A note on the votes as they're going in general - and this is NOT a DM override ...
But I think you're all thinking of Flan's actions in the wrong way. Here's my thoughts on the subject:
* Flandre is confused and irritated about the differing treatment she received from Marino and Hayate, possibly even angry. As far as she can tell, Hayate knew she was coming and let her get the tea ready, even sent someone to make sure she knew where her office was ... and then Hayate interrupted her, in the middle of a sentence, and just said "No." In front of a subordinate. As far as Flan is concerned, the only difference between how she treated Hayate and Marino is that she brought Hayate tea ... and Marino doesn't drink the stuff. This sort of thing is what would be covered under a non-specific "Vent Verbally" vote, although with more detail.
* Flandre is not afraid, either of the TSAB and RF6, or of being 'locked in a basement.' She still believes that nothing the TSAB can do can actually hold her against her will.
* Flan just lost, yes. Against six people working together, in daylight, while not going all out. This is the closest she's come to a "good fight" in the quest so far, for all that it was just her blowing off steam. And for all that she got the shit kicked out of her, relatively speaking, it was something she enjoyed. It's not like the fight against Kyubey's hit squad, where they used mind games to get some cheap shots against her; this was simply her getting into a fight and not holding back. That she lost isn't particularly relevant, in large part due to the fact that it's still daytime, which means she has neither her normal endurance nor her usual strength.
* Another reason she doesn't particularly mind losing is because as far as she's concerned, she just kicked Signum's ass. Now, Signum's attack was meant in part to distract Flan from Hayate's set-up and everyone else binding her, but it was still a full-on attack, and Flan broke Signum's Device. As far as she cares, that's proof enough of her overwhelming superiority.
... But that's my thoughts on the matter. If you want to have Flan have a minor freakout, I'll see what I can do, I just don't think it's particularly in-character for her. "Attack" is an option because, while she no longer has the blood-high nor Headless's support, Flan is still dangerous (and remember, if she's serious, she has no compunctions about losing a limb or two if that means she can take a target down; she can heal). Running is an option because Flan is smart enough to know that while she can keep fighting, it's not necessarily the best option. And surrendering is what she thinks she's "supposed" to do in this sort of situation.
