Well, while I wish we had gotten the Hazard choice as well, I'm still happy that we got the Power choice. Now we'll have more Resources, which means there'll be less chance of a shortage there! Plus the Barracks are pretty nice in their own right.

Tutorial - Base and Event Phases

Welcome to your Henshin Heroes and Heroines HQ Quest!

The prologue is now over, and the real decision making begins! From here on out, your choices have actual consequence. There is the distinct possibility that your base is the only thing standing between the world (or at least, Tokyo) and certain doom. It's your job to manage your base, defeat the Forces of Evil (or FoE), and keep things from going tits up.

You're not alone, of course. During the game, you'll recruit Allies and Heroes, develop new technology to help hold back the darkness, and unlock the full potential of those under your command.

Now, let's go over the basics of each turn. Each turn takes up an in-game week and is divided into two Phases:

BASE PHASE – The first phase, where you vote on actions to take during that week. These can range from expanding your capabilities and interacting with the Heroes you recruit on a good day or recovering losses and licking your wounds when things go wrong.

And

DRAMA PHASE – The second phase, where something happens. Those somethings are either EVENTS, which can be good or bad or INCIDENTS, where you square-off in dramatic combat against the FoE. This can either go really well or really poorly for you.

We'll be looking into the BASE PHASE first. At the start of each Base Phase, you'll see your Base's Stat Sheet, which looks like this.

During each Base Phase, the Administrator and each active Sector will be able to take 1 action, determined by popular vote. Right now, each Sector has three Actions to select from, though additional Actions may become available or unlocked by your Allies. If an Action has multiple options that can be selected from, the sub-selection must be included in the vote as well.

Some actions will have the (ROLL REQUIRED) tag in their description. This means that the QM (me) will roll in secret and determine the outcome of the Action. Depending on if you get a Pure Success, Flawed Success or a Failure, you might get what you want, get what you want at a cost, or just screw up. See Rolls in the Codex for more information.

I haven't prepared the next story/voting post yet. The next post will be the start of the actual game, as well as the first Base Phase, which will have everything discussed in the tutorial.

Chapter 1: Turn 1 - BP
It takes a bit of prodding on your part, but Nelson does eventually concede to your logic. After all, it makes economic and strategic sense to have on-site power supplies instead of leeching off of the Tokyo metropolitan grid. And yes, if they're going to ask a bunch of people to fight who-knows-what to protect the good people of Japan they bloody well deserve to have excellent accommodations. Nelson tells you he'll notify the people in charge of the base's development to implement your requests.

The year moves on, though given your new position that mostly means paperwork and administrative education. And as the year progresses, you start paying closer and closer attention to the news. More than you usually did in your job as a detective. There were usually at least a few reports of, say, brightly colored preteens fighting monsters or mechanical superheroes brawling in the street but you do start noticing trends. Streets or buildings mysteriously damaged or demolished. Unexplained assaults or disappearances. Reports of monsters or yokai. Things that were usually attributed to the aforementioned fights. But now, they were being…

(Ignored? Suppressed?) Your detective's intuition whispers in your ear like a paranoid shadow. These were all recent, at least within the last year or so. Did you just stop caring?

Nelson was right. There was something afoot. And you were going to get to the bottom of this.

January, 20XX

It's a cold day as you take a private car out to your new workplace. The winter chill still hung in the air like the memories of Christmas as you're carried along. The car is a dark blue sedan with a long white stripe along either side.

The new base, Hexagon Alpha, was located just southeast of Tokyo's city limits. There were no flashy, futuristic buildings or mystical standing stones, no retractable skyscrapers or wormholes to some pocket dimension. You pass by a few seemingly unremarkable office blocks before the driver turns into an underground parking garage.

The car pulls around as an unassuming concrete wall parts, revealing an elevator big enough to hold four main battle tanks. The heavily reinforced door slides shut as you hear a loud alert claxon, just before the elevator begins to descend at an angle. Minutes later, a similar pair of reinforced doors slide open ahead of you, allowing the car to emerge into Sector II's motor pool.

