(I love this quest! After reading it, I decided I had to go write an omake for it. For some reason my muse decided bureaucracy was the most interesting thing I could write about.)

Omake: Paperwork Blues


Makoto sat casually, eyes never shifting away from the figure seated opposite. It would actually have been hard to, given the sheer size of the perso-...peopl-......entity. The figure definitely looked human, if you ignored the bulging musculature, black wet-looking skin, total lack of sexual characteristics and terrifying beastial jaw.

Makoto glanced down at at a folder before coughing politely.
"So, you're 'Poison'?"

The hulking figure leaned forward awkwardly. "WE ARE."

Makoto looked back at the folder.
"I'm Makoto Hongo, the Administrator here. We're always happy to meet potential applicants. From the looks of things you've got quite a lot of strong points- enhanced strength and durability, resistance to chemical and biological effects, biological morphability and...web-crawling? Do you extrude silk or something?"

The figure shook their head. "NO. THAT SHOULD HAVE GONE ON THE 'SKILLS' SECTION OF OUR RESUME. HALF OF OURSELF USED TO BE AN I.T. DATABASE TECHNICIAN WITH EXCELLENT INTERNET ANALYSIS ABILITIES."

Makoto nodded thoughtfully. "I should introduce you to Michelle. You might get along with each other. Well, you do seem to have the skills we're looking for, but I do have a problem here...."

The composite entity tensed visibly, fingers shifting into talons before changing back.

"...I'm not sure how to categorise you in the paperwork. Your abilities are primarily Biological, but half of you is an Alien; and for that matter should I count you as one person or two? Having two extra assets on the budget will kill our Health Insurance premiums, but Bio-modded assets always bring down so much red tape. Maybe if describe half of you as a Training Hero who assigns the other half as active-duty support staff? Let me know if you have any preference, because I am going to have to do A LOT of number-crunching here."

The Gestalt stared at Makoto silently, apparently befuddled by the choice in topic. Slowly they relaxed and shook their head at the Administrator. Makoto took the response in stride, and continued on without once looking away from the paperwork.

"Alright, I think I can make this work, and if I do it right I can get you both separate sick days and work benefits without having to pay out double on the back-end costs. I'll just need to ask you a few questions-age, health status, oh and last one: Did you really think we wouldn't notice that you've been eating people?"

The massive figure stilled completely. A tense moment passed. Makoto continued to look down at the paperwork, completely at ease. Poison folded their arms defensively and looked away.

"WE ONLY ATE REALLY BAD PEOPLE..."

@PurpleProse: I actually am curious, can Omakes potentially unlock new (hero) options? Like, is the only reward for canon omakes the fact the omake's events are canonized? I'm possibly considering using some idea fragments, like knives deliberately designed to melt or a Hero who is an artificial hybrid.
 
@Kkutlord I haven't decided how I'm going to handle omakes, or whether I'll allow them status as canon or not. I only responded to frozenchicken's omake because the idea I had was amusing to me.
 
Chapter 1: Turn 5 - DP
Sector I – Interact (Hikaru), Support Sector VII

You have Maya go to work handling the support for Sector VII and getting things prepped for Sakuina's interrogation. Meanwhile, you decide to have a heart-to-heart with Hikaru and see if you can find out more about him.

Sector III – Research (Ship Override Codes) – 5, 4 = 9 (FLAWED SUCCESS)

You dispatch a mix of Sector III and IV personnel out to the hanger to see if they can hack into the ship's computer systems and override the security protocols. After the first few days it becomes increasingly clear that this is going to take a while. Geta-Pi-Theta informs you that it's mostly a matter of caution; getting locked out of the ship's systems would render it useless. Still, it's going to take manpower away from the Sector's research systems.

Sector IV – Scan – 6, 2 = 8 (FLAWED SUCCESS)

With a good chunk of people out fiddling with the alien spaceship, Michelle doesn't get quite as much support. Still, she does find something with her most recent scan.

REPORT 1: (Roll 2) There's been spooky rumors flying around about a mysterious beast that's been prowling near Lake Okutama; rumors of lupine howls in the night and scenes of bloody carnage in the middle of the forest. Some people think it's viral marketing for a horror film. Some of the locals think it's some kind of yokai. You think it's something else. Scanning for abnormal patterns of behavior via local security footage that coincide with the 'sightings' suggests that the answer is an unassuming young man named YUKIMURA OKAMI. Especially when he always shows up on nights during a full moon.


Sector V – Train Touma – 5, 6 = 11 (PURE SUCCESS)


With Touma still injured, you decide the best use of his time is to do some learning outside of his comfort zone. Falter Silk initially is puzzled with what to do with Touma (and irritated by his attitude), but soon figures out that Touma responds better to hands-on teaching than book study. Touma ends up picking up a surprising knowledge base for magical items. Of course, Falter also beats strategy into his head by repeatedly trouncing him at chess.

