I'd kind of like the failure condition of the "yell at Heimerdinger" one, but I'm sort of worried that this would backfire in future votes - Heimerdinger is a 300 year old politician who is good at coming across as levelheaded in political meetings. He might be out of touch, but he's good at turning a phrase, and he's going to know all the arguments and counterarguments. Powder is an emotional teenage girl and it's not like she's going to know political theory. It doesn't matter that we're right, he's going to win that argument and he's at least superficially going to look like the reasonable one while in all likelihood spaghetti is going to be falling out of our pockets.

On the other hand, if we keep quiet and play nice, hopefully he has a chance to come off as the clueless and out of touch councilor who's incompetence and inaction has screwed things over as much as they have.
 
I think this is fairly consistent so far, we choose to not want to change to fit in, but we don't need to be rude to Heimerdinger, since we only kinda know about him and he at least is an inventor. I think its a nicer middle ground. And no Willpower because we're only making one roll this method and its about 50-50 we succeed at a minus 6, so I'll hope we can roll average dice or better, and I'd rather save it for something that feels a bit more impactful.
I mean, this is meeting the guy most capable of making goals like "Our own tools and Lab" or "get us approval to bring an expert on magic in from abroad so we can figure out what is going on with these stones(negative side effects)" seems worth the expense.

I don't want to become reliant on Piltie "generosity" Zaun is our home and while we should try and benefit where we can while we are here with Jayce we do not owe them everything.

Willpower is a very valuable resource that isn't easily renewable, and frankly I don't take Heimerdinger as someone who actually would hold a grudge towards a young inventor, and the failure state of the Good Lab Assistant action is more feeling like she's a bootlicker than messing up the interaction thoroughly like Calling him out could (though again I do think Heimerdinger wouldn't super mind just "win" the argument) being nice specifically because we want to get our own lab or get in a mage to look things over as you suggest feels more in line with failing the roll and becoming "resigned" to being a "Piltie-Lover." (Considering how Powder would look at herself here)

If he was the sort of person who'd get an ambitious up and coming zaunite genius their own tools and lab, why didn't he get the ambitious up and coming zaunite genius who is literally his assistant right now that? If he was the sort of person willing to bring in an expert on magic, why didn't he do that in the 6-7 years that take place in the time skip in canon?

Not to you, but - If Heimerdinger was the sort of person who'd fix his city because he saw an adorable little girl, why didn't he do it for 200 years? Do we think we're the first photogenic little girl born in Zaun in 200 years?

Genius is a strong word for Viktor. Talented and Driven suit him better, but of his generation he's honestly behind both Jayce and Jinx, probably a little above Echo by virtue of being less balanced between physical and mental abilities.

I don't think Heimerdingers going to be the one actually handling it, but someone pointed us out to him and they'll probably be asking him what he thought later, and whatever he says will make it into the ears of someone who might actually do something, even if it's more of a deal than not. The point is that he's the one person who can sell someone in the city on our talents and not get dismissed out of hand without an personal in like Jayce has with Caitlyn's mom.
