All too quickly, it seems, she finishes the cake, and you smile sadly when she looks at you hopefully. "Sorry, I only brought the two pieces."
"Aww~" You giggle, then lean forward and grab her wrists loosely. "Flan?"
"… Can we go somewhere quiet? Just to be alone?" She frowns thoughtfully for a moment. "Maybe your room?" That brings a smile to her face and she shakes her head.
"No, no, Clarissa's there. All she does when she isn't doing something mandatory is sit in there and read. She's not a very nice person, but she's helped me out a couple times." Well, if she's helped Lutecia, she can't be all that not very nice …. "Hm, there's no library, but there are a few quiet rooms for studying. Would one of those work?" You nod.
"Mmhm. I just want to sit with you, where it's quiet and out of the way." You slide around the table and tip her into your arms; she giggles and hugs her arms around your neck. Very, very subtly, you make mental notes of the people staring disapprovingly and the people who look like they're taking pictures - if anything happens to your friend, you have your initial crops of victims and informants picked out now. Your clones stay behind to keep eyes and ears out, then fly through the complex, following Lutecia's instructions until you reach a small, more-or-less comfortable room.
"So, did you want to do anything in particular, or …?" You float toward the largest chair and flop backwards into it, adjusting your grip on Lutecia and resting your face against the crook of her shoulder and neck.
"Just … like this. We can sleep or be awake, but … together. No talking about sad or depressing things." She twists, curls up against you with her legs tossed up over the arm of the chair.
"That works, Flan. I'm … really happy, right now."
"Flandre. Flandre, it's time to leave." Your eyes wink open at Fate's voice and focus on her. She doesn't look too unhappy, at least not with you, and you nod before turning your attention to Lutecia.
"Lulu. Lulu, you have to wake up now." Her eyes slowly, blearily, open and focus on you as you tap and nudge her to wakefulness. "I have to go." She pouts and hugs you close.
"Fifteen more minutes." You see Fate shake her head from the corner of your eye and pat Lutecia's back.
"Can't do that, Lulu." She nods and squeezes you tightly before reaching down to upright her kicked-off shoes. Once she's ready the three of you walk through the halls to the main entrance and then to Fate's car, where Major Tedrel waits for you. Along the way, your clones finally rejoin you.
"Fate, Officer Scarlet. I'm sorry for the interruption earlier." Fate nods, and you grin.
"It wasn't your fault, Major." You consider expounding on what will happen if something does happen to Lutecia, though - after all, you know how to get here. But with Fate right next to you, and Tedrel himself not being obviously hostile, that's probably not the best option available to you. "From what I've seen, you've done very well. Please do keep up the good work." A slightly confused smile freezes to his face and you turn to Lutecia, wrapping your arms around her and swinging her around in a hug. "And you take care of yourself, too, Lulu. Come visit if you can; even if I'm not there, you can use it." You hold off on letting her know that she'll be getting the piano when you leave; now's just not the right time. Maybe when she comes over?
"I'll try, Flan. And you take care, too! It wouldn't be good if something happened to you …." She squeezes you tightly; there's so much she wants to say, to clarify and explain, but, again, now isn't the right time. But there's only so much you can do with a goodbye before it changes from strengthening a bond and reinforcing memories into a thing of pain, and you get into Fate's car. She quickly joins you, and you wave to Lutecia as the car starts driving off.
"… You know what's going to happen now, don't you, Flandre?" You look at her, slightly confused. "Korosh Manta will be convinced that he's being kept from seeing you, and he'll complain. You're going to have to have an interview with him, now. Headquarters is going to insist on it." You scowl.
"What about that whole 'harassing a Bureau officer' thing? He's a nuisance." She sighs and shakes her head.
"Reporters - even those unconnected from major news networks - have a degree of latitude that most people don't. And what he's done as far as you're concerned isn't really enough to qualify …." She trails off, and you're pretty sure that whatever she's thinking about, it isn't driving - there aren't enough cars on the street for it to be that difficult.
What do you do?

Now, there was that bit post last mission.