Autopsying the Heirians proves to be a challenge; primarily because attempting to open their armor causes them to instantly decompose into a slurry of undifferentiated proteins and charred circuitry. The coroners go through several bodies before deciding to hold off and figure out how to prevent the self-destruct option.

Rather than call Hikaru into your office and make him nervous, you decide to go to where he is. It's not hard to find him; he lives on base and aside from the odd shopping trip out into Akiba he doesn't really roam around a lot.

You catch him in one of the housing area's lounges on Sunday morning, the television tuned to TV Asahi as the outro to Super Hero Time plays. Hikaru jumps slightly as he notices your presence. "H-Hongo-sama, I didn't-"

"Relax, Asahi-san," you say, gently waving him off as you take a seat in one of the chairs. "I'm just here for a friendly chat, that's all." You glance at the television with a slightly bemused smile. "Have to admit, it's a little surreal to see people in costume on TV when there's actual henshin heroes running around."

"Well," Hikaru nibbles on his lip slightly, "I guess so. Um… you don't think it's, uh, weird that I watch kid's shows?"

"Honestly? I'm pretty sure my weirdness barometer is broken by this point. Personally, I never really saw much appeal in it. I spent most of my childhood watching crime dramas."

Hikaru blinks. "Really?"

"Yeah. I was obsessed. My mom thought it wasn't really appropriate, but my dad never seemed to mind. 'Better this than cartoons,' my dad always told her."

You and Hikaru talk for a while before you decide to ask him something more personal.

Sakuina sits in the interrogation chamber, his arms heavily chained behind his back and to the floor, with a thick wall of clear bulletproof and shatterproof glass between you and him. You're flanked by a pair of security personnel while a group of scientists monitor Sakuina with a dizzying array of sensors.

"So," you say, shifting your weight in the chair you're seated in, "let's talk."

Sakuina glares at you. He still looks terrible, but there's an ineffable aura of smugness about him. "If you monkeys think that you can hold the great Sakuina-san for long, then you're sadly mistaken. Death will come for you on swift wings, and the great Sakuina-san will chew on your bones."

(The amount of ego on this guy could choke a whale, but it's not hard to play into that.) "Then I'm sure you wouldn't mind answering a few questions, oh great Sakuina-san," you reply, adding a bit of simper to your voice. "After all, we mere monkeys could never hope to stand up to you and your superiors. At least tell us more about our destroyers, so we may cower in fear."

The fishy alien mulls this over, then lets out an irritated gurgle. "Fine. What do you wish to know?"

A few days after the Incident in Shibuya, Michelle comes to you with an interesting report.

"There has been a significant uptick in online activity in regards to the incident in Shibuya," she says, showing you a selection of images captured from online message boards and social media sites. "While the topic has been trending, there is a statistically significant increase in negative posts and misinformation in regards to the incident's resolution."

"So somebody's trying to make us look bad by controlling the public perception of the attack?"

Michelle nods. "I believe that is so. My investigation suggests a coordinated and widespread dissemination of false or misleading information; edited images, provocation of conspiracy theories, falsified testimonies from supposed eye-witnesses and so on. The information is being disseminated through multiple vectors both locally and abroad. If we do not act, it will likely cause damage to our organization's standing in the public eye."

You nod and consider your options.

@PurpleProse: Hmm, can we at least throw around suggestions? Like, regarding the artificial hybrid, the idea is they're a "perfected" hybrid of Human and an otherwise biologically incompatible species.

However, they got emotional barrage, specifically because they don't understand why their parents love her flawed older siblings more. So she basically wants to prove she's the "superior" child, and her character arc pretty much revolves around how "perfection" isn't everything.

These seem like the questions most likely to get usable answers; The forces and superiors questions will probably just be technically-correct aggrandizing propaganda, and I honestly have no idea what to expect of just straight up asking Sakuina what they're not telling us. I could probably be convinced to switch "who are you fighting" to "what are you hiding", just not sure on being that bold right off. The first two questions definitely seem like the most important, though.

Just stick with damage control for now and try to blunt the favor loss. A press conference is practically speaking either going to be a flawed success (and thus lead to some other issue we can't predict right now) or we'll fail the roll and things will get worse. Having Michelle start a flame war sounds nice, but we're not sure it's the SAD yet, and I'm not sure extra flame would really help protect our image. We're at 9/10, we can afford a small loss better than risking a major issue from a bad roll.

Asking what Sakuina is hiding is obvious schmuck bait...so clearly that's what I'll go for. Plus, going bold on the PR front might lose but could still be a better idea long term. First impressions matter.
 
