It maybe would be, if it weren't for the fact that accusing of cozying up to the corrupt requires admitting to all the corrupt samurai the great clans were sending, which does... Not sound great for the attacker's life expectancy.
Dropping Infamy isn't an end goal in of itself. It is a prerequisite step on the path to achieving something else. What is it that you intend to achieve by dropping infamy? Is your end goal worth giving up an opportunity to establish an Empire broad network of network of allies and contacts?
We aren't currently trying to build a trade empire so much as take advantage of the fact that we are a trade hub. Doing that doesn't require stepping on anybodies toes. Furthermore, there are currently two great clans that have an element with explicit focus on trade and commerce, the Crab Yasuki family and the Crane Daidoji Trade Council. The one that matters more to us is the Crab and they are already predisposed to liking us. Furthermore, any attempts to impress to Daidoji are going to not only be difficult, because of the Crane's current distaste for us, but not all that rewarding given their distance from us. Finally, I believe that our existing high social skills and the favor of the host clan should be enough to ensure we don't wind up getting torn apart at court.We've currently something of a hole in our diplomatic "armor" because our clan considers prostitutes to be people.
As a new minor clan, people are going to be seeking leverage on us.
Winter Court isn't just a place where we can make alliances and connections with other clans - it's also a vector by which we can be attacked.
And if we try to build a trading empire, we'll certainly be attacked - the people who already have them aren't interested in competition.
We can try to win big and impress everyone, but what exactly do you then intend to do with that impression. It seems to me that nobody is answering the question of how exactly we leverage a good impression into something tangible. It just seems to me to be very round-about to invest resources into impressing people at court in the hopes of somehow using that to better ourselves at home, when there exist a lot of clear and easy ways to simply skip to bettering ourselves at home. Furthermore, I question just how important it is having an impressive instead of just acceptable impression at this Winter Court. While we may not frequently interact with all of the Major Clans, we will certainly frequently interact with our neighbors. How much do we really care what the Dragon clan thinks of us?Making a good first impression with the clans? It's pointed out that it's rare for a minor clan to be invited, so we'll probably not get the chance again anytime soon. And first impressions tend to be persistent.
Two things. As pointed out previously we already have impressive social stats, and a very impressive ability to read intentions. We are a quite hard target to entrap. Furthermore, how are clans going to know about us reaching out to the departing nobles? They might learn eventually, but its not like they instantly know our every choice. Finally, any implications that we are corrupt due to our association with the nobles requires admitting that they were corrupt. That is going to mean insulting at least one of the other Great Clans and almost certainly more.Absolutely would.

Even if they have evidence, perhaps especially if they have evidence it still is an insult and worse an embarrassment to the nobles clan to bring it up. Whats more is that the previous ruler of the city kept a pretty tight lid on things, so its not guaranteed that everyone is aware of what is going on, much less have evidence.If they were stupid enough to just tar them all with the same brush.

Theater is also going to generate income if we do it next turn. Which is one of the reasons I will most likely vote for it then.
My question for you is what do you want to do with that good impression, and would a decent one suffice. You are sacrificing a lot in favor of gearing up for court, what return do you expect on that. If your goal is simply to avoid being tripped up by the Great Clans remember that the host is predisposed to like us and that our character is very good at detecting (Empathy) and worming her way out (Good etiquette rolls) of these things.If this is the only turn we have before the court then I think this is essential.
You need this in order to create the best possible impression and avoid any pitfalls and traps from the representatives of the Great Clans.
Again this is your first and possibly only chance to make an impression to them. Need every possible weapon at our disposal to make the best of it.

My main problem with anowack's plan is I have severe misgivings about blowing our entire budget. Important question, is this our budget for the round or the year?
Man, I did not expect my plan to start gaining a bunch of votes.
Spending all three thousand koku is my main problem with the plan also; my interpretation was that this was our budget for the rest of the year, but that this round also covered the rest of the year. (So we'd get a new set of income for the next round.)
If that's not the case, I'd be inclined to alter my vote to save the money on equipment. (Possibly with a minor write in to start making plans for later upgrades, though that may go without saying.)

Resources for gifts for Winter Court have already been set aside. You can spend extra on gifts if you really want to, but your advisers believe you shouldn't try to compete with the Great Clans on how expensive your gifts are.
Or just give some heirloom far older and more significant than anything we could hope to buy with money. Nostalgic value trumps cash pretty easily.If they wanted they could blow our entire budget on one gift, I'm sure.
