I would say that (-5 Status, +1 Martial Arts [Melee]) Is the best out of all the options here. The school support are nice but if we are in a place where the school has no members or location then its not much use. As for command its a decent skill but only decent.
The technique is ok(rank 1) it has you throw your weapon meaning you can hit at range 2-3 but its not the best and idk how I feel about using our katanas as throwing weapons lol. Glorious deeds is interesting because I have no idea what it does, its a passion that's in one of the newer l5r books and I don't have it. The scimitar is basically a katana that can't be used 2 handed so Its out in my book. And sixth sense is a nice advantage in duels and supernatural situations but I would rather +1 to martial arts.

Hantei Amira belongs to the third or fourth line of scions from the Emperor. They suffered from some unknown ailment, for which they were sent to the care of the tiny Moth clan. After their demise, the fate of the princess is unknown; most of the Emerald Lands don't know the princess was there, much less that they may have perished.

There are problems with Crab fishers and other sailors, as they seem to be in active revolt against the brutal conditions there. Peasant connections have a wide reach, perhaps you can earn favour with them?

Hmm if all this happened then what's been overlooked is likely to stay that way for some time. I think we can pursue other avenues, and then head back here if it becomes relevant.
This point, it sounds like we'd be racing against the Phoenix Clan and Emerald Magistrate for Amira, and going over her apartment would mean putting ourselves on the trail that both are currently walking and potentially covering up.

And the Imperials, and the Daidoji, and probably the Unicorn and Crab too, and, well other Scorpions. And anyone else that learns about this will probably want to beat Tenyu to his prize.
There is a reason why a ronin that knows the lay of the land and river well will have the best odds.
In the meantime, anyone have an idea what our Clan might be doing in the meantime? I suspect they have a lot of plates to spin, between keeping the Lions in check, maintaining their position in court, their own efforts to find Amira, and possibly running interference on everyone else on the trail.

You expect Bayushi Aramoro, the half-brother of your Clan Champion, to be the Scorpion representative. The Lion Clan Champion, Akodo Arasou, may compete too. For sure one if not both of the kids of the former Emerald Champion may try their hand at it. It is uncertain who other clans will send, but you know many Summer politicking is being used to decide just that.
I understand the distinction, I just see very few edge cases where you'd be willingly negligent in the aid of the Imperial family but you wouldn't willingly go against them.
As far as Rokugani cancel culture goes, I'm not sure incompetence in this act would be considered much better than enemy action.
A few questions: in investigating Moth holdouts, are we counting on Amira being smart enough to cover her tracks from the others? While also not being smart enough to hide from us?
On another subject is going over the holdouts others have searched worth getting everyone else's notice?
