Though, it should be noted that it was mentioned that the castle caretaker was almost always a Squib, it likely is in the Charter as well. The reasons for such is that the Squib Caretaker would very much be jealous and the like towards the students, thus would have no issue with giving the harshest punishments. Meanwhile, the students would be far more likely to place the blame on the caretaker for said punishments being as harsh as they are rather than on the teachers. That this also colors the views of the students with regards to Squibs in general likely didn't really factor into things either.