The car glides into its slot, and you climb out. You follow the lines painted on the concrete towards a set of stairs, which leads you up to what looks like a horizontal lift. You step inside, press the button for Sector I, and let the doors hiss shut. Lights flash past you as the car takes you along towards the central administrative hub of Hexagon Alpha.

The lift slides to a stop, and you step out. You walk with purpose down the hallway, navigating your way along the corridors. As you walk, men and women in dark blue jackets with white stripes pause to acknowledge you, the breasts of their coats bearing the seal of U.N.S.E.A.T.

Soon, you reach your destination. The automatic door slides open and you step onto the command bridge. It's a great, dome-shaped room similar to a planetarium, with two separate rings of computer stations staggered around the central point. The center of the room is dominated by a large holographic display, and a half dozen enormous monitors dangle on automated arms in the air. Between you and the holograph is a large, C-shaped desk with two flanking monitors on either side and a very, very comfy-looking command chair in its center.

The people in the room stop as you walk forward. You pull off your jacket and hang it over the back of your command chair and pick up the neatly folded blue and white jacket on the desk. This one has a gold U.N.S.E.A.T. seal on the front and metallic gold bands around the arms.

"Alright folks," you say aloud as you take your seat, "let's get to work."

So I'm thinking something like this. Sector I recruits, because we need a hero. Sector 2 produces more resources, because we have nothing else for it to do. Sector 3 will research something random, because we don't have anything in specific for it to research yet. Sector 4 will Scan, because we need at least one hero or we can't do much of anything. Sector 5 will research something random, for the same reasons as Sector 3 and the lack of anything better to do. Sector 6... researches, because everything else it could do is useless right now from lack of heroes and lack of traumatized victims. And then Sector 7 will Prep because we have no idea what hero we will be able to recruit and how good they'll be, so they might end up needing help with whatever event happens this turn.

I don't think that Sector 1 can actually recruit. From the post I understand that Sector 7 search for them and then Sector 1 can recruit them, but not without the action from Sector 7

And why the actions from sector VI don't require a subvote for the hero? And what's the Prep action from Sector VII?

Not certain, but I think the fact that sector one has "No Candidates Available" beneath it kind of supports that.

Okay, yeah, should've made things more clear.

@Abyssien Sector 1 recruits Heroes and Allies, yes, but you actually search for them using Sector 4's Scan action. Scanning is basically Sector 4 putting its vast computational power to work analyzing all the data to puzzle out who's a transforming hero. If Sector 4 is successful (depending on the dice roll), Sector 1 can attempt to Recruit a candidate by sending the Administrator out to have a chat with them. After all, they do like to meet with people face-to-face.

Sector VI has no sub-vote options right now because... I wrote this out at midnight and I missed putting it in. @_@

The Prep action is basically you ordering Sector VII to get their strike teams ready for the possibility of an Incident, i.e. a monster attack. If the Drama Phase turns out to be an Incident, then your strike teams will be prepped, rested and ready to fight, giving them a small bonus to their actions. There are Actions and Enhancements that you can get that can help you better predict when to Prep.

@kilopi505 You'll need to give an order to every Sector. Also, unless you have a specific piece of captured tech or artifact or something else to go on, Research actions will default to a randomly-determined subject based on my roll. Don't worry, I do have tables for them, and everything on them is useful.

Sector 7's Recruit action mostly recruits Personnel based on need. While you can't make super-specific choices, any, say, Combat personnel is going to be effective in combat in a broad sense. Just as in Tokusatsu shows, non-powered people can't really 'handle' fighting the monsters-of-the-week.

Please also note that you can use Odessa's special ability, Wild Charisma, in place of a roll.

@Nevill I prefer to manually tally votes, so that shouldn't be too much of a problem.
As a side note, if you want to Design something, you have to have that Sector Research first. You can't cross-Sector Research (i.e. have Sector III Design something base on Sector V's research), at least not yet.
 
@Abyssien There'll be interaction. A lot of Events will be them bringing stuff up to you. I wanted to limit the Interact Action to the Heroes so that the form doesn't get unmanageably large.