@Kkutlord I can tell you that the Hero selections are already pre-determined, so I'm probably not going to introduce any additional Heroes based on suggestions. Plus, I'd rather do original content than borrow stuff from my players. However, you're welcome to write your own OC's in this setting.

And in regards to the Interrogation, I would like to clarify. NONE OF THE OPTIONS ARE SCHMUCK BAIT. ALL ANSWERS WILL BE FACTUALLY TRUE AND ARE EFFECTIVELY YOU ASKING ME, THE QM, FOR INFORMATION ABOUT THE THREAT. @PurpleProse: Hmm, what about equipment suggestions then? Like the "Melter Knives" would be deliberately expendable tools meant to have molten slag destroy something from the inside. So applies a damage-over-time effect and has armor-piercing, I guess.

Chapter 1: Turn 6 - BP
"I get the feeling your parents weren't a big fan of kid's shows" you open as you notice Hikaru getting comfortable talking with you.

Hikaru sighs slightly at that. "Well, not all of them. My mom was okay with me watching stuff like Super Sentai or Kamen Rider, but she'd always get really weird if she saw me watching anything 'girly.' Probably why she wanted me to do a lot of sports stuff in high school though I really, uh, wasn't good at it. At all."

"What about your dad?"

He shrugs. "Dad wasn't really around that much. He does a lot of work abroad, so he wasn't around a whole lot when I was growing up."

You wince and decide to take a different tack. "You mentioned your grandmother?"

That seems to bring a slight smile to his face. "Oh, yeah, Granny Momoko. She lives over in Nagano. We get along pretty well, though…" he pauses and glances around as though checking for people watching, "my mom doesn't really get along with her. At all."

"Hey, I'm not planning on telling anyone about your family drama."

"I know, but it's just, um, embarrassing. I think it's because Granny Momoko used to be a, you know, a magical girl." Hikaru glances off to the side with a wistful smile. "Granny Momoko's really nice. She'd always tell me stories about when she was younger and fighting off monsters from the Nightmare Kingdom… when mom wasn't around, at least. Mom didn't like that. That was before Mom got a job here in Tokyo and we moved out of Nagano."

"Huh." You recline against the couch as you mull this information over. "So… you living on your own was your choice?"

Hikaru nods. "I asked to move out after I got my magic device from Granny. My mom supported me, but she… uh… doesn't know about the rest of the stuff."

"Yeah, I can see why you wouldn't share that. So, do you have any plans for the future?"

Hikaru pauses, leaning forward and resting his arms on his knees. "Not really. I mean, I wanted to, you know, fight bad guys and stuff. But you can't really make a career out of that. I mean, I couldn't until you hired me." He laughs at that, then shakes his head. "Until you came along, I assumed I'd end up stuck working at a convenience store or an office or something."

"Well then," you smirk playfully, "I guess we should both be thankful I found you, then."

"I suppose so."

"Still, if you're going to work here, you should probably apply yourself." You stand up and stretch. "I expect to see you in the practice room as soon as possible, Asahi-san."

"Of course, Hongo-sama."

You wave a hand. "Hongo-san is fine. Hongo-sama makes me sound like I'm a princess or something. Or just call me Administrator."

Hikaru blinks, then nods. "Um, right. Sorry, Hongo-sam… I mean, Hongo-san."

"Much better."

The questioning proceeds apace.

WHAT IS THE VALGRUSS COMBINE?

The Valgruss Combine is an alien organization that spans multiple planets. While it wouldn't be inaccurate to call them an 'empire,' they're much closer to a criminal organization than an actual government. They exploit whatever planets are under their control, and sell resources, technology and slaves to the highest bidder on the galactic black market. They're very much planetary pirates, in a way.

WHAT DO THEY WANT WITH EARTH?

According to Sakuina, the Combine is interested in Earth for the same reason that the Combine is interested in most planets; resources to exploit and sell. It also helps that Earth seems to be teeming with strange and powerful resources and individuals that will bring the Combine massive profits. There are a lot of galactic powers that would pay a fortune for, say, a magical girl or a true psychic.

WHAT, IF ANYTHING, IS SAKUINA HIDING FROM ME?

Your detective instincts are on full focus during the questioning, and you start to pick up something interesting. Sakuina is unusually confident despite having been captured by your organization. Perhaps he thinks he'll be rescued? The second thing you pick up is that while Sakuina isn't lying about the Combine's interests in Earth for monetary reasons, he's also not telling the whole truth. There's something else at play here.

You make sure to highlight the SDF's support of UNSEAT's efforts, and play up the role they performed in the operation, much to Yamakishi's chagrin.

Afterward, Yamakishi pulls you aside and lets you know you owe him for this.
