Personally, I'd compare Gebura more to Skadi. Both have giant swords and are mainly known for their absurd strength. :p

That said, considering Sieg thinks Texas is equivalent to a Grade 2 Fixer when she isn't going all out, Exusiai as Grade 2 but just as good of a shot as a named member of his Office, Mostima as Grade 1 with a question mark since he hasn't seen the full extent of her Time Arts, it's probably fair to say that most 6 Stars and Elite Ops range from Grade 2 to Colors with a few exceptions such as the 6 Stars who aren't really combat specced or the Feranmuts who are on a category of their own.
 
Thanks to the Claws, we also know those Singularity can exist in serum form. Like Serum K, which heal Baral, or Serum W, which I guess let him smash people through dimension, and fuck if I know what Serum R does.

If I were to hazard a guess turning Singularities into Serums is probably a Singularity in it of itself. Just a guess though. And it's probably from a fallen Wing if so.

He threw hands against the Library, Forsaken Murder bashed his head in, Scorched Girl burning him, Red Shoes cutting him up, and GEBURA. By the end of it he's caked in his blood, down on the ground, and he's like "You better shut the fuck up and kill me because I'll recover soon enough to kill you."
After that, the Distorted Ensemble appear and Roland fought them off (and kill Argalia) for 7 days. AND THEN THE HEADS APPEAR, Roland got his head smash through several dimension, Zena went "May the force be with you" and shinra tensei him, causing a fucking huge crater and Roland is like "I'm fine."
Let's also talk about the Roland's bad end. What took him down was, being drunk, overwork to all hell, fucking high as fuck on drug. AND IT STILL TOOK SERVERAL PEOPLE TO KILL HIM. Like 12 weapons was sticking out of his back as he float down the river, and he still conscience enough to wax poetry before sinking down to the bottom.


Also it's noted in the Artbook that they wanted Angelica's pose to be like "Roland is trying his best to imitate her" so as the Black Silence, she's probably better.

There is basically only four levels of strength in terms of city power level, Between them, there's a bunch of incredibly large gaps that you need to cross that if you don't have the talents or the connections will never be able to.

The bottom of the food chain, Canard to Urban Plague. If you don't reach urban nightmare level of strength, you cannot get a lot in the city, everyone targets you as the main source of exploitation and your life is basically a gamble which someone taller then you can snap you dead at any moment.

The Top of the Weak, Urban nightmare to low level star of the city, Populated by grade 3 to 1 level fixers, This is the highest you can go if you don't have the potential to grow even higher, you can basically get anything you wanted at this point, although theres still rules and regulations bound upon you, you're Free, for most parts. You can still die if you're not careful, but you're a lot better than those below you.

The Foot Stools of the Gods, The Wings and The Colors are in here, with the Wings stands upon the Colors, They are the most Free organization or a individual can get in the city. They are those who have no bounds upon them other than the rules of the gods, either because their wealth or because their strength and possibly both.
If they want it, they can destroy a city with no problem within half an hour or so and can milk the remaining value out of it before that.

And finally, the God of the city. In other words, the head.
They hold every power imaginable in the city. They are the king of this world of suffering and they can do anything they wanted with no repercussion, and their full power can destroy planets at the very least.
Although sometimes you can beat the agents of the head with Incredible powers, you can never beat the head itself, only its agents.
because the head is not only a organization, it's a mindset for the people of the city, a mindset of suffering and death, and it will never be gone until everyone stop thinking like that.

And I really thinks, the head, as an organization, can fucking obliterate some of the gods on terra because they don't like them.
And even if they cannot obliterate a god, they can kill every single believer of this god just to fuck them up.
For example, the deathless black snake.
Even if the heads needs to butcher millions and millions and millions of people they will gladly do it to get rid of this little parasite, if this parasite piss them off.

Not all 6 Stars are made equal either, so I think the comparison stands. There's a huge gap between Irene and Skadi for example, even if they are both 6 Stars. In a direct fight, Skadi would absolutely body Irene.

