I think since meta wise we are worried about genestealers continuing our attempts at improving the lives of mutants is our best in-game action of revealing any genestealers or chaos cults or whatever local super powerful enemy.

Eventually we'll go through every mutant and notice that a small portion of the mutants are behaving strangely and refusing to get scanned and treated even when its obvious that they aren't mutated enough to be killed for it.
I'm more concerned about a group slipping in early and waving through any infected people as "safe". Also, due to the scale of the setting, it's probably impossible to go through every single mutant. Some are inevitably going to slip through the cracks.

Oh yeah they'd get in that way because we don't actually know where to look yet but the point with the mutants is that eventually we'll realize and catch some of them if we actually have genestealers because the mutant social position is too good for a cult to ignore.

We're not yet planning on what to do with the problem, we're still at discovering it if it even exist.

In the pursuit of these goals they are generally uncaring about the philosophical divides of the Selanian parliament, letting themselves get courted by any side to best achieve their goals, with experienced Masters of War calculating the exact gains made by moving on the political stage just like they would when fighting their enemies. They view the Steel Cult as ideologes who care more about their squabbles with the Radicals than truly doing their best to advance the cause of the military. Additionally they are not interested in supplying imperial troops over mechanicus ones - the Skitarii are superior to the Imperial Guard after all. Following increases in tension among the mechanicus and suspicions of actors preparing for civil war or foreign intervention, the Warriors have increasingly turned to see themselves as defenders of Democracy on Sidonia, seeing it as the superior alternative to orthodox despotism and arguing that it is the true governance system of the cult as practiced on ancient mars. This has drawn in an increasing number of patriotic supporters of democracy, which has mingled with the existing base of the military to create a new strain of proud Tech-Republicans, fearsome warriors on the battlefield and fierce defenders of democracy, daring anyone to oppose the rightful institution of Sidonian democracy

As for the 'Blood Leopards Chapter,' Reach out to the 'Warriors of the Machine God' (who focus on military matters), and proceed with their cross-training approach, with the additional addendum that Tech Marines being trained at the Forgeworld are also required to aid in the defense of the Forge City, given that we'll be outfitting them with equipment and letting them use our facilities. As for the Inquisitor, comply with their request, we do not yet have the political capital to contest the demands of an Inquisitor. Rather, the party shall instead supply the Inquisitor with a healthy tithe of captured non-vassalized Dren, with said Dren being both sadated and under guard during the transfer. Ensure that our Tech Priests intricatly examine the saturnite equipment being delivered to the Inquisitor, we can't risk being seen as insufficient in the eyes of an Inquisitor. Should the tithed Dren ever be returned to the Forgeworld by the Inquisitor-- they are to be exterminated such that no knowledge of what lies beyond the Forgeworld reaches their ears.

I myself have no qualms with your party or any of the others really, I just don't want to type out all the party names when I can essentially say yes to everyone so long as they aren't increasing imports/reliance on others (and given no one is doing that, I can just say yes to all). I'm not particularly sure on the others, however, its possible they're just copy-and-pasting the top of the plan message from old plans and that they simply haven't updated it, but I can't speak for everyone considering I'm not everyone, nor am I them.