"… Good work, Flandre." You smile at Fate and she fails to mask a shudder. "Um, you should probably clean yourself up. I'll take us back to Mid-Childa in a few hours …." Her expression falls, but when you tilt your head curiously she just shakes her head and walks away. Hmm … well, you probably should clean yourself off, first ….
Seems incredibly obvious, as noted before, that she's not happy Flandre does not seem to care for protocol. But holding herself back. Just for our sake? I don't think so either.
Now, Entropy posted that picture and all, but why not discuss the why. Now, if we think about Fate's past... Well, she certainly seemed to be doing for the sake of her mother, regardless of everything else. Then she got adopted by two persons rather high-ranked in the TSAB. Two who certainly respected the TSAB and protocols. Military family and all. And it's with them and those that Fate got a new future in life.
Then come in Flandre. Who is... dismissive of protocol when it doesn't suit her. Certainly doesn't mind killing either when Fate would rather avoid it (she did hate that job last mission for the part that if they couldn't capture, they had to kill. Even if she got the necessity of it.). And then, where anyone else would get reprimanded, we kinda are a 'handle with care' issue to her.
That cannot make her happy. Or least that's how I see it.
TSAB is like a military in a way. Just because the public doesn't see it doesn't mean it give a good image for everyone that see.
Edit: And let's not forget the current internal issues. Imagine if some start to think the TSAB should deal with problems more like Flandre. That would be a nightmare to some.
As far as interactions with Fate were going, I took a look back a bit more for a few reasons she might be mad (and examples of us kind of breaking a ton of rules)
"What's it say?" She twitches, then winces and puts her arm to her side.
"Ah, sorry. It's just that they changed your direct superior to me a couple hours ago. I guess Chrono was serious about having me grounded." You tilt your head more and she shakes her head. "It's nothing. Mmm … you're quartered in Long Arch, at least for now. I guess they want to keep you away from larger concentrations of people." Your mouth twists irritably.
"Why?" But Fate simply shakes her head again, so you cross your arms unhappily and look away.
"It's … a little complicated, Flandre. I'll explain later, but for now, is it alright if I don't tell you?" You frown at her, but there's really nothing you can do, so you shrug and clear your expression.
"Fine." She smiles conciliatorily and bows her head.
This was when we got the initial order to go to Long Arch, Fate's kind of being relegated to "keeper of Flandre's leash" and probably taking it as punishment.
"Well …." A soft tone sounds and she does something to make a screen appear in front of her. "Fate? What is …? Hello, Fate. Is something wrong?" Fate nods.
"Sergeant Nakajima. Did anything happen I should be made aware of?" You raise your eyebrows at the sudden formality, and Ginga glances back at you.
"Er … something like that, Ma'am. I thought you were off-duty, and on medical beside?" Fate makes a face and the screen changes to show her mother.
"If it makes you feel better, I'd like to know as well." Ginga gulps and looks back at you. "Ah, you're there, too, Flandre?" You nod.
"Yes. What happened?" Fate's mother frowns as Ginga begins driving away from Juliet's building.
"A short while ago, a large spike in magical energy was reported at your location. As an unauthorized use of excessive energy, it was logged and reported to your superior, and if it hadn't been for prompt action on her part, by now you would have seen an active response team from the Bureau. Now, so that we may close the case quickly, would you mind telling us what did happen?" You glance at Ginga, and she does look a little unhappy … and Juliet's sudden requirement to speak to her superior makes a bit more sense. You sigh quietly.
"I asked Juliet if she wanted to see a different sort of 'Spell Card' - that's a type of magic that I showed her when I was here before and she made Loki for me - and she said that she did. So we went outside and I showed it to her. She didn't say anything to me about authorization or anything, and I didn't think about it. There was a bit of damage to the road outside the building." Fate's mother winces.
This was right after we got back and were moving into Long Arch - Fate had a meeting with her mother interrupted due to an emergency alert caused by Flandre.
This is going to be highly publicized, and any show of unnecessary force on our part could put public opinion even further against the Bureau, which we can't really afford." She sighs again and her shoulders slump. "And the third is simply that she is Enforcer Fate Testarossa Harlaown. Her past has been brought up - former criminal, artificial mage - and if she's linked at all to such a highly-publicized incident as this one will be, that's going to bring up those issues again."