But yeah, I'm mainly speculating about this since we're going to Sal Viento. I know I said Sieg should be able to handle the First to Talk, but it probably pays to be better informed. The Abyssal Hunters made it look easy since it was a 3v1 and they're used to fighting Seaborn, but if it were anyone else, they might have struggled a lot more or even lost.

I'm really looking forward to meeting the Abyssal Hunters, since that'll give us a good view of where Sieg stands in comparison to most of Terra's elites. Threat assessment will be key to making sure we don't bite off more than we can chew!
 
Oh yeah, I was so focus on Roland that I forgot to mention you left out the mental endurance feat.
But sometimes, the cleanup crew isn't enough for the job. What's so scary about dealing with humans, you ask? I heard this story from my seniors... One time, a Color hid their identity and snuck onto the train, What a shocker that must've been... It's our rule to stop powerful people like Colors or key members of Associations from boarding our WARP trains, or to guide them to take First Class seats if they must board the train, for a safe and smooth restoration process. We want them to sleep without a care instead of joining in the chaos of the other carriages~ That Color Fixer was super tricky to deal with, they told me? Most passengers started training under the Color's guidance in order to attain some kind of enlightenment. All but a few of our agents were pulverized by those people before they could even see a glimpse of the Color….
The wrap train trip last for like 1000s of years (you also can't die), and this Color was like "Listen up everyone, we're all gonna train for how ever many years on this train" and by the time they got off they needed to call in R-Corp to deal with the result.

Also, it has been implied that Roland or Angelica was that color fixer on the train.
After the events of love town, Roland said he was on a train like that before and was on a second class seat.

Minor side note, but I'm not actually sure killing believers does anything to Terran gods. The Empire of Yan killed their gods and no one worships the Sui anymore, but they still exist just fine even in their fragmented state.

The Deathless Black Snake is the only Feranmut we know of that maintains its immortality by body-jacking people who accepts its ideology, and as long as people believe in authoritarianism, it'll probably keep existing. Funnily enough, the Deathless Black Snake is probably harder to kill than any other Feranmut since putting it down would mean that you'd need to fix the deep-seated societal issues that make its ideology appealing in the first place in order to deprive it of potential heirs. There's probably some hax somewhere to bypass that requirement, but that's the most straightforward way to kill the Deathless Black Snake.
 
Stars/Rarity don't necessarily always correlate to power.
the fact that Kjera is a 5 star while Lumen and Stainless are 6 stars makes me cry.

Lumen is literally Just Some Guy. In fact, I think Lumen is the most Just Some Guy of all Just Some Guys of Rhodes Island. He is so out of his depth it's not even funny. He's not like Shalem or Mr. Nothing, or Lee, who run at Mach 3 trying to flee their backstories and are desperately trying to pretend they're Just Some Guy, or Jaye, who is absolutely not Just Some Guy even if he thinks he is. He's literally a normal person. It's... scratch that, it's incredibly funny.

I want to remind that it was in the Library where emotions are amplified and in the Library emotions strengthen a person. At the same time, as Binah says, Roland himself have a natural aptitude to the physical manifestation of mind, and we know how angry he was. I'm not saying that it becomes less impressive, but it's not something that will be repeated in other circumstances.

The Head is very much not a normal authoritarian regime and really doesn't fit into his nationalistic ideology at all, he wouldn't fit with them in the slightest.

You hand over Emperor's letter to him. His eyebrows rise. You detect- fear? Yes, a tinge of fear in his eyes.

"Wei Yenwu is the master of this city. He's the one commandin' it all. Nothing happens in Lungmen without him knowing. If he wants to talk to you… that's because he wants to know what went on last night."

As he speaks these words, the tendrils he had formed from his right side seem to twitch. So he does have body cues based on the tendrils? It's interesting, at least. But he's nervous. You don't blame him. It's very likely that Wei isn't going to like the idea of keeping someone who can turn back into Eternal Persistence in his city.

But… it's not like Capone really needs to stay here, right?

"Say, Capone, what do you think of getting out of Lungmen?"

