Well the whole thing is a giant city sized hologram thing that mimics real buildings so that people like Nanoha can go hog wild in their practice without forcing them to rebuild the thing. To destroy it we'd need to literally crack the ground which would probably take Flan actively trying to do that.
We can also show off our spell cards which to the Nanoha mages will appear to be higher level bombardment spells. Add to that the fact that it doesn't run off an ungodly amount of math and you got a recipe for more FUN!!
Probably a different one later down the line if I had to guess since the incident where Nanoha was injured was in a place where there was snow and it was extremely cloudy at the time.
Well, that's a relief. I can now safely vote for this without being terribly concerned, considering it was Vita who found Nanoha in that incident as far as I remember.