This was when we basically accused a captain of treason to her face, and the Chief of Staff we spoke to brought it up. Speaking of the treason thing, Fate undoubtedly heard of it.
You study Fate as she stands in front of the teleporter. She looks almost fine, just a hint of tightly-controlled muscles in her face and a stiffness to her stance. Satsuki seems to notice it as well, because she gives you a quizzical glance. You shake your head slightly; you'll probably tell her at some point, but now is definitely not the right time.

We did see the trio's reaction to us in an earlier sidestory when we were first here. I think it's less because we don't follow the rules and more "We can't discipline her when she does wrong things because we have no way to do so without possibly losing an army" and "We can't use her for anything other than alpha strikes and heavy assaults, because if we try anything else our non-lethal policy would most likely be thrown out the window"
She's wary of our loyalties, it looks like to me. Think about it; Unknown non-human powerhouse, who you have seen consume humans for subsistence, signs up to your army whose sister blatantly said that they were doing so for political capital. This would mean in her eyes, that Flandre belongs to another state, not the TSAB, and is merely more like a volunteer at the moment.
And, to add to that, she's been assigned to oversee such an individual. A valid question to her would be, "what will Flandre do after her lend-lease to us ends? Will she turn hostile or will she leave us alone? She doesn't follow proper protocol, and she doesn't seem to be content with working with us."
Not necessarily that we will attack the TSAB, but more along the lines that we might attack people under the TSAB. We have done so before, even if we can control it a lot better than we did before.
Didn't Entropy say it was a more recent thing? You may be going a bit too far back, Downy.

Despite her initial strong showing after the concert, something seems to darkened Fate's mood - even after a visit by Nanoha, you occasionally find her staring uncomfortably at you, although she apologizes when you ask her about it.
Well, at this point... I think it's pretty much about how one see Fate.
I now get it started after she moved in for her rest period. You did say protocol was the wrong direction, which is why I then wonder if it's ideology. Are there things she wish to change with Flandre? Without a doubt. Could it be linked by the same sentiment that had her help Erio and Caro? Maybe. I don't recall how much of Flandre's past she know, if she does know anything, but I think it's moving into how one see her, which can be... Harder. You control Fate here, but not all may see her the way you do.
Maybe it's also linked by how Flandre is capable of the best like she is capable of the worst. Flandre call herself a monster. Maybe it hasn't sunk with Fate yet that Flandre's mind may just be alien to her.

"Nothing's wrong." You sigh at her response. Too pat an answer, too quickly delivered - you're not the first person to question her on this, and she really doesn't want to talk about it. Too bad for her.
"I'm not stupid, Fate. Your friend comes by to make sure you're doing well, but after that you just stare at me. And then little while ago, you were irritated letting me out of your sight, and then you were getting angry because someone was concerned about you - and he didn't have you around to watch for any other indicators, just an hour or so of your presence! So what is it? Seems like it's me; I'm sure we can talk with your superiors about getting one of us transferred." She twitches and starts to get riled.
"That's not -" She abruptly stops talking and looks down. The car starts drifting out of the lane, but before you reach over to steady the wheel an alarm goes off, startling Fate back into attentiveness. "That's not it," she says quietly. She looks ahead on the road and takes a side road instead of continuing on to the main road back to Long Arch. A few minutes later, she pulls up next to a small park. She gestures with her head to follow her, and you get out of the car, making sure to take out your parasol. Fate sits down on a small rise, eschewing the carved stone benches nearby, and you stand beside her. "… Flandre, do you like killing people?" You raise an eyebrow at her, but she's consciously avoiding looking at you, and you shrug.
"Usually, yes. It's fun and I enjoy it. Sometimes it's annoying, and sometimes I don't want to do it for some other reason, but usually I like killing people. It is one of the better ways to make people afraid of you, after all, since people don't like dying." Fate barely seems to be paying attention to you, however.
"Do you remember Trabant?" You blink, then smile eagerly.
"He's the one who sent Carmilla and Tool to go attack the churches, right? Do I get to kill him?" Fate flinches, then shakes her head.