He looks into your eyes and retracts the tendrils. They sink into his flesh like water- it's a strange-looking process.

Yes. You cannot allow her to have free reign over this world- Distorting whoever she sees fit. A really big, really sad lock? It is worrying. Abel… it would be more reasonable to look for targets around Lungmen- around your own area of influence, or people that Capone contacted in the last days.

"Did anyone- besides the hospital people- see you in your way here?"

"...I don't know. I don't think so. If they were, they were from my own people. They're the ones who'd recognize me. Didn't catch anyone from Penguin Logistics, or L.G.D troopers, if that's what you're asking for."

But then? Something happens mid-way before you can catch up! It's not your fault. You got distracted just a little by killing some cowards and traitors. But then… What happens? Something strange and funny. The mafiosos who were apparently sent to browbeat some old finball seller are gone- nowhere to be seen. Not even corpses were found anywere. There's acid marks through the street and through the building. Some people reported a creature. A winged monster, flying through the skies. It carried a man in a chain… and then, when it landed, the man spoke to the monster. The monster vanishes- all that is left is a cocoon!

"It's almost like a fairytale! Hahahahaha!" you scream as another mafioso tries to catch you with a crossbow bolt in the back.

You dodge it with insulting ease- and slice off her lying tongue, alongside all the rest of the girl's pathetic head! Hahahahaha! It's even flopping in the ground now! Like a fish! Might just be all the blood it's releasing, though. Illusion of movement!

Well, a promise is a promise. You take your blade off the corpse's torso, carefully catch the body- as to not leave any blood in your clothes from the gushing wound- and then toss it into the trash. It'll go there quite nicely!

Well, they're all dead now. Time to check up on a certain little traitor… but you think of something. There's way less mafioso than expected. Have Texas and her buddies been cleaning them up?

Maybe you should buy him something. A welcome gift to the ranks of Turbulence Office. You already got a jacket, a shirt for yourself, some socks and general things you need. There's still nearly all the money in the briefcase. You should buy a weapon afterwards.

There ain't much that you can't buy, though, and I could probably get us in. There's some guys who can smuggle you pretty much anywhere."

…not so different from the City, then. If you wanted to move quickly and discreetly- like you usually need for certain covert operations- between Districts or even to cross the borders of a Nest and the Backstreets, there were always certain people you paid to do it.

Warp Trains were great- being anywhere in 10 minutes was always incredibly convenient. But anyone could see you walking in and out, and if you wanted to kill a target who's actively searching for you… not a very good idea to use them.

"...tell me after we finish shopping here. I really liked this new jacket, you know."

"…there's someone trailing us."

You immediately launch into high alert. Someone trailing you? Did the L.G.D catch Capone? Fuck, you thought that covering him up with a hat would be enough. That was probably a huge mistake. You gesture at him to continue without changing your pace- if you let out the impression that you've realized they're there the persuer might flee.

"...it's a Lupo, at least. I'm catching her with my… well, enhanced senses. Silver hair, two swords, black jacket… leather jacket? Don't know. But… Oripathy lesions."

You stare at him in confusion.

"Fuck. You don't know what Oripathy is. I'm going to have to give you the rundown after this. We need to stay clear of them, this smell… a Lone Wolf? No." his voice is growing cold with horror. He recognizes this enemy. "It's her. You don't know her- whatever I tell you won't mean shit. But she's dangerous. There's powerful Arts emanating from her swords. Her reputation… they say she can see through the styles of any enemy she fights. Learn their weaknesses almost immediately. She's a famed killer in Siracusa... a wild beast, hated by her Family. Like me, I guess."

This does sound like trouble. Arts attacks, hm? Arts… like Mostima? Yes. That must be it. In terms of her ranged damage, Mostima was Sleepy's level at least… and she was holding back. This is troublesome.

You need to figure out a way of this situation. First, analyze surroundings. You're in the street that would eventually lead you, according to Capone's instructions, to a shop called "Danny's," where you can buy weapons. It's technically a restaurant, but it has… a side gig. Normal Backstreets stuff. Funnily enough, in the City, these "side gigs" are actually normal, if hidden, businesses, for a given value of normal. They pay business taxes and everything, it's not criminal at all. No one wants to go around the Head.

