Risking the horrific double post here, but @Virian, the American Army that Quater is referring to is a band of "military wackjobs" that basically drove him from his hunting grounds in Yellowstone and started his journey to Oakland.

However, I kinda like this mistaken identity bit, and I doubt Quarter would have told you terribly much about himself at the time, so let's keep it in!
I doubt we told our life stories to each other so we got to act like we're only allies of convenience for now until we get around to doing it.

Lightly peppered with Cannibals and Raiders, but may have some supplies.

Infested with Raiders and Cannibals, and some Cults and Faction Members, but the highest chance in loot in California!

Factions
Ever since the President shot himself in the midst of the crisis, there has been a struggle for power. But recently, there's been a very solid Faction that has kept a tight grip on the world right now: The Blood Streaks, led by the bastard of bastards, Zermatt Vermillion. He is my most valued customer and is the most feared man in the entire US! If he doesn't like something, he could just hire some people to take it out with bullets, fire, explosions, you name it! Though, if you do good for Factions, you may be rewarded later. But you may piss them off with some courses of action!

Spitalians: They are the last, best hope to defeat the Spore Fields, Sepsis and the alien Primer that spawned them. They are the healers, but they are not without their teeth and sanity. Think of them as Veteran Survivalists that have found a way to survive even without air. But they're hidden.

Chroniclers: They alone know the value of the ancient technologies dug up by the Scrappers, they appear as gods of innovation and noise to the Clanners and it is the Chroniclers who helped set in place a nationwide currency to help the spread of civilization. All in service to their ultimate personal goals.
Fun fact: These fuckers created the Blood Cars!


Gravesifters: The Alps are their territories, the routes past the Reaper's Blow with its fire and lava are in their hands. They set the tolls and look out at the world behind the gunports of their bunkers. But in recent times they have remembered another part of history, and now they venture out to spill blood for money and resources. These are the Blood Streaks deadliest ally.


Bullet Angels:
The Bowie Knife and Rifle spread and enforce the laws of The Old World, Soldiers of the old US army with cowboy hats and dusters to present a faceless, united front. The Bullet Angels seek to bring law back to the wilds, but now they are under siege by the Blood Streaks, for they are the only ones that stand in the way of thier total conquest. Though...... I question their Sanity sometimes.


Clanners: They lived at one with the savagery and dangers of nature, but they were driven underground or into the deep wilds. Now, their Fallen Gods sleeps deep in the earth, they see the signs in the stars, file their teeth, sharpen their spears, prepare to take back what they believe to be theirs before thier Lords awakens.

Scrappers: Much of what is now in place has these robotic scavengers to thank for it. They are the ones who dig out everything from battered smartphones and vibrators to old weapons and even stranger things. Some power down in the ruins of the old world, but those who are left are skilled and canny.

Blood Streaks:
The Blood Streaks is the conquerer of the new world. All of thier caravans return home with weapons, chips and slaves, he hunts beasts and people with an entourage aboard a tank the size of a small building for fun, they command a private army called Gravesifters and build trade routes and networks or else seeks out new markets and new lands.

New Radiaton Republic:
The masters of death, who tend to the refuge of the wasteland, followers of what used to be the church of Megaton and the Bombmakers and proprietors of ancient secrets. Their blood is a panacea, catalyzed from the most potent and deadly of the Psychovores and they can bring back the newly-deceased by dunking them in thier vats of radioactive wastes
-These are the giant Rad freaks of the world.

Apocalyptix: Like a flock of birds they swoop in, nesting in dark places to spread vice and anarchy. They are the seekers of greater pleasures and greater excess, and their poisonous touch is felt all over the known world.
-these guys are the more intelligent Raiders.


Anabaptists:
The new books of the Bible describe the final battle shall between the last faithful and the forces of the Demiurge left after God defeated their sinful master in the last battle, the Eshaton. Farmers and builders, the Anabaptists march to that last, great war that will decide the fate of all men.

Fun fact about them:
-They're Completely insane and are in love with Jesus Christ!


Palers:
They have lived in the bunkers for centuries, skin growing pale, mastering the shadows and night, the memetics of the Recombination Group programmed deep into their psyche, and now they await the awakening of their gods sleeping within their frozen caskets, but now they must go to the burning surface, to seek out the mystical 44 Bunkers, to set in motion plans they have no inkling of.

Fact about them:
-They only come out at night.

How do we roll for situations... Like for example let's say we want to roll perception... What dice we use and how does our stats affect it? Same for different combat rolls and interactions?
 
1d20 plus the Stat that shall be used. If there's no points in that stat, you can use the Attribute, but you will get half of the reward. And yes.

So, at a certain point, there is absolutely no difference between a guy with a 6 in Body and a 20 in Brawl and one with a 1 in Body and a 20 in Brawl?

I smell either wonky design or a plethora of Perks.

The world didn't immediately go to shit in '73. For a time there was rationing as the government desperately tried to hold together a world which was slowly going insane. Officials in turn provided needed assistance and stole requisitioned from the few areas that were still self sufficient, and so being one of those officials meant being a savior and demon in turn. As a new member of the U.S Postal Service Edgar Rumsfeld quickly became aware of just how dangerous it was to be the bringer of bad news. Of course after the bombs dropped and the President had a date with a Colt most people forgot about their hate towards the G-Men and started focusing on surviving in a Man eat Man world. However while the details may have changed Edgar remains true to his mission.

Mail has always been the cornerstone of society! Through building ties between the lost and desperate Edgar will see some order returned to this insane state. Though his postal truck may have been swapped for a horse and his uniform for leathers Edgar holds one truth close to his chest.

Neither snow nor rain nor dark of night nor cannibalistic raiders will stay this courier from the swift completion of his appointed rounds.

Hm...... That's actually a good idea. So, does everyone want to add Attributes to thier rolls? PM me your Opinion.

EDIT: Seems like no vote is needed. There are SO many things that could end in a stalemate if Attributes aren't included. So I say yes. Attributes are included in the rolls.

You have to find a Horse. Also, LOVE IT!! But you and your horse shall use 2 rations instead of one. One for you, one for your pet. And you do need to choose a previous lifestyle. And Gear.

I meant when we roll do we use both and stats ( for example for a hand to hand combat do we use both strength and brawl or just one?)