"No … I'm sorry, Flandre, but you can't kill him." You scowl and growl quietly, but again Fate doesn't seem to notice what you're doing. "And you remembered - her. My … my sister." You cock your head and stare at her as she looks down at the grass.
"Tool?" She flinches again.
"Please! Please … don't call her that. It's not a name, it's … it's just …." She starts shaking, then wraps her arms around herself. Eventually, she calms down. "… She's dying," she says simply.
"Your medicine and magic can't save her life?" Or at least prolong it until she can be taken to Gensokyo … not that she's guaranteed to get help there. Remilia and Patchouli are far from charitable individuals, after all, and you aren't really that close with Fate.
"It's unlikely," she says woodenly. "Maybe full conversion to a cyborg, but she's old enough now that even if she didn't sabotage it, the process has a high likelihood of failing due to rejection. And her body is … just too damaged to keep living on its own. She could probably be kept alive on life support, but she'd be forced to stay in a hospital room for the rest of her life. And … she wants to die." She barely manages to say the last part, and when you remain silent she shakes her head and starts crying. "She wants to die, to stop - being in pain. She wants to see Mother again, to meet her outside of false memories …." She sobs and curls in on herself.
"And you aren't allowed to kill her, so you want me to do it?" She shakes her head.
"I - I don't want her to go! I don't want her to die and leave me like Mother! I want her to stay, and not leave me alone … and I want her to be happy, but she can't be happy here! I -!" She turns and lunges forward, pressing her face against your side and hugging you close. You look down at her; she's relying on you, on your willingness to kill, to save her from having to make a decision regarding her own family. You start to ask something - but you get it. She can't bring this up with other people, with people she knows - with anyone who might tell the Harlaowns or the kids, because that would hurt them. Because it would seem like she considers only that girl, that Tool, to be family. Shaking, trembling hands unwrap themselves from your sides and Fate slumps back, face ugly with tears. "I - I'm sorry. I - I …."
"You want me to decide whether she lives or dies. You can't make a decision on your own, and you don't want to hurt anyone else by making them decide." She nods brokenly.

DM Note: So … a few things. First: Flan will not get into trouble if she kills Tool on Fate's request, period. Second, alluded to, but I'm going to be specific: Remilia and Patchouli will not help Tool; Eirin might, but Remilia and Patchouli also won't help with that. Third: I do not anticipate any major Quest alterations regardless of choice; Fate is going to be touchy regardless, but as of this moment I have no plans to take this any further than whether or not Tool dies now-ish by Flan's hand or some time later from something else.
… Right, I think that's that out of the way.
During the Concert for Fate, she doesn't appear to react until Nanoha calls in.
Fate's issue in Facility Assault Prep also stems from this more than from her preference to avoid killing.
Asta's statement about Fate in her Interrogation was another one.
Tedrel outright telling Fate that he could tell something was wrong with her was also an indication of something being wrong with Fate. (I can only assume everyone was too focused on why Fate might have been acting strangely to catch this one.)
Points for: @Megaolix noting that Fate wasn't happy about being trapped in a meeting with Tedrel instead of actually going out on inspection like she was expecting. @ultima333 noting that Fate was exceptionally well-controlled after meeting Tool. @Megaolix noting that Fate seemed unhappy and was staring at Flandre after the concert.

- [X ] Wait until night. Kill her stealthily, drain her blood from her until she is dead. At least, this will justify it in your legend, you don't gain anything else from it otherwise. Make sure to not damage the body in any way, let Fate give Tool her sister proper funeral. Tell Fate more about Gensokyo and about the Land being neighbor with the Afterlife. Let her know about Shinigami and Yamaxanadu wandering Gensokyo sometime.
Honestly, mercy kills aren't Flandre's style. She prefers to kill in fight or ambush but if she sees Fate as a friend, she will do it for her. She also has no issues with death and dying, so letting Tool have her wish fulfilled will not bother her in slightest.
Like Fate said, she's gonna die no matter what. Unless we go REALLY out of our way about this. Fate can't bear to see what could have been family in terminal pain and Tool herself want to die. The question is if we do it or not.