Returning to the situation. It's not crowded, but there's many witnesses. There's some tall buildings around you... If this Lone Wolf attacks, there will be chaos, especially given that Mostima's attacks were capable of widespread damage. If she can output on the same level…

"More people are coming over." mutters Capone as you two continue to walk, pretending nothing is happening and carrying your bags. "Right at the shop on the left- I think it's a detective agency? I've heard of it before. Someone noticed you, and is making aggressive moves."

Capone curses in his language again. It's probably atrociously offensive.

"She wants to attack. I don't know her, but it's the Feline girl. The one with the yellow glasses. I… I think she might have saw us when we were flying- my memories of that time are hazy. But… she also looks familiar- she might have seen me before? I think… I think I've fought her. She's a vigilante…"

You take a brief look. In the front of the weapon shop, there are three people- like Capone said, "Feline" is really the best way to describe them. Not the first one, though. He's visibly muscular, and has a snout. White fur, red ends. Wearing a black tanktop, no weapons in sight. Dog ears. Reminds you of Gambino. "Dog-guy," you'll call this one. He's trying to calm the other two down, even trying to hold their hands.

Second one, similar body. Feline apparently. Black fur. He has… uh, that look in his eyes reminds you of Emil. He's reaching for- oh. Is that a syringe gun? This red liquid inside of it… you don't like it. And you don't have anything to deflect it with except your old broken sword, which is awkward at best- your gloves are busted. "Crazy Cat," you'll call this one.

The third is also a cat. Yellow glasses in her eyes, readying a martial arts stance. Clenched fists, recognizes you? No- recognizes Capone. She has fought him before? Enemy of the Siracusan mafia? She was apparently readying herself to leave- she has a backpack- and she's holding a notebook and a pencil… she looks like a student walking over to Nest Admission exams. All that's missing are the eyebags from cramming out continuously for the past 24 months. "Catgirl," you'll mark her as.

Wow!! Everything went wrong in an update that felt like it'd be mostly straightforward, huh.

So, Carmen's targets. First, the unnamed Ursus used in the creation of Big Sad Lock (most likely), around the troupe. I...don't want Carmen to reach the Troupe and express something they could consider as 'beautiful art', but at the same time we have next to 0 control over what she's gonna do. Second, Crownslayer; And lastly, and possibly either the funniest or most terrifying, the fact that Carmen might get into a pissing match with the Black Snake.

The way Carmen states that last one (suppressed, beaten down and devoured) is extra worrisome, but also gives us what's most likely some view into the nature of her ability- She's directly responding to the 'self' of a person, not the mind, if that makes any sense; Or else Kashchey's victims would seem normal to her.

And, in addition to having Abel trying to track down what the fuck she's doing (and leaving us well alone and without advice), we're also getting tracked down by Lappland, who our best bet is in avoiding the fuck out of, and Lee's Detective Agency. Worst shopping trip ever.

Hm, I was thinking to mention that we're going to meet Emperor and Wei to give them answers next, as the only people that can do so.
If you want answers, feel free to follow us; if you want to kill us, at least wait until Emperor and Wei can make the decision?
Besides, fighting now is going to make a mess of things and get us all into further trouble with Wei (especially the witnesses, and no killing them is not a valid solution), I don't mind fighting outside Lungmen if you really insist

But to be serious, Sieg introducing himself to the vigilantes probably isn't the worst idea. If they ask about Capone, he can just say that he hired him and therefore, Capone is no longer a mafioso. Nay, he's now a fine, vaguely-possibly-maybe-upstanding member of Turbulence Office!

And if it devolves into a fight, hey, they might back up the people who aren't a crazed murderer.

Feel free to distort Koshelna if you can though, just make sure to do it away from the children, before Talulah finds her and somewhere an Emperor's Blade or the millitary can curbstomp the resulting creature, it would save everyone a lot of potential trouble, thanks in advance. :V
