Council will be vetting incoming colonists and increased vetting of specialists.

Orbital defenses will be increased several levels with Turian and Asari production bought from their governments. Planned amount will be 100 units to start off with.

You have the Prime Ministers blessing on working with the Volus to stabilize the eezo market. Will be tied with this turns Volus roll.

A cruiser squadron will be provided for shipments of eezo to other shipyards and military facilities.

Perkwunos will be the new Biotic training location for the Alliance . In addition the children rescued from Pragia will be arriving within a month. the Allaince with Council support will be building a location for them to train and recover including sending medical teams and psychologists.

Council chosen options

The council is willing to pay for Perkwunos Infrastructure to the level of 7.5 and subsidize it to the level of 8.5.

The Council will help bring in educators to bring up Perkwunos education system to Council selected standards.

They will start construction of a Arcturus sized station that will be the hub for population military and possibly research. ETA to full construction 2-3 years.

Scientists and social development experts to study / develop Perkwunos' unique deadly environment. Including security teams. Adds a bonus to Archeology rolls

Cruiser Squadron for Shipment Protection.

In concert with the Alliance will vet all colonists and heavy vetting of specialists.

Council will cover any terminus nations as is their remit. Black ops will be in the Alliances remit.

Joint training program approved Asari Huntresses and STG will be included in the training between the Blackwatch and N7 forces on Perkwunos. Increase to physical security (ground) Rolls.

Council will push but not order fabrication right to bots VI's mecha and such. Council permission on others given.

Alliance forces to be integrated with Turian patrols approved.

The Prime Minister is in talks with the Council about amending the treaty of Farixen.

Raynor, We have finally finished cleaning up the mess from the cavern collapse and the lightning strikes. We have also reinforced the cavern ceiling so that we have more warning if it happens again.


The eezo that was activated has finally deactivated. And between the fire and all the churning mass effect fields has pretty much exposed a good portion of the vein and anything out in the open is pretty much purified in most cases. We are already packing all the loose eezo up to sale so we get extra this year.


We'll start the mining of the vein this next year expenses will be down due to how much more has been exposed.

With the Construction of a Medium components facility we will no longer have to buy and ship components or have to slow production down at the small components facility to build some medium components there.


Heavy cruiser construction prices have dropped from 4500 to 3250. Light cruiser construction drops from 3500 to 2250. Destroyer construction prices have dropped from 2500 to 1600.

Knock on effects have lowered the prices of constructing Frigates from 1500 to 900 and Corvettes from 750 to 400.

Maintenacne will be reduced next turn.

With the help of the Volus you have shifted military eezo production quickly to the Perkwunos Motherlode it cleared the way for your other lode of eezo to go to civilian markets increasing the profits received from no longer having to mark down government or military sales.
